00:01:28.540 first off, what is OCC? What do you guys do? What's your purpose? And now, what is this issue
00:01:35.340 about illegal aliens, sir? Well, thank you very much for having me on this show, Steve.
00:01:41.860 So we are the Office of the Comptroller of the Currency. We're actually the oldest federal
00:01:47.200 regulatory agency in this country. I know you are a big history buff. We were actually created
00:01:52.920 by Abraham Lincoln and then Treasury Secretary Salmon Chase. Back in 1863, we were designed to
00:01:59.860 charter, regulate, and supervise national banks in this country. We've been very successful in
00:02:06.660 that regard. There are now over 1,000 national banks, 163 years later, and they comprise around
00:02:13.900 two-thirds of all bank assets in the entire commercial banking system. So I like to think
00:02:19.380 of us as the eyes and ears of the treasury of the secretary. You say, by the way, that was because
00:02:26.420 the introduction of the greenbacks to pay for the civil war. President Lincoln told Chase,
00:02:32.020 maybe we ought to get some way to control this. So this may spin out of control quite quickly.
00:02:36.760 So it's very, very interesting. When you say, just explain to the audience, you got a thousand
00:02:40.420 national banks. What does it take to be a national bank? Why do you want to be a national bank? Why
00:02:46.940 are they important? And what are these things that are not national banks? So you can either be a
00:02:51.500 state bank or a national bank. If you want to be a national bank, we're the sole chartering
00:02:56.140 authority that there is. One of the reasons we exist is to facilitate the rise of nationwide
00:03:01.940 banking markets, whether we're talking about consumer credit or mortgages. And one of the
00:03:06.720 things that I find really fascinating about our creation is that, you know, as President Lincoln
00:03:12.620 and Secretary Chase were trying to preserve the political union on the battlefields.
00:03:19.380 The president and then Treasury Secretary Chase had the wisdom and the foresight to recognize
00:03:24.800 that you needed to create an economic union to solidify that political union going forward.
00:03:31.420 And so the rise of nationwide banking markets like the ones that we facilitate was and has
00:03:38.140 been and will always be one of the primary reasons we exist.
00:03:41.420 So to become a national bank, although we didn't have too much new bank formation, whether at the state level or the national bank level under the Biden years or, frankly, since the 2010 Dodd-Frank Act, we're now doing what we are meant to do, which is see some dynamism in the banking system and welcome new banks that meet our statutory criteria and that can chin to our high supervisory standards.
00:04:06.540 For the largest banks, we're in them literally, our examiners are in them literally each and every day, making sure they're being run in a safe and sound fashion.
00:04:14.760 For the smaller banks that are uplifting and supporting Main Street and Real America, we're in there every 18 months and periodically checking in on a quarterly basis, watching their financials, et cetera.

00:04:57.000 If I might just add one thing you observed about Manifest Destiny, we finally again have a president of the utmost consequence and a brilliant Treasury Secretary, probably one of the most consequential since Alexander Hamilton to define that vision and for me at the OCC to help support it.
00:05:18.180 So consistent with that, the president issued an executive order a couple of months ago now focused on responding to the problem that was created during the Biden administration of open borders and essentially, you know, that the Biden administration ignored for years and years.
00:05:34.360 Obviously, President Trump is focused on addressing that issue head on. And so we at the OCC have a role to play in that under Secretary Besson's leadership, focused on reminding banks of the importance of knowing their customers and then making sure they're not taking inordinate credit risks.
00:05:51.720 And so what we did today, the guidance we issued today responds to the latter, that is the credit risks posed by criminal legal aliens in this country who have jobs that they illegally have and who might be, for example, borrowing from banks where obviously they're going to pose a credit risk if they can't repay the bank because they're deported tomorrow or otherwise lose their jobs.
00:06:14.620 Now, this is just the second step of many we've already taken in response to the president's executive order.
00:06:20.400 So the first step we took was making sure that banks know their customers. So that's an existing obligation. And basically, I think Americans and I'm sure members of the war room posse would agree with this, I think, is that, you know, Americans expect their banking system not to be used to facilitate financial activities, whether it be financial fraud, money laundering, things of that nature.
00:06:41.760 So we are reminding banks and making sure through identifying a bunch of red flags through guidance issued, again, under Secretary Besson's leadership to really focus their compliance teams on the hallmarks of criminal illegal aliens in this country and making sure that our banks are doing their job and focused appropriately on managing those risks and knowing their customers, too, from a money laundering and financial fraud perspective.

