00:00:18.260 North for your news and analysis. I hope everyone had a great weekend and I want to talk today
00:00:23.920 about this story that is just really shocking. It's shocking but it's not surprising. This is
00:00:29.140 a story over in the Toronto Sun about the Liberals making changes to our immigration system to make
00:00:35.600 it much easier. Lauren Gunter broke this story over the weekend. Now I know you might be thinking to
00:00:41.180 yourself, making Canada's immigration system much easier. Canada's immigration system is already
00:00:46.860 laughably easier. But yes, it is possible and we are watching it. The Trudeau government is going to
00:00:53.460 make Canada's immigration system even easier than it already is. I'm going to explain that in a few
00:00:59.060 moments. But first, I just want to say elections matter. Elections have consequences. They have
00:01:03.800 immediate consequences and they have long-term consequences for the country. So the immediate
00:01:08.520 things, more Liberals became members of Parliament. There's going to be more Liberals working in
00:01:12.960 Ottawa, more staffers, more people in the civil service. Ottawa will become a more politically
00:01:17.440 liberal town. Those are the short-term kinds of things. There are also long-term consequences and we
00:01:23.020 know this because we can look at the way that Justin Trudeau is spending. We can look at the debt
00:01:26.640 trajectory. The Parliamentary Budget Office predicted that we will be running deficits in
00:01:31.020 this country until 2070 if we stay on Justin Trudeau's path. So we know that the fiscal side of
00:01:36.880 the country has consequences. We will all be poor in the future because of Justin Trudeau. But there
00:01:42.020 are also cultural consequences. There are also things that happen in an election that will shape
00:01:47.160 the future of our country, that will impact every single citizen in this country. And I'm talking about
00:01:53.300 immigration. So Justin Trudeau has now been elected for a third time. And in the six years that he's
00:01:58.860 been in power, he's been busy quietly and cynically unraveling our immigration and citizenship program
00:02:05.700 for the benefit of the Liberal Party and his own electoral success. So in 2015, Justin Trudeau first
00:02:12.820 got elected on this grand pledge to let 50,000 Syrian refugees into the country. The program was a
00:02:19.040 complete mess. I was one of the reporters that was constantly breaking news stories, looking into
00:02:24.340 this program, pointing out all of the problems with an immigration program based on an election
00:02:30.980 campaign promise. It was so rushed. It was so chaotic. Canada was literally willing to take any Syrian
00:02:36.340 who was willing to come. We weren't helping the people who were most in need. We were helping the
00:02:40.840 people who were at the front of the line. And the government skipped very serious immigration
00:02:46.420 screening programs that were typically in place for people, especially coming from a war zone like
00:02:51.620 Syria, especially a civil war, where there are sort of bad guys on multiple sides. It's not like a clean
00:02:56.420 cut. You know, when you think of a war like in Nazi Germany, it was like the Jews were the ones that
00:03:02.020 needed to be protected. The Nazis were the bad guys. Our refugee system would not have taken Nazis. It was
00:03:06.300 taking Jews. In Syria, it was much more complicated, much more complex. There were warring factions and
00:03:12.220 kind of bad people on all sides. Obviously, some good people too, but bad people on all sides. So
00:03:17.120 it required a lot more precision. And instead, Trudeau put us on this artificial expedited timeline
00:03:22.840 to rush people in. It was bad for the country. And I started writing about it in early 2016. I
00:03:29.640 released a book called Losing True North, Justin Trudeau's Assault on Canadian Citizenship. It became a
00:03:34.240 huge seller. People still, I still get messages and emails from people who have read the book
00:03:39.180 and appreciate it because I really outlined all of the concerns and problems I had with Justin Trudeau's
00:03:45.600 citizenship strategy and the way that they use the immigration system to benefit themselves. And so some
00:03:51.640 of the things Justin Trudeau did in his first room of office when he had that majority government,
00:03:55.920 inexplicably, he removed language requirements for many new Canadians. So anyone who was coming into the
00:04:01.220 country who was already in their 50s no longer had to bother to learn French or English. He made it easier
00:04:06.480 for people to become citizens without even living in Canada. So he loosened the residency required.
00:04:12.020 Can you imagine? You get to come to Canada for a couple months, apply for citizenship, and then you
00:04:16.740 don't even have to stay in the country and you can still become a citizen even though you're not a
00:04:20.500 resident of Canada. It's absolutely wild. On top of that, he also increased the family sponsorship.
00:04:27.080 So he reduced the economic category, increased the family sponsorship program to allow more elderly
00:04:33.240 immigrants to come to the country through a program called the Parents and Grandparents
00:04:36.460 Program. Just think about that for a second. It's a complete contradiction to the stated purpose of
00:04:42.300 our immigration system. The whole idea behind why Canada accepts immigrants and allows people to come
00:04:46.980 to our country supposedly is for economic reasons. We have an aging population. More and more Canadians
00:04:52.640 are retiring and relying more heavily on our pension programs, the CPP, as well as other entitlements.
