00:12:55.460 but tax revenues have fallen back to historical levels now 17 because the economy's slowing
00:13:00.540 uh and they're projecting the economy is only going to grow at 1.1 percent this year so the
00:13:05.180 deficit is going to get bigger you and your colleagues particularly what i would call the
00:13:09.740 deficit hawks are people that are really focused on preserving the robust nature of american capitalism
00:13:16.700 what what's the thinking now of of of the house of of how do we get given that many of your
00:13:22.920 colleagues kind of gave away the game with with given by this this debt ceiling as you predicted it's
00:13:28.800 going to be far bigger than a four trillion dollar added deficit the thinking of you and your colleagues
00:13:34.620 that are really put for you know foremost the nation's economy the nation's balance sheet the health
00:13:41.620 of our economy for future generations what's your guys thinking now uh well the debt is a an existential
00:13:49.320 threat to our republic we must get it under control because the plaque in our arteries is growing and
00:13:56.280 eventually we will have a heart attack whether you what regardless of what you want to call it a
00:14:00.680 shutdown and default uh what you want to call it we will have a severe uh experience now i will tell you
00:14:07.940 we are committed to this because frankly of the last 22 years republicans have held a majority in
00:14:13.660 the house of representatives for 16 years 16 out of the last 22 years that's the same time period
00:14:20.520 that our deficit has grown from 10 trillion to 32 trillion we've held a majority in the house
00:14:27.600 more than two-thirds of the time during that time period from 10 trillion to 32 trillion dollars
00:14:33.560 that's what this republican majority and this small group of conservatives is committed to stop it
00:14:39.200 i just want to go back when you say for someone like you who's uh you know you're you're not a fire

00:15:24.020 it this way there are people that are philosophically conservative they will say they're conservative
00:15:30.740 they will they will opine that they are conservative but operationally they are not willing to make the
00:15:38.800 hard decisions to be conservative because conservative does not run up a conservative does not run up
00:15:47.060 four trillion dollars in debt over 19 months that is not a conservative position i'm not going to
00:15:54.240 characterize my colleagues in the house but i will just say that is not a conservative position
00:15:59.980 going forward uh how are we going to rectify this what's your recommendation a lot of people know
00:16:07.060 you've been on the show follow you um uh understand your thinking what what's your action plan how do we
00:16:14.260 try to get people to say the conservative to start because the the times of easy decision decisions
00:16:20.420 are in back of us we nothing we have nothing but hard calls but we got to start making those hard
00:16:25.860 calls so what would be your recommendation well i will ask people to continue to contact your
00:16:31.300 representatives because i hear from several of my colleagues that who made yes votes on the debt ceiling
00:16:36.880 bill they're getting a lot of calls from their constituents i encourage you to continue to do that
00:16:42.540 now going forward which was your question we've got to make use of the appropriations process
00:16:48.120 we've got to set a top line we've got to hold to it we've got to make sure that we don't uh have
00:16:55.420 rescissions that we make and then backfill spending with those rescissions uh that's one of the keys
00:17:01.920 because right now i think the plan is to yes we can tell the american people that we have made a
00:17:07.620 rescission of certain amount of money but then if we hold it to simply backfill this spending
00:17:12.520 we haven't done anything so we've got to make sure that we set a good top line and that we hold to
00:17:18.620 it so the appropriations process is our next opportunity to make the changes that we need to
00:17:24.880 in the spending the out of control spending do you think that given that leadership waved off
00:17:31.520 from the debt ceiling do you think you feel now that they understand the gravity of the situation
00:17:37.700 so come about about 100 days if you go through regular order this will all come up in mid-september
