00:03:54.440 Well, President Trump's about to go in the Oval in a few minutes and sign an executive order.
00:03:58.280 Let's play the cold open and we'll bring the truckers in.
00:04:00.760 Well, we fired the first shot back at him in Arkansas.
00:04:05.620 We found a state representative here by the name of Wayne Long and a state senator.
00:04:12.820 John Payton filed House Bill 1569, which was written.
00:04:17.900 It was the Secure Roads and Safe Trucking Act.
00:04:20.800 And it was written to require all truck drivers to read and speak the English language.
00:04:24.500 It was written to close the loopholes for non-domicile commercial driver's license and to close the loopholes for the foreign commercial driver's license
00:04:32.580 and to create felony code for non-citizens that cause injuries and fatalities on our highways.
00:04:38.480 Unfortunately, because of political games and shenanigans here in the state of Arkansas, we never even got to present that bill to the committee.
00:04:46.840 The Trucking Association put forward another bill, HB 1745, which addressed none of those issues that we just brought up directly.
00:04:56.980 All of those issues are still allowed on Arkansas highways.
00:05:03.540 The one thing that it did do in the 11th hour was they added English proficiency.
00:05:07.940 They put a fine in HB 1745 so that a driver has now fined $500 if he's caught unable to read and speak English.
00:05:15.600 But they still let him go.
00:05:17.240 So an officer is going to pull him over.
00:05:18.940 They're going to write him a ticket for $500 and say, OK, but now you can carry on on your way.
00:05:22.720 The whole purpose of the English proficiency law is that he's an imminent hazard to the motoring public,
00:05:27.820 so he should be taken out of service and removed from the truck or the truck impounded.
00:05:32.820 This is outrageous.
00:05:33.760 You can't have foreigners coming in here and taking truckers' jobs and don't read English, don't understand English.
00:05:42.240 It's outrageous.
00:05:44.440 This is my point about American citizens.
00:05:47.000 Whether you're in Silicon Valley or driving a truck, you shouldn't have to compete in your own nation, your own country, with foreigners.
00:05:56.420 American companies should be able to compete around the world if they want and have plants overseas to do what they want.
00:06:02.680 But in this country, you shouldn't have foreign labor imported here to compete against you.
00:06:09.800 This was Biden's thing about low-skilled labor.
00:06:11.520 This is why we got 10 million illegal aliens up through there.

00:06:44.100 But there's a lot of communication problems between truckers on the road with federal officials and local officials as well, which obviously is a public safety risk.
00:06:51.940 So we're going to ensure that our truckers, who are the backbone of our economy, are all able to speak English.

