00:01:08.500Joining us now from OCC over at Treasury is Jonathan Gould.
00:01:13.000Big article in Breitbart today, if we can make sure everybody sees this.
00:01:16.720Jonathan, Scott Bessett, yourself, others,
00:01:19.440you're starting to crack down on illegal aliens having access0.78
00:01:23.080to our financial system, including banks, loans, et cetera? Can you walk us through,
00:01:28.540first off, what is OCC? What do you guys do? What's your purpose? And now, what is this issue
00:01:35.340about illegal aliens, sir? Well, thank you very much for having me on this show, Steve.
00:01:41.860So we are the Office of the Comptroller of the Currency. We're actually the oldest federal
00:01:47.200regulatory agency in this country. I know you are a big history buff. We were actually created
00:01:52.920by Abraham Lincoln and then Treasury Secretary Salmon Chase. Back in 1863, we were designed to
00:01:59.860charter, regulate, and supervise national banks in this country. We've been very successful in
00:02:06.660that regard. There are now over 1,000 national banks, 163 years later, and they comprise around
00:02:13.900two-thirds of all bank assets in the entire commercial banking system. So I like to think
00:02:19.380of us as the eyes and ears of the treasury of the secretary. You say, by the way, that was because
00:02:26.420the introduction of the greenbacks to pay for the civil war. President Lincoln told Chase,
00:02:32.020maybe we ought to get some way to control this. So this may spin out of control quite quickly.
00:02:36.760So it's very, very interesting. When you say, just explain to the audience, you got a thousand
00:02:40.420national banks. What does it take to be a national bank? Why do you want to be a national bank? Why
00:02:46.940are they important? And what are these things that are not national banks? So you can either be a
00:02:51.500state bank or a national bank. If you want to be a national bank, we're the sole chartering
00:02:56.140authority that there is. One of the reasons we exist is to facilitate the rise of nationwide
00:03:01.940banking markets, whether we're talking about consumer credit or mortgages. And one of the
00:03:06.720things that I find really fascinating about our creation is that, you know, as President Lincoln
00:03:12.620and Secretary Chase were trying to preserve the political union on the battlefields.
00:03:19.380The president and then Treasury Secretary Chase had the wisdom and the foresight to recognize
00:03:24.800that you needed to create an economic union to solidify that political union going forward.
00:03:31.420And so the rise of nationwide banking markets like the ones that we facilitate was and has
00:03:38.140been and will always be one of the primary reasons we exist.
00:03:41.420So to become a national bank, although we didn't have too much new bank formation, whether at the state level or the national bank level under the Biden years or, frankly, since the 2010 Dodd-Frank Act, we're now doing what we are meant to do, which is see some dynamism in the banking system and welcome new banks that meet our statutory criteria and that can chin to our high supervisory standards.
00:04:06.540For the largest banks, we're in them literally, our examiners are in them literally each and every day, making sure they're being run in a safe and sound fashion.
00:04:14.760For the smaller banks that are uplifting and supporting Main Street and Real America, we're in there every 18 months and periodically checking in on a quarterly basis, watching their financials, et cetera.
00:04:26.740By the way, President Lincoln, you talk about the tying it together, Economic Union, Transcontinental Railroad, Homestead Act, land-grant universities.
00:04:34.300These guys had a vision of Manifest Destiny that was absolutely breathtaking.0.86
00:04:41.280Jonathan, how can illegal aliens get even access?0.95
00:04:45.840I take it you guys are trying to crack down now and make sure that this is for American citizens and or people that are here legally.0.91
00:04:52.860What is this new initiative you guys have?
00:04:57.000If I might just add one thing you observed about Manifest Destiny, we finally again have a president of the utmost consequence and a brilliant Treasury Secretary, probably one of the most consequential since Alexander Hamilton to define that vision and for me at the OCC to help support it.
00:05:18.180So consistent with that, the president issued an executive order a couple of months ago now focused on responding to the problem that was created during the Biden administration of open borders and essentially, you know, that the Biden administration ignored for years and years.