00:07:14.960 Well, so I think it varies a little bit.
00:07:17.360 My experience talking to the community bankers, who, of course, are on the front lines, both
00:07:21.900 in terms of supporting Main Street, but also, more often than not, on the front lines of
00:07:26.160 the border, have had a lot of successful, I think, stories.
00:07:30.740 So about a month ago, I accompanied Secretary Besant down to Houston, down to Texas, where
00:07:36.940 we heard stories from community bankers who are, in fact, on the front lines dealing with
00:07:41.740 and attempting to address some of the financial fraud issues, the money laundering issues.
00:07:46.120 In my experience, some of our smaller banks tend to know their customers quite well because their
00:07:51.700 customers are literally the people sitting on the pew at the church next to them or the neighbors
00:07:56.920 down the street. In contrast, some of our larger banks, which obviously don't have that relationship
00:08:02.420 banking, I think those are the banks that really need to focus a little bit more seriously.
00:08:06.940 on managing and identifying and knowing their customers better, both from a law enforcement
00:08:11.940 perspective, but also from a perspective of managing credit risk. So our guidance documents
00:08:17.000 are to remind them of their obligations under existing law to do so. And our examiners will,
00:08:22.980 of course, be in the ordinary course of their examinations, looking to make sure that they are,
00:08:27.720 in fact, doing so. If they don't cooperate, can you pull the National Bank Charter? Is that the
00:08:34.860 leverage you've got? Or is it fines and penalties? Well, we have a lot of intermediate steps between
00:08:42.360 that extreme step. Typically, in the ordinary course of supervision, if we see issues that
00:08:46.500 either present kind of like Bank Secrecy Act, any money laundering, compliance issues,
00:08:52.840 we're going to criticize the bank in the supervisory process. Same with safety and
00:08:56.820 soundness issues. I mean, obviously, at our core, we're a safety and soundness regulator. We want
00:09:00.280 to make sure the banks are being run in a safe and sound manner. So we will both criticize them
00:09:04.240 privately, and then if necessary, we'll escalate and issue enforcement actions, which are public,
00:09:08.800 fine them, et cetera, as necessary to achieve our objectives.

00:10:56.940 But the 22nd version of that is Trump's March 2025 election integrity order pushes proof of citizenship, mail ballots in by Election Day, paper ballots, no vote counting barcodes, recheck and recertify voting systems, and funding pressure on states.

00:11:21.440 It tells the agencies what to do.
00:11:23.660 It does not by itself swap out every machine.

00:21:51.880 as young as 16, including non-citizens. So those are legal permanent residents,
00:21:58.600 green card holders, to help administer elections. They can distribute ballots,
00:22:04.320 check voters off of official rosters, handle election equipment, and help close these polling
00:22:09.760 locations. Now, there's a lot of layers here, obviously, the most egregious one being that
00:22:15.560 you have non-citizens being involved in the election process. And if you actually read the 0.99
00:22:21.140 documents whereby they're advertising this program, it's the Secretary of State and the
00:22:25.260 State Superintendent saying, and I quote, high school students who are at least 16 years of age
00:22:29.900 are U.S. citizens or legal permanent residents and maintain a 2.5 grade point average are eligible to
00:22:34.840 serve as poll workers. Now, I would also posit that when you take even the non-citizen aspect
00:22:40.500 out of this, which we're going to get into how the story actually solicited a response from none
00:22:45.000 other than the office of Gavin Newsom. But what this really is, they don't think there's any
00:22:49.960 difference between citizen and non-citizen, so that's not really the gotcha to them.
00:22:53.840 But what's going on here? Frankly, it's because of the work of people like Tina Peters, the people
00:22:58.400 in this audience who have actually dared to call out, right, election fraud. So now they want this
00:23:03.800 kind of propaganda machine whereby now the people running elections are going to be literal 16-year
00:23:09.220 olds. They can't even vote. Most of them can't even drive. So when the war room posse tries to
00:23:14.100 get in a heated conversation with someone about actual election irregularities. It's such an
00:23:18.840 optics loss, right? Because you're arguing with literal 16-year-olds. Also, they have no idea
00:23:23.980 what's going on. These are poll workers. They're going to be checking in, dealing with IDs. I don't
00:23:28.260 even think these people are old enough to have IDs. You think they can actually check valid IDs?
00:23:32.860 Absolutely not. And what's so ridiculous about this story, and Stephen, why I sent it to you?