00:08:12.900 So first, Shannon, is this the victory, is this executive order the start of a path to get this thing sorted about foreign truckers competing with American truckers?
00:08:23.080 Or is it an end-all, be-all?
00:08:25.300 I mean, talk to us about this executive order.
00:08:27.380 It's definitely a victory.
00:08:30.420 It's a victory for American truck drivers.
00:08:32.640 It's a victory for the American worker.
00:08:35.020 And it's a victory for the American motoring public.
00:08:38.220 It's definitely not an end-all, do-all.
00:08:41.340 You know, the American trucking industry is a shell of what it once was just five to ten years ago.
00:08:47.420 And so we need to restore the American trucking industry to its greatness.
00:08:51.820 And so there's several things that continue to need more work.
00:08:57.840 But we believe that this is a great step by the president and by the Secretary of Transportation, Sean Duffy,
00:09:04.700 in showing that their priority is the American worker and that they have concern for the American trucking industry.
00:09:09.920 So we think we can work through those remaining issues.
00:09:12.860 So tell us, what is today, Shannon?
00:09:16.300 What did today, President Trump, what is he exactly signing?
00:09:19.780 And what is the impact?
00:09:21.560 And how does this set us forward to go and sort this entire mess out, sir?
00:09:26.000 So there was a memorandum that was issued in 2016 that told all of our law enforcement officers to stop enforcing the law
00:09:36.060 where a United States American truck driver was required to speak and read English.
00:09:43.220 And so this federal agency issued this memorandum, and all of our state agencies that enforce these laws stood down.
00:09:49.340 And so instead of putting a truck out of service and taking a driver off of the roads,
00:09:53.660 they would cite the driver for the violation, and then they would let him go.
00:09:58.200 It's my understanding that today's executive order will be to give guidelines to those officers
00:10:05.500 instead of just giving them a citation to now put him out of service.
00:10:09.320 And so that's been our request all along, that a driver that's unable to read our highway signs
00:10:14.460 is an imminent hazard to the motoring public and should be removed from service and taken out of that truck.
00:10:19.280 So, Gord, where do we go?
00:10:24.820 This is a major development.
00:10:26.960 Obviously, a lot of people are working on this.
00:10:29.680 Talk to us about what we need to do to get this whole mess sorted out.
00:10:32.540 There should be no foreign drivers whatsoever here competing with American citizens for the trucking business, sir.
00:10:40.900 Right. Well, one of the problems, as Shannon and his team have pointed out,
00:10:48.380 is that during the Biden administration in 2021, they put together this trucking action task force
00:10:55.620 and they effectively doubled the production of CDLs in one year.
00:11:01.080 And a whole bunch of people were just given CDLs.
00:11:05.360 It appears that a number of states cooperated with the Biden administration and reduced requirements.
00:11:11.220 Tell the audience what a CDL is.
00:11:14.100 What's a CDL and why is it such a big deal that they doubled the number of them?
00:11:18.640 The CDL stands for commercial driver's license.
00:11:22.240 And that is the license that you must have to drive an 18-wheeler in the United States of America.
00:11:26.740 It's the same in Canada and Mexico.
00:11:29.780 They call them different terms.
00:11:31.820 But you have to have one to drive a truck.
00:11:34.100 And typically, the United States training systems to produce new drivers
00:11:40.820 will generate between 400,000 and 450,000 new CDLs a year, which is a problem on its own.
00:11:47.960 The trucking industry has got a major retention problem, and it's had one for decades.
00:11:51.800 They try and lie to us that there's a shortage of truck drivers.
00:11:54.860 What's going on is that the industry has not fixed the material conditions of the job
00:12:00.920 or paid drivers enough, and they've been chipping away at it for decades and decades and decades.
00:12:05.900 And the really good, really safe, professional truck driver has had a war essentially declared
00:12:12.160 against him.
00:12:13.580 And what the Biden administration did during the COVID demand spike was flooded the market.
00:12:18.840 And how they were able to achieve that was issuing CDLs to migrants and refugees and a whole bunch of people
00:12:25.800 that are not Americans.
00:12:27.240 And one of the ways they were able to get away with that was because of this waiver of English language requirements
00:12:33.340 that Shannon just spoke of.
00:12:35.220 You're saying that when they – all the time they say there's a shortage of truckers.
00:12:42.320 There's a shortage of truckers because they flooded the zone with foreign cheap labor,
00:12:46.680 and that's driven the wages down.
00:12:49.740 And so it's tough to get people to do this type of rigorous job if you're going to get paid 50 percent
00:12:56.040 of what you used to get paid for because you're competing against non-American citizens.
00:12:59.400 Right, and before they started flooding it with migrants, they were using taxpayer money
00:13:05.660 to pay for CDL schools, right?
00:13:08.240 A number of very large carriers, the type of people represented by the lobbying organization
00:13:14.080 called the American Trucking Association, and I want your listeners and viewers to understand
00:13:19.120 this very clearly.
00:13:20.620 The American Trucking Association does not represent truckers.
00:13:24.340 They represent carriers, and they have been wards of the state for decades, taking money
00:13:29.640 from the taxpayer to pay for the production of new CDLs because they can't keep good guys
00:13:35.520 around because they don't want to pay them.
00:13:37.180 They don't want to fix endemic problems in the industry.
00:13:40.380 And what the Biden administration did was took all these migrants and refugees and threw them
00:13:45.800 in there to help the mega carriers continue their program of cheap labor and not fixing
00:13:52.460 their problems and keeping good, safe operators around.