00:05:34.360Obviously, President Trump is focused on addressing that issue head on. And so we at the OCC have a role to play in that under Secretary Besson's leadership, focused on reminding banks of the importance of knowing their customers and then making sure they're not taking inordinate credit risks.
00:05:51.720And so what we did today, the guidance we issued today responds to the latter, that is the credit risks posed by criminal legal aliens in this country who have jobs that they illegally have and who might be, for example, borrowing from banks where obviously they're going to pose a credit risk if they can't repay the bank because they're deported tomorrow or otherwise lose their jobs.
00:06:14.620Now, this is just the second step of many we've already taken in response to the president's executive order.
00:06:20.400So the first step we took was making sure that banks know their customers. So that's an existing obligation. And basically, I think Americans and I'm sure members of the war room posse would agree with this, I think, is that, you know, Americans expect their banking system not to be used to facilitate financial activities, whether it be financial fraud, money laundering, things of that nature.
00:06:41.760So we are reminding banks and making sure through identifying a bunch of red flags through guidance issued, again, under Secretary Besson's leadership to really focus their compliance teams on the hallmarks of criminal illegal aliens in this country and making sure that our banks are doing their job and focused appropriately on managing those risks and knowing their customers, too, from a money laundering and financial fraud perspective.
00:10:32.640Okay, we already have an executive order, which was signed March 25th of 2025.
00:10:38.260It's Executive Order 14248, and it was an order directing federal agencies on election integrity.
00:10:48.280It's not a new statute by itself, and it does not by itself rip out the machines, and some provisions have been challenged.
00:10:56.940But the 22nd version of that is Trump's March 2025 election integrity order pushes proof of citizenship, mail ballots in by Election Day, paper ballots, no vote counting barcodes, recheck and recertify voting systems, and funding pressure on states.
00:11:14.740This is really important because putting funding pressure on states can go a long way.
00:11:23.660It does not by itself swap out every machine.
00:11:28.860So here's what needs to be done immediately.
00:11:32.800The top three things that you asked me that can be done immediately.
00:11:36.100Seek at least three EAC members, commissioners this week.
00:11:40.820So when you have an empty commission, what we do is it freezes the action that we need to have official federal action on standards, guidance, and the certification and decertification program for machines.
00:12:55.560We need to force and kill paperless machines on two tracks at once.
00:13:01.460The federal track is we can implement the EO14248 paper, no voting counting barcode recertification direction, the day that the EAC can act.
00:13:14.980So that can be taken care of right then.
00:13:18.220Open the manual evidence package on bad systems so we can take all the things that we already know are bad about these systems.
00:13:28.160And then the other thing is, the third thing that I would say, Steve, is use the money and deadlines.
00:13:37.960So we can tie federal election security grants and related funding to real paper, chain of custody, and audit rules.
00:13:46.260and we can publish 30 60 90 day deadlines that they have to to comply make non-compliance
00:13:54.760expensive so without um so speeches without money and seats change little okay so we need to to be
00:14:05.120able to use the power of the of the purse to enforce this and so what i would say to the
00:14:13.120president and to the senate right now is fill the eac with at least three real commissioners now
00:14:19.180implement the paper ballot eo with grants and deadlines and make states move off paperless
00:14:26.560machines in parallel so those are the three things together that will save the election
00:14:33.280just hang over one second we're holding through the break i want to give your coordinates so
00:14:36.880everybody can find out this is uh three of the most serious recommendations we've had0.96
00:15:42.020Now, physical gold you can get from my trusted friends at Birch Gold Group.
00:15:46.220Text the word Bannon, B-A-N-N-O-N, to the number 989898, and Birch Gold will send you a free info kit on converting an existing IRA or 401K into a tax-sheltered IRA in physical gold.
00:16:00.940You don't pull the ripcord on your parachute once you've already hit the ground.
00:16:06.180Don't wait for economic turbulence to diversify.
00:20:40.920which I know stirred a lot of interest in Washington,
00:20:44.740talks about the reality of how this is all being financed
00:20:47.920and what's really out there thwarting us.
