00:29:43.260 And by the way, the president, let's remember this, folks, is not elected by the popular vote.

00:29:52.060 But that's okay, because we want the popular vote anyway.

00:29:54.900 So, you know, there was actually a proposal in the Federal Convention to have the executive
00:29:58.640 run by a committee, and they decided not to do that, because members of committee get
00:30:04.200 to avoid accountability by blaming the other members of the committee.
00:30:08.360 They wanted an executive where the buck would stop here, like President Harry Truman famously
00:30:13.700 said, that he would be the one accountable to the American people for any decisions he
00:30:18.740 took, whether good or bad.
00:30:20.080 And we would hold them to account.
00:30:21.460 And he also needed to be act with secrecy and dispatch.
00:30:25.500 That's the phrase in the Federalist Papers.