00:16:15.380 Shannon, with the president obviously taking action here and getting involved in this now, what shape is the American trucking industry in, in your opinion, sir?
00:16:31.840 Steve, it's in the worst shape of my 25-year career.
00:16:35.320 We're in the midst of a three-year-long freight recession.
00:16:40.040 Of course, we call it a supply crisis.
00:16:42.980 And that situation has deteriorated rapidly over the past couple weeks as the imports coming into our seaports has started to slow down.
00:16:51.800 You know, there's a – I think Gord described it as an accordion effect.
00:16:54.940 There's a delay in three to four weeks of transit time and even more in some cases for those shipments to arrive to our ports.
00:17:01.860 And so we're starting to feel those effects.
00:17:03.340 We really started to see it last week, you know, in my day job, I'm actually running a trucking company.
00:17:10.940 And so this advocacy work that we're doing is really just, you know, part-time work that we're doing on the side to do these issues.
00:17:18.680 But in my day job, I'm actually, you know, operating a large fleet of refrigerated freight.
00:17:25.080 And so I've seen that situation deteriorate in the last couple weeks.
00:17:28.300 I've seen it rapidly start to dissolve last week.
00:17:31.220 And so we're really predicting that we're headed into, over the next two to three weeks, a crisis for the American trucking industry, I believe, unlike anything that we've ever seen.
00:17:41.800 I lived through 2008 and 2009.
00:17:44.460 At the time, I was hauling automotive parts.
00:17:46.480 We saw factories go down for 11 to 13 weeks.
00:17:48.860 And during that time, we had hope.
00:17:51.720 We had hope because we knew that when the factories came back on, that we would have adequate work and that we would have cash flow and a profit margin that would suffice.
00:18:01.580 The problem with today's market is there's not much hope for the American trucking industry because we've been in this crisis now for three years before the tariffs conversation even comes to fruition.
00:18:12.860 And so my concern right now is that a lot of these special interest groups are going to try to lay the blame of the trucking industry faults on the tariffs, and that's not the case.
00:18:25.560 Trucking industry was in shambles long before we ever mentioned tariffs.
00:18:29.580 And so it's important that the administration and the cabinet understand that there's going to be people trying to place blame at their feet for something that was done in the prior administration.
00:18:38.500 And we need to take action on those things that were done, and so that's what we did, and that's what we lined out in that letter to Secretary Duffy that said, you know, number one, all drivers should have English proficiency for the public safety of our highways.
00:18:53.020 But we also had four other things that were right below that that really get into the immigration and the economics and the national security issues that have arisen from all of these.
00:19:03.460 And so the second thing was that they need to revoke and ban all of these non-domiciled CDLs that they've issued to non-citizens.
00:19:11.180 For 20 years of my career, we did not pass out CDLs at state DMVs to non-citizens of the country.
00:19:20.860 The CDL system was maintained for American citizens.
00:19:25.540 And so I don't know of any legislation or law that was written in Washington to make it to where these DMVs could start issuing these CDLs to non-citizens.
00:19:34.920 It's my understanding that there was some guidelines that were issued by our federal agency down to these state DMVs that took out some ambiguity, removed some language, where they thought, oh, okay, we can take advantage of this loophole now and start issuing this to solve our driver shortage problem.
00:19:53.220 And so that should be a loophole that we should be able to close pretty easily because not only do we have national security and safety concerns, but they have flooded the labor market.
00:20:07.640 And that's why we coined the term labor dumping.
00:20:10.420 The whole purpose of opening up our CDL system was so they could dump in foreign labor at reduced wages to put pressure on the American truck driver.
00:20:19.660 And so your American truck driver right now, their standard of living has been greatly reduced over the past couple of years.
00:20:26.200 Their pay standards are down.
00:20:27.500 Their quality of life is down.
00:20:29.480 The amount of time that they have to spend away from their family is up.
00:20:32.740 And so our American truck drivers are really on their last leg.
00:20:36.080 And my biggest concern is if we don't take action on this issue of the oversupply, the effect of the tariffs is going to completely fall on the American truck driver.
00:20:46.740 It's going to push the remaining American truck drivers and American trucking companies that we have in the business out right now at this critical time.
00:20:55.800 And the replacement cycle that's been going on for the last four years is going to intensify.
00:21:00.160 And that's because the American truck driver and the American trucking company can't operate at the same cost level that these foreign operators and these foreign truck drivers can.
00:21:08.040 And so the first companies to lose in this tariff engagement are going to be the American truck driver and the American trucking company.
00:21:14.960 The third thing that we listed.