00:23:46.740 directors of Gavin Newsom's press office and sort of his rapid response operation actually quote
00:23:52.220 tweeted my story and said, well, Natalie, you're literally wrong and deceiving your audience
00:23:58.740 because the quote that you're quoting literally says that they're recruiting citizens and legal
00:24:04.640 permanent residence. And I think that that's quite a telling admission from the office of
00:24:11.540 the governor that they see no meaningful distinction between a citizen and someone
00:24:18.040 who is a green card recipient or a DACA recipient. Take your pick. Not even in the case that they
00:24:23.540 think these people should be working our elections. But I think that it really shows you the mindset
00:24:28.680 of these people. They see no inherent value to citizenship. They don't think being an American
00:24:33.140 can mean anything. And sure, on this case, the front lines are literally administering our
00:24:37.680 elections. But I think you can really follow that through line through all of the policies that they
00:24:42.400 implement. And by the way, if you think they're having literal non-citizen teenagers administer 0.71
00:24:47.420 elections, if you think these people aren't taking foreign cash to finance their campaigns and all 0.65
00:24:52.440 their get-out-the-vote operations like we just exposed, then I got another bridge to sell you.
00:24:57.300 Well, I want to make sure. So they jumped you. They saw this. That means they're watching what you publish because they know you're nailing them. But they admit it. They have non-citizens that are involved in this, correct?
00:25:11.520 Yeah, but I think it's such an interesting admission. He genuinely thought that I got the story wrong because to him, somebody who is here on a green card is the same as a citizen, right?

00:34:20.620 ghost ballots in the system that they don't necessarily have to fake inject that they can
00:34:25.800 manipulate. And then all of a sudden, you know, their ballot cures are holding the person's hand,
00:34:30.280 helping them write out, you know, who they're voting for. And I can guarantee you they're a
00:34:33.680 Democrat. They've even started a new pilot program this year with hospitals, where they're paying
00:34:38.620 hospitals like up to ten thousand dollars not just to become polling places but to literally
00:34:44.080 steal their like patient data like the phone numbers and text people to try to get them to
00:34:51.240 register to vote and it's just interesting to me none of this stuff is altruistic get out the vote

00:35:02.160 these people right get out the vote in uh in parentheses they have democrat in there right

00:40:51.520 Well, what I want your audience to know now is that there's been an incredible revelation of systematic vote fraud and malfeasance in the counting of the primary ballots, again, which is still ongoing.

And I'm not overstating that in the cage in Brooklyn, where under the oversight or auspices of the very corrupt Board of Elections in New York, systematic cheating and vote insecurity, vote breaching, vote, you know, making mockery of the vote.

00:42:31.420 And she's documented one horrific breach after another. And I just want to note that this follows a court order from Judge Sweeney about a week prior. Attorney Jimmy Wagner had asked the judge to allow meaningful oversight by Lulu Freistat of the vote count because she couldn't see what was happening.
00:42:51.860 And the law says you're supposed to be able to see vote after vote what's happening, see what's being tabulated. And Judge Sweeney, to his credit, issued a court order against the efforts of the Board of Elections to say, yes, observers have to be able to be close enough to see what's happening.
00:43:10.360 Well, she documented that on Friday, the Board of Elections was violating the court order, which I believe is a felony.
00:43:19.040 And they did a number of things that you can see there in the photographs.

00:47:27.240 This first image, you see a table about 10 feet away from this perimeter of this
00:47:36.280 cage where, you know, the observers, unlike in other legitimate vote count situations,
00:47:43.360 the observers in Brooklyn are not allowed to go into the cage. They're supposed to be in the cage,
00:47:48.160 but they're kept out of this, like, pen. And Judge Sweeney said that the observers had to be
00:47:55.380 within four feet of the vote count so they could literally see ballot by ballot what was going on
00:48:00.600 and check. But after measuring four feet, putting a table four feet from the perimeter of the cage,
00:48:10.020 and that's the table right there. See, they measured it. They went ahead and didn't count
00:48:14.720 the vote there. They set up another table about 15 feet away and counted the vote there, where
00:48:20.380 Lulu Freistat and other certified observers had no chance whatsoever of observing what was going
00:48:27.300 on with the ballots. So that's making a mockery of the court order. It's making a mockery of
00:48:33.300 the judicial system in New York. And it's basically the board of elections saying,
00:48:37.900 yeah, yeah, yeah. You know, we're going to fly in the face of what Judge Sweeney
00:48:42.760 directed us to do in court. Here you can see the chaos inside the counting area, and you can see
00:48:54.860 how far away the vote counters are from the observers. There is no chance whatsoever of
00:49:03.180 being able to observe. You can't see what from here, which is where Lulu Friesdat was sitting
00:49:11.200 as the observer, the court mandated observer, the certified observer, she has no hope in heck
00:49:18.680 of seeing what those ballots on that table are doing or what the people are doing with their
00:49:24.380 ballots. And again, another middle school, you know, ploy, the ballot counters hold the ballots
00:49:31.020 away from the observers and direct them towards their own bodies. They don't let them see what's
00:49:36.640 going on. Here, this is incredibly almost, I would say, evidence of criminality, because here you see
00:49:44.180 this is the cage. There's another bigger cage around it. But these are not fixed panels of
00:49:52.280 chain link. They're on wheels. So it's theater. It's a Potemkin village. The panels can be rolled
00:49:58.560 out and rolled back at any time. And you can see at the back of this cage, quote unquote,
00:50:05.040 an opening people can walk in and out there's no security system there's no sign in electronically
