00:06:59.660 But our nation is grateful to each one for the vital work they do to keep our nation safe, prosperous, and free.
00:07:06.740 Our annual worldwide threats hearing allows for the American people to receive an unvarnished
00:07:14.220 and unbiased account of the real and present dangers that our nation faces.
00:07:19.580 As we will hear from our witnesses, many of the threats we face are truly existential.
00:07:25.740 Communist China is actively working to replace the United States as the world's dominant superpower.
00:07:31.220 China uses coercive military, economic, and influence operations short of war
00:07:37.200 to shape a world favorable to its interests and hostile to ours.
00:07:44.140 These methods include the biggest peacetime military buildup in history,
00:07:50.640 rapidly expanding its nuclear forces, providing critical assistance to help Russia withstand U.S. sanctions,
00:07:56.840 obscuring its role in accelerating the spread of COVID-19 beyond Wuhan,
00:08:02.360 turning a blind eye to Chinese companies that enable the production of fentanyl flooding into the United States
00:08:07.820 and putting space weapons on orbit, among other tactics.
00:08:14.540 Iran, despite setbacks inflicted on its so-called access of resistance by Israel over the last year,
00:08:21.860 still aims to destroy what it calls the little Satan, the state of Israel,
00:08:28.300 and what it calls the great Satan, the United States.
00:08:32.760 It continues to arm Yemeni rebels to attack global shipping,
00:08:38.320 though these outlaws have suffered terrible losses over the last two weeks
00:08:43.320 thanks to decisive action by President Trump and our brave troops.
00:08:48.760 I commend the President, Mike Waltz, Pete Heksef, and his entire national security team for these actions.
00:08:58.300 Iran also continues its decades-long effort to develop surrogate networks inside the United States
00:09:05.300 to threaten U.S. citizens.
00:09:09.280 Furthermore, Iran's nuclear program continues apace.
00:09:11.980 It's actively developing multiple space-launched vehicles,
00:09:16.260 which are little more than flimsy cover for an intercontinental ballistic missile program
00:09:21.540 that could hit the United States in a matter of years.
00:09:25.360 But all this will soon come to an end.
00:09:28.880 The Supreme Leader of Iran now faces a stark choice, thanks to President Trump.
00:09:33.520 The Supreme Leader can fully dismantle his nuclear program,
00:09:38.120 or he can have it dismantled for him.
00:09:42.500 Finally, today's report also acknowledges that illicit drug production
00:09:46.620 endangers the health and safety of millions of Americans.
00:09:50.920 For the first time, the annual threat assessment lists foreign illicit drug actors
00:09:55.520 as the very first threat to our country.
00:09:58.380 As the report highlights, Mexican-based cartels using precursors produced in China
00:10:05.980 continue to smuggle fentanyl and synthetic opioids into the United States.
00:10:11.340 Last year alone, these deadly drugs tragically killed more than 52,000 Americans,
00:10:17.040 more than the number killed in attacks by foreign terrorists or foreign nations.
00:10:21.620 Given these threats, we have to ask,
00:10:26.600 are our intelligence agencies well-postured against these threats?
00:10:31.320 I'm afraid the answer is no, at least not yet.
00:10:35.200 As the world became more dangerous in recent years,
00:10:38.080 our intelligence agencies got more politicized, more bureaucratic,
00:10:41.980 and more focused on promulgating opinions rather than gathering facts.
00:10:46.140 As a result of these misplaced priorities,
00:10:49.500 we've been caught off guard and left in the dark too often.
00:10:53.360 I know that all of you agree that the core mission of the intelligence community
00:10:57.120 is to steal our adversaries' secrets
00:10:59.460 and convey them to policymakers to protect the United States.
00:11:04.740 At the same time, it's not the role of intelligence agencies
00:11:07.240 to make policy to justify presidential action
00:11:09.740 or to operate like other federal agencies.
00:11:12.040 After years of drift, the intelligence community must recommit to its core mission
00:11:18.500 of collecting clandestine intelligence from adversaries
00:11:21.920 whose main objective is to destroy our nation and our way of life.
00:11:26.680 The reason is not that our intelligence community lacks dedicated patriots
00:11:31.140 who show up to work every day to protect the American people.
00:11:34.300 On the contrary, it has an abundance of them.
00:11:37.040 The reasons are a misuse of resources,
00:11:39.280 bureaucratic bloat, a default to play it safe,
00:11:43.180 and a past administration that prioritized social engineering over espionage.
00:11:49.080 Coupled with recent failures,
00:11:50.740 the finding in today's Worldwide Threat Report
00:11:52.460 should be a wake-up call to all of us to get our house in order.
00:11:56.040 The status quo is proving inadequate
00:11:57.740 to provide the president and Congress
00:12:00.200 with the intelligence needed to protect the American people.

00:12:48.160 and this year's assessment
00:12:50.000 is clearly one of the most complicated
00:12:53.100 and challenging in my tenure on the committee.
00:12:56.680 And I want to get into that in a moment,
00:12:59.220 but I want to, first of all,
00:13:00.240 address the recent story that is broken in the news.
00:13:05.520 Yesterday, we stunningly learned
00:13:09.520 that senior members of this administration,
00:13:11.880 and according to the reports,
00:13:13.200 two of our witnesses here today
00:13:16.300 were members of a group chat
00:13:18.720 that discussed highly sensitive
00:13:21.980 and likely classified information
00:13:25.180 that supposedly even included
00:13:27.780 weapons packages,
00:13:30.380 targets, and timing,
00:13:31.320 and included the name
00:13:33.060 of an active CIA agent.
00:13:37.400 Putting aside for a moment
00:13:39.320 that classified information
00:13:41.000 should never be discussed
00:13:43.800 over an unclassified system.
00:13:46.960 It's also just mind-boggling to me
00:13:49.420 that all these senior folks
00:13:51.240 were on this line
00:13:52.080 and nobody bothered to even check
00:13:53.540 Security Hygiene 101.