00:21:20.040 The third thing that we listed goes back to my personal experience with the USMCA trade lanes.
00:21:26.340 And so in my past interview with you, I told you that I did automotive inbound logistics.
00:21:31.420 So we would haul the parts into the automotive assembly factory.
00:21:35.040 All of that business now has been transitioned from the American truck drivers to foreign truck drivers.
00:21:40.940 It's almost exclusively hauled by truck drivers from Mexico and Canada operating on B-1 visitor visas.
00:21:48.220 And so we need to either we need to ban that or we need to come up with a solution to control what percentage each driver group gets.
00:21:55.800 We should restrict and ban the use of a visitor visa to perform work in the United States.
00:22:04.220 How is it that truck drivers from foreign countries are allowed to use visitor visas to perform work?
00:22:09.860 It's not even a work visa.
00:22:11.520 But there's no enforcement of that.
00:22:13.140 So when a truck driver gets past the inward immigration zones, which is like, I think it's mile marker 12 on Airstate 35, just north of the border.
00:22:24.200 So when you cross the border, you talk to immigration.
00:22:26.580 You go a little bit inward, 10 to 12 miles or so.
00:22:29.120 You have to talk to immigration again.
00:22:31.080 And then once you're past that, you never see another immigration officer.
00:22:34.140 DOT officer, state police, they're not allowed to ask you about immigration.
00:22:37.680 They're not allowed to ask you for your immigration documents.
00:22:39.920 So why are we allowing these drivers past that zone?
00:22:43.740 The whole purpose of the commercial trade zone was so that they could use these visitor visas for a guy to simply come across the border, drop his trailer, go back to the foreign country.
00:22:54.460 And then if he tried to abuse that, we had a check station 10, 12 miles in that would check his immigration status and say, whoa, you're not supposed to come past this point.
00:23:03.160 And at some point over the last 10 years, somebody made a phone call and said, hey, y'all let them through.
00:23:09.060 And they just started going through the checkpoints.
00:23:11.680 And so we need to restrict that.
00:23:13.800 We need common sense back into these drivers operating on visitor visas.
00:23:17.780 We need common sense back into this trade between the United States.
00:23:22.780 It's not right that we take all of our factories in the United States and move those to Mexico, and we move those up into Canada, and then we insource all of the workers for the truck driving jobs.
00:23:34.480 Can we not at least just have the truck driving jobs if you're going to take our factories?
00:23:37.760 Can we at least keep our truck driving jobs?
00:23:40.380 And so that item right there addresses that.
00:23:44.400 And then for the families of Deanne Miller, for the families of LaDanya Bryant, look, we want to say thank you for the victory today for this executive order.
00:23:53.000 But we need criminal statutes for these non-citizen drivers who are abusing work visas, who are abusing these CDLs, who don't speak English.
00:24:00.860 And then when they're doing all these things knowingly, knowing that they're not qualified, knowing that they're not vetted, knowing that they haven't been properly trained, and they're abusing the system, and they kill somebody like Scott Miller or they kill somebody like Mark Bryant, they need to be held accountable for negligence.
00:24:14.400 Right now, these guys are all receiving misdemeanors.
00:24:17.820 Our law enforcement agencies don't know what to do.
00:24:20.180 Our prosecutors don't know what to do.
00:24:21.900 So they all get a slap on the wrist.
00:24:23.320 They get released.

00:31:43.760 The Howdy Modi visit was in Houston, as you know, and at the stadium there, the basketball arena, packed.
00:31:50.140 And Modi gave a speech that had the crowd very raucous.