00:20:50.380but it's as bad as that is. And that's awful.
00:20:56.400The current sub stack you've got up actually makes me angrier because this is
00:21:02.800active. This is active people that should know better senior position,
00:21:06.760democratic party that are essentially recruiting illegal aliens to thwart this0.99
00:21:12.460nation. Can you walk through what the sub stack is?
00:21:14.880Cause I need everybody to read this and push it out today, ma'am.
00:21:17.840sure well you know these wonderful elites that we have think we're so crazy because we don't
00:21:24.780trust election results and then they seem to concoct the most wild and outrageous plans that
00:21:31.020they then shove down our throats to try to tell us that these should give us more security and
00:21:35.520more trust in how our elections are run well california is leading the crowd of truly deranged
00:21:41.840tactics when it comes to election administration you saw that headline that is not a misstatement
00:21:46.560That is not a misquote. They are rolling out a new program whereby they are recruiting people
00:21:51.880as young as 16, including non-citizens. So those are legal permanent residents,
00:21:58.600green card holders, to help administer elections. They can distribute ballots,
00:22:04.320check voters off of official rosters, handle election equipment, and help close these polling
00:22:09.760locations. Now, there's a lot of layers here, obviously, the most egregious one being that
00:22:15.560you have non-citizens being involved in the election process. And if you actually read the0.99
00:22:21.140documents whereby they're advertising this program, it's the Secretary of State and the
00:22:25.260State Superintendent saying, and I quote, high school students who are at least 16 years of age
00:22:29.900are U.S. citizens or legal permanent residents and maintain a 2.5 grade point average are eligible to
00:22:34.840serve as poll workers. Now, I would also posit that when you take even the non-citizen aspect
00:22:40.500out of this, which we're going to get into how the story actually solicited a response from none
00:22:45.000other than the office of Gavin Newsom. But what this really is, they don't think there's any
00:22:49.960difference between citizen and non-citizen, so that's not really the gotcha to them.
00:22:53.840But what's going on here? Frankly, it's because of the work of people like Tina Peters, the people
00:22:58.400in this audience who have actually dared to call out, right, election fraud. So now they want this
00:23:03.800kind of propaganda machine whereby now the people running elections are going to be literal 16-year
00:23:09.220olds. They can't even vote. Most of them can't even drive. So when the war room posse tries to
00:23:14.100get in a heated conversation with someone about actual election irregularities. It's such an
00:23:18.840optics loss, right? Because you're arguing with literal 16-year-olds. Also, they have no idea
00:23:23.980what's going on. These are poll workers. They're going to be checking in, dealing with IDs. I don't
00:23:28.260even think these people are old enough to have IDs. You think they can actually check valid IDs?
00:23:32.860Absolutely not. And what's so ridiculous about this story, and Stephen, why I sent it to you?
00:23:37.680Obviously, I published a lot on my sub stack. I don't discuss all those stories here on Wyrm.
00:23:41.620and that's why you've got to subscribe. It's nataliegwinters.substack.com. But one of the
00:23:46.740directors of Gavin Newsom's press office and sort of his rapid response operation actually quote
00:23:52.220tweeted my story and said, well, Natalie, you're literally wrong and deceiving your audience
00:23:58.740because the quote that you're quoting literally says that they're recruiting citizens and legal
00:24:04.640permanent residence. And I think that that's quite a telling admission from the office of
00:24:11.540the governor that they see no meaningful distinction between a citizen and someone
00:24:18.040who is a green card recipient or a DACA recipient. Take your pick. Not even in the case that they
00:24:23.540think these people should be working our elections. But I think that it really shows you the mindset
00:24:28.680of these people. They see no inherent value to citizenship. They don't think being an American
00:24:33.140can mean anything. And sure, on this case, the front lines are literally administering our
00:24:37.680elections. But I think you can really follow that through line through all of the policies that they
00:24:42.400implement. And by the way, if you think they're having literal non-citizen teenagers administer0.71
00:24:47.420elections, if you think these people aren't taking foreign cash to finance their campaigns and all0.65
00:24:52.440their get-out-the-vote operations like we just exposed, then I got another bridge to sell you.