00:04:59.840 We have this very expensive entitlement state that needs to get funded. We need more young workers
00:05:04.720 coming into the country. The whole system of our economic program is designed around rules-based
00:05:10.020 and skill-based programs. We have a point system that's the envy of the world. A lot of other
00:05:13.900 countries have come to Canada to study our point system to try to get a better idea of how to attract
00:05:19.640 the best immigrants that are going to succeed in Canada. Well, the Trudeau government started
00:05:23.540 undermining that and allowing old people to come, allowing people who have no interest in living in
00:05:29.320 Canada, allowing people who have no interest in joining the Canadian community. So essentially,
00:05:34.000 the Liberals just began giving away citizenship, not to people who wanted to come to Canada to join
00:05:39.100 the Canadian family, to contribute to our society and our country, not to people who wanted to become
00:05:43.740 Canadian, just to people who potentially wanted to take advantage of our generosity, get the Canadian
00:05:48.960 passport, and then head back to wherever they came from. These are not people who want to live here.
00:05:54.140 They don't want to bother learning the language. They don't want to bother paying taxes.
00:05:56.800 Instead, many of them probably don't even care about Canadian values, our civil society,
00:06:01.480 our communities, or our national unity. They don't. They care about the passport. That's why
00:06:06.340 they're doing it. They want the Canadian passport. It's like a insurance policy, except for one that
00:06:10.820 you never have to actually pay into. Instead, you just have this passport. And just in case something
00:06:15.900 bad happens, if you get sick and you want free healthcare, if the country you live in falls apart
00:06:19.900 and you want a safe place to go, if you have kids that want to go to university, but you don't want to
00:06:24.400 have to pay international student rates. You keep this passport. That's what it's there for. It's
00:06:29.080 for the future. It's like an insurance policy. It's not necessarily about Canada. It's not about
00:06:33.320 our country and building a better country. It's basically about giving away passports and making
00:06:38.440 sure that these people will always vote for liberals. That's why the liberals also changed the law to allow
00:06:43.440 people who don't live in Canada, who are Canadian citizens, to vote in elections. That's a key component
00:06:47.940 of it because you give away the passports. People go live abroad. They're taking advantage of the
00:06:52.180 generosity, but they can still vote in the election to make sure that the liberals get reelected. So
00:06:57.900 the liberals don't care about any of this. They don't care that there are people out there taking
00:07:00.620 advantage of our generosity. They don't care about the fact that Canada's citizenship, our passport has
00:07:05.560 been cheapened. It's like becoming the laughingstock of the entire world. People know how easy it is
00:07:09.960 to get Canadian citizenship. They know that we basically give it away for free. And so anyone who wants it
00:07:15.080 can come and get it. The liberals don't care. They want our immigration system to be a recruiting tool
00:07:20.580 for liberal voters. That's what it's all about. They're willing to sell everything. They're willing
00:07:25.220 to diminish the value of our passport, diminish the value of being Canadian, all in exchange for the
00:07:30.800 power and the ability to run this country. It's completely cynical. And again, I outlined all of that
00:07:36.700 in my 2016 bestseller, Losing True North. Now, since I wrote Losing True North in early 2016,
00:07:42.580 another fatal weakness in our immigration system has presented itself, this time in the form of
00:07:48.020 rampant illegal border crossers coming into Canada via places like Roxham Road or in Emerson,
00:07:54.620 people coming into Canada illegally crossing the border so that they can get refugee status.
00:08:00.340 And I detail all of this in a second book I wrote about Canada's immigration system
00:08:03.900 called No Border. This one talks about the various threats to our country through this policy of
00:08:09.220 essentially not enforcing our immigration rules. There are national security threats, there are rule
00:08:14.080 of law threats, and not to mention the exorbitant cost of housing and welcoming all of these refugee
00:08:19.600 claimants, many of whom are bogus. And so the whole idea, the very first thing that you are doing in Canada,
00:08:26.280 like the first thing you're doing in the new country that you want to live in, is breaking the law
00:08:31.040 and crossing into the country illegally. What does that say about the people who are coming? And what does
00:08:35.960 it say about their respect to the country? They don't even respect the basic laws of Canada. How
00:08:40.800 can we expect them to be contributing members? If they're starting off their relationship in Canada
00:08:46.060 on a lie, on doing something illegally, that's what No Border is about. And I encourage you to go
00:08:52.060 check those out. Well, it's only been one week since Justin Trudeau and his liberals have been
00:08:57.300 re-elected for a third time. And we already learn about the latest iteration of the Trudeau liberals
00:09:02.900 using our immigration system to their own partisan political advantage, basically eliminating our
00:09:08.660 rules-based system and replacing it with a big everyone welcome sign. So again, I'm talking about
00:09:14.020 this report in the Toronto Sun this morning, written by Lauren Gunter, says liberals to make
00:09:18.360 immigration to Canada much easier. So I'll just read a little bit from this story. It says,
00:09:23.920 the Trudeau liberals are planning to remove nearly all grounds the immigration department uses to
00:09:28.540 exclude applicants, the Toronto Sun has learned. It has been the Trudeau government's goal since
00:09:32.720 2020 to increase Canada's intake of immigrants and refugees by nearly one third to 400,000 annually.