00:31:54.840 And you might recall after the end of the speech, you know, a lot of these leaders have a formal relationship.
00:32:00.300 They have a cordial relationship.
00:32:02.040 But they don't have a real friendship.
00:32:03.580 I think that Modi and Trump have a real friendship.
00:32:05.940 And so Modi took Trump by the hands, as they kind of want to do in that region, and held him by both hands and walked him around the arena.
00:32:14.460 The Secret Service, their heads exploded, you know, trying to keep up with Modi and Trump walking around the arena.
00:32:22.460 And there was this genuine affection between the two of them.
00:32:25.520 And then I was on a trip to India, where the president had, I think, the biggest rally he's ever done was over 120,000 people in the largest cricket stadium in the world.
00:32:36.120 The whole infield of the cricket stadium was full.
00:32:39.580 Every seat in the stands was full.
00:32:41.400 It was hot as Hades that day.
00:32:43.520 We were sitting in the front row and boiling.
00:32:46.020 I remember Cash Patel, who worked for me at the time, was with me.
00:32:48.860 And we were all sweating.
00:32:50.720 But the president gave a great talk.
00:32:52.400 Modi gave a great talk.
00:32:53.660 Again, they walked around the stadium to some extent.
00:32:57.460 And so there's a real relationship there.
00:32:59.580 And I think India understands, after the Chinese attacked India, you'll recall this in 2019, Steve,
00:33:06.280 and they attacked that Indian patrol up in the Himalayas and dismembered the bodies of the Indian soldiers they killed and were quite brutal with them.
00:33:15.040 The Indians learned what they were dealing with, the Chinese.
00:33:18.000 And the Indians understood that it's only with America and American weapons systems that they can hold off the Chinese.
00:33:24.440 And so that alliance has really come together in a way that it had not before.
00:33:28.980 So I think it was a strong alliance.
00:33:30.840 When it comes to trade, I think the Indians, Modi used to joke about it.
00:33:35.420 He knew that the Indian tariffs were very high.
00:33:38.220 It killed Peter, Peter Navarro, as he pointed out, that India had such high tariffs.
00:33:44.600 President Trump understood it.
00:33:45.960 He gave Prime Minister Modi a hard time about those high tariffs.
00:33:50.120 But I think now that Trump has announced Liberation Day, has announced the high tariffs, and reciprocal tariffs,
00:33:57.840 I think the Indians understand that they need to make a deal.
00:34:01.500 The Indians have a once-in-a-lifetime opportunity as everything moves from China to India.
00:34:05.900 They can blow up their manufacturing base.
00:34:07.900 They can have a huge middle class.
00:34:09.980 Apple announced they're going to start making iPhones in India, 100% of the iPhone in India.
00:34:15.220 That's a great opportunity for the Indians.
00:34:17.440 So it's in their interest to reduce tariffs, bring the manufacturing from China to India, export to the United States,
00:34:23.360 have a strong security alliance with us, and really have an American-Indian future in the Indo-Pacific region.
00:34:31.900 Robert, explain to the audience why this tragedy in Kashmir is so volatile, and we've got to watch it.
00:34:38.300 You know, the line of departure.
00:34:39.420 Why is that one of the most dangerous parts of the world?
00:34:44.800 Steve, thanks for asking about that, because so many people don't recognize it as a flashpoint.
00:34:49.340 We talk about Iran.
00:34:50.220 We talk about Gaza.
00:34:51.300 We talk about Ukraine and Russia.
00:34:52.440 We talk about the Taiwan Straits.
00:34:55.140 But when India was partitioned by the British between the Muslim and the Hindus, basically,
00:35:00.980 although Pakistan kicked out most of the Hindus, there are still Muslims in India, a couple hundred million.
00:35:06.700 But when Britain partitioned the empire, the Indian empire, into a Pakistan, and East Pakistan, which became Bangladesh,
00:35:16.400 and India, which was primarily Hindu, there are borderlands and gray areas and gray zones.
00:35:25.240 And like Gaza or like other places, there were areas where India were majority Muslim, and the Indians considered their territory.
00:35:35.580 One of those areas is Kashmir.
00:35:37.160 And so for many years, there's been a low-level insurgency, sometimes hotter than other times,
00:35:41.440 where the terrorists have had sanctuary in Pakistan.
00:35:45.720 They've been able to go back across the border and find safety in Pakistan, but then come into Kashmir and attack the Indians.
00:35:52.480 And this last terror attack was really a terrible thing.
00:35:55.060 They killed 23 Indian tourists in a tourist bus.
00:35:59.780 It was a brutal, vicious terrorist attack, as we've seen from jihadis and Salafists all over the world, all over the Middle East, all over Afghanistan.
00:36:08.300 And the Indians are really—they've had enough.
00:36:10.360 They're not going to put up with this type of terrorism anymore.
00:36:12.980 India is a first-world country.
00:36:14.840 They just—they're not going to put up with it.
00:36:16.720 And so they sent a very strong message to Pakistan to get these, you know, rebels and terrorists under control.
00:36:24.900 But just like the Pakistanis gave, you know, sucker for many years to the Taliban in Afghanistan,
00:36:30.280 they've done the same with the terror groups in India that are attacking the Indians.
00:36:36.320 And Pakistan, I think, is going to have a reckoning.
00:36:38.600 But the reason it's so dangerous, going back to your question, it was kind of a little bit of a Donald Trump weed there.
00:36:45.860 Not as good as the president, but I try.
00:36:49.180 Not too shabby.
00:36:50.780 Both Pakistan and India are nuclear arms.
00:36:55.020 So if the situation escalates, if there is a war, the Indians would probably start winning the conventional war pretty quickly.
00:37:01.820 The balance of power has shifted heavily to the Indians with their navy, with their air force, with their army.
00:37:07.500 And so the Pakistanis might feel that they had to use nuclear weapons in response.
00:37:11.820 Then the Indians would use nukes.
00:37:13.040 And you could have a very serious nuclear conflagration on the subcontinent of Asia.
00:37:18.540 And that, of course, is terrible for the world and terrible for both countries.
00:37:22.900 So it's quite a dangerous situation if it escalates.