00:24:57.300Well, I want to make sure. So they jumped you. They saw this. That means they're watching what you publish because they know you're nailing them. But they admit it. They have non-citizens that are involved in this, correct?
00:25:11.520Yeah, but I think it's such an interesting admission. He genuinely thought that I got the story wrong because to him, somebody who is here on a green card is the same as a citizen, right?
00:25:22.240Like they view that distinction as just a legalistic error.
00:25:25.500And I'm some rube that doesn't know how to read.
00:30:12.060on july 4th there was a quote-unquote teen takeover of newport beach california i'm very
00:30:20.100familiar with newport beach i used to live there and um i have many friends there and it was a very
00:30:26.300serious dangerous thing and yes some of these people came from out of state arizona nevada but
00:30:30.680there was a high portion of like uh illegal aliens associated with that
00:30:34.980uh they didn't did it at knott's berry farm in the ninth if we put this article up today
00:30:42.160uh the desert sun news i think reports that the police uh different associations in southern
00:30:49.360california are warning that this is going to continue it may get worse i believe gavin newson
00:30:56.340the democrats and particularly these radical democrats are trying to mobilize youth and i
00:31:00.880realize you know teens is broadly defined here with this crowd the valedictorians they are not
00:31:06.340beyond folks watch this they're not beyond calling this out on election day to intimidate
00:31:12.480mega areas so i think we got to combat this now and let people know hey we know exactly what
00:31:18.300you're doing why would they include teens in this report oh we need teens to help with precinct no
00:31:23.300no you cannot these people will pull any trick in the book if you see your last report on their
00:31:28.460financing, right? They will take money from anybody. They'll take money from the Chinese
00:31:33.040Communist Party. They'll take people associated with the most nefarious groups in the world0.83
00:31:37.660to defeat MAGA and to steal this republic. And wait for it. You see what happens on,
00:31:43.340you see the chaos and anarchy they're going to bring on election day. Natalie Winters,
00:31:47.640your thoughts? Well, I think they're the valedictorians and the salutatorians.
00:31:53.260Remember, this is happening all across the country. Not too long ago, one of these actually
00:31:58.300happened outside the CIA headquarters in Northern Virginia. Look, I kind of put this stuff in the
00:32:06.060same mental matrix, right? When you see these like ethnic refugee enclaves pop up in just the1.00
00:32:13.620most random corners of America, like how did Somalians find out about Dearborn? You know,1.00
00:32:18.820there's a huge like Muslim refugee population in Tucson. It's like, why do they even care about1.00
00:32:25.220tucson how did they even end up there you know we saw under biden these ngos guide these people0.69
00:32:30.300they kind of have like the yellow brick road laid out for them but with these teen takeovers i always
00:32:34.740sort of have the same curiosity it's like why that place why these people are they being directed are
00:32:40.540they you know beta testing response times from emergency officials there's a lot of weird things
00:32:45.300also it may just be as simple as you have just crazy you know i don't even know like feral people
00:32:51.120who are just doing crazy things that's not new um but i do definitely think that you can't look at
00:32:58.800this as an isolated incident with everything that california is doing to i mean basically
00:33:03.120enfranchise people who are like living on the edges of society i mean i think the story is a
00:33:08.400perfect example of it right you have literal non-citizen teenagers now administering elections
00:33:14.640i mean that's not a babylon b headline that's true i'm going to publish a story either today
00:33:19.700or tomorrow showing how you're actually having this whole contingent now of these new left-wing
00:33:25.120NGOs that are working to turn homeless people, they would say unhoused or people experiencing
00:33:31.100homelessness, into a voting block. They want to make shelters and the outdoor areas which they
00:33:38.960stay, which that's already legal in California law, but they want to make that a national thing
00:33:43.480where you can literally just designate like the bench underneath the big tree in the park
00:33:48.780is my address and that's where you can send my ballot and or like I was saying, use these
00:33:53.640homeless shelters as places that you can send and receive ballots. So there is like a just a very
