00:10:01.820 And so what we were able to do with the IEPA tariffs, the emergency tariffs at the beginning, President Trump was able to use those as a cudgel, basically, to force a whole bunch of deals that Jamison Greer took the pen on and was tip of the spear, along with Howard Ludnick, and in certain countries, Scott Besson.

00:19:39.100 Okay, so the very next day, Steve, Rosenstein appoints Robert Mueller the special counsel, and the Russia, Russia, Russia hoax takes flight.

00:31:20.500 for Immigration Studies has been the think tank advocating for immigration in America's national

00:31:29.280 interest, especially lower levels of immigration, legal and illegal, for decades. And I say that

00:31:39.520 not just because I work at CIS, but for two decades, I was chief counsel of the House

00:31:47.560 Judiciary Committee's Immigration Subcommittee. And there is no group we had testified more often

00:31:54.460 when I was chief counsel than the Center for Immigration Studies. So it's really the gold

00:31:59.560 standard in my view of think tanks pursuing immigration in the national interest. After I

00:32:09.900 left Congress, I served for a few years in President Trump's first term in the Department

00:32:17.200 of Homeland Security. And after that ended, I've been with the Center for Immigration Studies

00:32:23.620 pursuing. I'm a senior legal fellow. I'd certainly love to drop the term senior,

00:32:30.200 but I guess I'm stuck with it. And I pursue the legal aspects of immigration reform.

00:33:54.180 Your analysis of this situation actually, I think, shows us that there is beginning to be a shaft of

00:34:03.100 light on this and that President Trump and his team are actually starting to make moves that

00:34:07.900 maybe are not what the war room is calling for, but at least directionally, they're trying to

00:34:12.560 get there. Is that correct? And you can back that up with some of your analysis?

00:34:15.900 I think that is definitely correct. I took a look at the latest student visa data the State

00:34:24.080 Department publishes on its website and discovered that in 2025, basically last summer, last fall,

00:34:34.200 the number of student visas for nationals of India and the People's Republic of China, and I

00:34:41.300 focus on those two countries because the large majority of students coming to U.S. universities

00:34:49.120 come from India and the People's Republic of China. The number of visas issued, student visas

00:34:55.980 issued, has fallen dramatically compared to what the trend was, say, over the last decade.

00:35:04.060 The number of student visas issued to Indians fell by well more than 50 percent.

00:35:10.820 The number of student visas issued to students from the People's Republic of China fallen not as much, but close to 50 percent.

00:35:20.520 So dramatic decreases.

00:35:22.660 And that's even before the regulatory changes the Trump administration has since then instituted, essentially providing that student visas aren't indefinite. You don't get to stay in the U.S. indefinitely on a student visa.

00:35:38.760 And I think the most important benefits of this dramatic decline, and hopefully it will sustain itself, is first, American national security.

00:35:50.760 security. You can take it as a given that foreign students, especially graduate students from the 0.98

00:36:00.240 People's Republic of China who come to the U.S. to study, especially in STEM fields, science,

00:36:06.240 technology, engineering, math, basically you should add another E into STEM, espionage. 0.85

00:36:12.540 They're all tasked either voluntarily or involuntarily with committing, with gathering all the sensitive data they can to send back to the Chinese Communist Party, to the People's Liberation Army, whose professed goal is to achieve military supremacy over the United States in anticipation of a future war with the United States.

00:36:39.120 And it's crazy that we're facilitating their military advances in part through all these students who, again, voluntarily or because of threats to their families, whatever, are committing or gathering sensitive information, whether through espionage, intellectual property theft, etc.

00:37:02.420 And so it'll be a boon to American national security if those numbers should drop. 0.95

00:37:09.420 Now, I have advocated that maybe it's time to completely prohibit students from the People's Republic of China, especially in STEM fields, from coming to U.S. universities. 0.97

00:46:08.800 So they're really not students anymore. There's no basis for it in the immigration law. And the Bush and Obama administrations essentially did it because Microsoft asked them to do it to get around the H-1B numerical cap.

00:46:28.180 As bad as the H-1B program is, at least there's a numerical cap.

00:46:33.580 Microsoft said, well, we can't get all the H-1Bs we want because of Congress. 0.57

00:46:38.880 Let us do an end run around Congress through the OPT. 0.89

00:47:29.200 But given that 70% of the foreign college students, you know, post-graduation, post-finishing their course of studies, who are working for companies under OPT, 70% come from India and the People's Republic of China.

00:47:49.320 We just don't have the numbers yet. The one thing I would urge DHS is please release immigration data as quickly as possible so everyone can see and judge what's going on and what's been successful and what has not been successful.