00:37:27.460 Pakistan has roughly how many nuclear weapons?

00:37:32.820 They have a basically intelligence service that kind of runs the government and kind of runs the military that has stability issues.

00:37:46.420 Open source, I've seen reports of up to 60 nuclear weapons in Pakistan and in India.
00:37:52.380 But again, you know, otherwise you'd have to go to classified sources to see what the U.S.
00:37:57.700 IIC Intelligence Committee was estimating for both sides.
00:38:01.580 But I think it's been publicly reported, kind of like North Korea, about 60 weapons apiece.
00:38:07.000 That's a lot of nukes, Steve.
00:38:08.380 It's a lot of nukes in a hot territory.
00:38:12.180 What do you, what's going to be the outcome there, you think?
00:38:16.880 So it's hard to say.
00:38:18.300 I mean, the passions are, of course, exercised on both sides.
00:38:22.380 They're both proud people.
00:38:23.980 They've got a shared heritage.
00:38:25.320 You know, it's kind of like, you know, brothers who were separated, you know, early on or have a long-term quarrel.

00:38:44.160 But I think the Pakistanis, I think Prime Minister Shiraz in Pakistan, understand that this is, things have changed.

00:39:00.900 They've played a dangerous game in hosting these terror organizations.
00:39:03.720 And, again, I'm not suggesting that the Pakistanis directed the terror attack or were involved in it as a government.
00:39:11.720 But they certainly know that they have these terrorist organizations, you know, camping out in Pakistan.

00:39:23.820 And so I think that you're going to see a steady de-escalation.

00:40:03.520 We'll see how that, if that is an impact on how they deal with this, these terror organizations and separatist movements that are finding sanctuary and safety within Pakistan and are attacking India.

00:41:28.100 But it asserted it's a vestibule of colonialism and they should have the islands instead of the U.K.

00:48:03.420 we want those million barrels a day in America, supporting American manufacturing, giving us energy dominance, allowing us to export some oil to our allies in Japan and Europe.
00:48:14.520 So number one, we want to get the oil.
00:48:16.460 President Trump is very focused on getting the resources, the minerals, the oil we need to power this golden age of an American economy that he's talking about.
00:48:24.500 You know, it's tax cuts, it's deregulation, it's energy dominance, and it's tariffs.
00:48:29.760 And the energy dominance part has helped if we do a deal with Venezuela.
00:48:35.120 Number two, Maduro let all these bad guys, these gang members come to America.

00:49:39.540 But let's take an American-first approach to Venezuela to start with, which is get the oil, get the bad guys out of our country and back into Venezuela in prisons, let Maduro take care of them, feed and clothe them in jail.

00:49:54.600 And if President Trump can pull off that deal, I think that would be a great thing for the country.