00:33:59.600calculated effort to turn out the vote from people who I don't really even know how it's legal for
00:34:06.180them to vote and see what this really gets to. It's not actually about getting these people to
00:34:11.000vote. I mean, most homeless people are mentally ill. I don't think they're able to really return1.00
00:34:14.820ballot. But what it is, it's about expanding that denominator, right? So they have more of these like
00:34:20.620ghost ballots in the system that they don't necessarily have to fake inject that they can
00:34:25.800manipulate. And then all of a sudden, you know, their ballot cures are holding the person's hand,
00:34:30.280helping them write out, you know, who they're voting for. And I can guarantee you they're a
00:34:33.680Democrat. They've even started a new pilot program this year with hospitals, where they're paying
00:34:38.620hospitals like up to ten thousand dollars not just to become polling places but to literally
00:34:44.080steal their like patient data like the phone numbers and text people to try to get them to
00:34:51.240register to vote and it's just interesting to me none of this stuff is altruistic get out the vote
00:34:56.420i think we learned that from 2020 right the center for tech and civic life tiana epps johnson all
00:35:02.160these people right get out the vote in uh in parentheses they have democrat in there right
00:35:08.420they never tell you that they say it's bipartisan bipartisan means you know normie establishment
00:35:13.280republicans and democrats but this hospital push is being pushed by you know weird left-wing money
00:35:19.100so it's just interesting how they're really trying to mobilize like every niche aspect
00:35:23.900of society obviously the story we just broke about the foreign money going into these groups that are
00:35:29.240targeting only Democrat registrations, particularly teenagers, former felons, and Black and Hispanic
00:35:36.540voters. So it's a really interesting use of the term bipartisan or nonpartisan. I would love to
00:35:44.320see how you defend that in a court of law. These people should be brought to a court of law. But
00:35:49.140Steve, I have to say, we break so many stories on this show. Each of them, it's not conspiracy.
00:35:55.720It's rooted in fact. It's their words. It's not mine. If you were to just enforce one of these, not only would you send a deafening, a silencing signal to all of these groups that you're being watched, but you could actually stop voter fraud instead of just tweeting about it.
00:36:10.020And it's quite frustrating that it doesn't seem like that much is happening on that front when there's some really clear cut cases. And I don't think people understand how mobilized for the midterms the left is.
00:36:23.540I'm not just talking about the quantifiable metrics.
00:36:26.740This is the largest midterm that they will ever spend on.
00:36:29.160All you need to know, ACLU is deploying its biggest budget.
00:36:32.260That tells you all you need to know ever, like in the history of their formation on
00:36:47.580And trust me, if they're OK with non-citizens working elections, they're really OK with
00:36:53.300non-citizens voting in them. And you got to go after the NGOs. These illegal aliens are not
00:36:59.940voting because they wake up one day and they're like, wow, I would really love to experience0.57
00:37:04.300democracy, even though I came from a country that is, you know, backwards and has no experience in
00:37:08.720democracy. I don't even know how to vote. They're being directed, just like the Muslims are being
00:37:12.540directed to Tucson and the Somalians are being directed to Dearborn, right? Like there's pipelines0.99
00:37:16.420of how this stuff happens. And I mean, you could start with putting Alejandro Mayorkas on trial,
00:37:22.200that would maybe be a good place to start for funding all these things. But you really should
00:37:25.800be going after the people who run these NGOs, because that is how all of this is shepherded
00:37:30.820and funded. And it's quite frustrating that we've really seen so little, I think, on the
00:37:37.440indicting or at least investigation or just like a preservation request for documents
00:37:41.700front with so many of these groups. Natalie, where do people go to get the
00:37:46.840Substack in your social media? I know you're on this now on point. So where do people go?
00:37:53.040Yes. You got to make sure you subscribe. It's free. You'll get it straight to your inbox.
00:37:57.060They're great stories. It's nataliegwinters.substack.com. Please subscribe. You can
00:38:02.820get all these stories. And thank you, Steve, for having me. I appreciate it.
00:38:06.340Amazing. Thank you. From California, go to New York. One person that sent up a warning flare
00:38:13.300and said, we don't need to have the tables run on us. We can canvas. We've got great
00:38:18.520conservative and MAGA candidates in the boroughs of New York, if you just listened to them and
00:38:24.220warned about the danger of Whitman, Domi, and the DSA represented is, do I have Naomi?
00:38:32.080Naomi Wolf joins us. Naomi, walk me through, right now we've got a certification problem.
00:38:38.420I want to go back to the beginning of the spring of 2025 when you were warning people to say,
00:38:45.320hey, look, you have no earthy idea what's coming. And we have great people in these boroughs that
00:38:51.220are prepared to fight for freedom. That wasn't listened to, but you were not Cassandra, right?
00:38:57.040You really did see a wave that's now in Texas and California and Denver, Colorado and Minneapolis
00:39:02.660all over, ma'am. Your thoughts? Thank you for noticing and for putting it on the record. It
00:39:10.560doesn't make me feel much better though because as clear as it was to me in the spring and summer0.98
00:39:17.500and fall of 2025 that Zoran Mamdani represented an existential threat to the United States0.61
00:39:23.760and that seizing for the DSA to seize the city of New York would be like seizing
00:39:29.720um you know the head of an animal a noble animal that could you know not tear itself free after
00:39:37.620that, I wasn't able to get the kind of response that I had wanted, especially as I began to
00:39:47.300warn and document that there were problems with the vote count and the board of elections response
00:39:53.560that ushered Mamdani and his jihadi red-green alliance, Marxist acolytes into power in November.
00:40:03.740And now in June, we've had another election, quote unquote. We had a primary in New York and the media fell all over itself. The election night to claim that it was a huge victory for the Democratic Socialists of America. This was the future. I don't know what they've been paid or what they're smoking, Steve.0.89
00:40:26.940But the vote count hadn't been completed. Steve, the vote count still hasn't been completed. And the media from Politico to The Hill to The New York Times was claiming that it was a blowout victory for these Marxist candidates.
00:40:43.000And in fact, three candidates who are Democratic Socialists of America, meaning communists, were claimed to have won.
00:40:51.520Well, what I want your audience to know now is that there's been an incredible revelation of systematic vote fraud and malfeasance in the counting of the primary ballots, again, which is still ongoing.
00:41:07.500And I can give you the details of that if you want. But basically, there's crimes being committed. And I'm not overstating that in the cage in Brooklyn, where under the oversight or auspices of the very corrupt Board of Elections in New York, systematic cheating and vote insecurity, vote breaching, vote, you know, making mockery of the vote.
00:41:33.900I'm going to hold you through – we're limited for time, but I'm going to hold you through the break.
00:41:49.980That's the railhead of his revolution.
00:41:51.620I thought they were all about a free and fair count of voting, ma'am.
00:41:56.560Well, allegedly, but that's why, as Lulu Freistad, who is the co-founder of smartelections.us, whose photographs these are, that she took against the wishes of the Board of Elections, they tried to prevent her.
00:42:11.740She's a certified observer. Last Friday, she took these photographs in, quote, the cage where the votes that allegedly swept both Mamdani and now allegedly these three DSA candidates to victory were tabulated and are being tabulated.
00:42:31.420And she's documented one horrific breach after another. And I just want to note that this follows a court order from Judge Sweeney about a week prior. Attorney Jimmy Wagner had asked the judge to allow meaningful oversight by Lulu Freistat of the vote count because she couldn't see what was happening.
00:42:51.860And the law says you're supposed to be able to see vote after vote what's happening, see what's being tabulated. And Judge Sweeney, to his credit, issued a court order against the efforts of the Board of Elections to say, yes, observers have to be able to be close enough to see what's happening.
00:43:10.360Well, she documented that on Friday, the Board of Elections was violating the court order, which I believe is a felony.
00:43:19.040And they did a number of things that you can see there in the photographs.
00:43:22.820And then she was ushered out of the vote count by the Board of Elections, by security.