00:09:39.760 How they plan to achieve this elevated level is outlined in an internal draft document sent to
00:09:43.920 immigration and refugee judges, documents that have been exclusively shared with the Sun.
00:09:48.880 In an email sent to staff and adjudicators on September 20th, Richard Wex, the liberals appointee
00:09:54.040 as chairman and chief executive officer of the Immigration and Refugee Board of Canada,
00:09:58.320 laid out a massive expansion of the reasons immigrants can be allowed to enter and stay
00:10:03.680 in Canada. Under the new guidelines contained in a document marked draft and covered by solicitor
00:10:09.420 client privilege, civil service officers who do initial screenings of immigrant and refugee claims,
00:10:14.880 plus the immigration and refugee judges who hear appeals of the officer's decisions,
00:10:20.060 are instructed to accept any applicant who has an intersectional claim.
00:10:24.620 So let me just explain what this is saying. So basically, when an asylum seeker comes to Canada,
00:10:28.820 like I described, the ones that cross illegally at Roxham Road, or some people come with an illegal
00:10:33.120 passport and land at the airport, others just come as visitors and then stay and decide to make a
00:10:39.620 refugee claim, and then others are applying from all over the world. So any of these applications,
00:10:43.580 they come into immigration offices, and many of them are presented in front of a refugee judge. So if you
00:10:49.000 are making an asylum claim by Canadian law, you're given the right to a fair hearing and due process,
00:10:53.740 and that includes presenting your case in front of an immigration judge. So basically, this new
00:10:58.060 edict is going out to all of these people, anyone who is applying legally through offices around the
00:11:03.680 world, or people who have come to Canada illegally or on false pretenses and are making applications.
00:11:09.240 All of these people are all being told this one edict, which is basically to accept anyone who has an
00:11:15.580 intersectional claim. So I'll keep reading from this story from Lauren Gunter over in the sun. It says,
00:11:20.380 intersectionality is defined as two or more of the following, race, religious, being indigenous,
00:11:27.080 political beliefs, socioeconomic status, age, sexual orientation, culture, disability, or immigration
00:11:34.200 status. And these are things that impact an individual's lived experience of discrimination,
00:11:39.800 marginalization, or oppression. Okay, so just think about this for a second. We're talking about people
00:11:44.860 who come to Canada and make a refugee claim or people who want to come to Canada through our legal
00:11:50.440 immigration system. And they have to fit two or more of these categories, right? So race, I don't really
00:11:57.000 know what that means. Presumably, it just means anyone who's not white. Religion, again, I don't know what
00:12:01.320 that means. Presumably, it just means anyone who's not a Christian. Being indigenous, presumably, that just
00:12:06.720 means anyone who's from a different place. Anyone can be an indigenous of any place. That's the term
00:12:12.740 indigenous means that. Political beliefs, okay? So I guess that would mean someone who's a minority,
00:12:18.840 who's of the minority political belief. So if you just disagree with your country, disagree with the
00:12:23.220 government. Socioeconomic status, so people who are poor, presumably most immigrants are not wealthy
00:12:28.560 people. Presumably, most of them have a lower socioeconomic status. Age, I don't know, again, if that
00:12:34.060 would be people who are very young or people who are very old. Sexual orientation, that's always been a
00:12:39.420 deciding factor in our immigration system, or at least it has been for the last few decades, that
00:12:44.120 if you come to Canada and claim that you are being discriminated against because you're gay and you come
00:12:48.440 from a country that doesn't accept gay people, Canada lets you, and that's part of our immigration,
00:12:52.360 that's part of our refugee determination system. So that one's not new. But culture, so what?
00:12:58.160 Someone who's not Western. Disability or immigration status. Immigration status is part of being
00:13:03.720 intersectional. So just by virtue of them wanting to come to Canada, their immigration status would be
00:13:08.360 that they're not citizens and therefore they're discriminated against. So this is basically saying
00:13:12.640 any person, any person on planet Earth, anyone in the entire world, perhaps aside from Europeans or
00:13:18.840 affluent people, anyone in the entire world, even even affluent people from developing countries
00:13:23.040 could find a way that two or more of those things would apply to them. So essentially, this is saying
00:13:28.540 that anybody, for any reason, who wants to come to Canada can come. So our entire immigration system
00:13:33.840 is now based on innate characteristics, things that you're born with that you have no say over. This is
00:13:39.140 race-based identity politics. This is dividing our country. Instead of creating unity, we're dividing
00:13:45.020 ourselves into these categories and we're often pitted against each other. In this case, if you can check
00:13:50.980 off enough boxes, you get to come to Canada. No questions asked. I'll read a little bit more from this
00:13:55.380 Toronto Sun story. It says,
00:13:57.240 No longer will claimants need to prove, for instance, that they face torture or death if
00:14:01.200 forced to return to their home countries, nor will they have to satisfy the UN's definition of a
00:14:06.000 refugee. Now, if they merely claim they have been discriminated against or persecuted for being poor
00:14:11.540 and old, indigenous or holding political views targeted by some developing country strongmen,
00:14:16.340 in the liberals come. One of the principal tasks of the immigration officers and judges is to determine
00:14:21.660 whether a claimant is telling the truth. The true to liberals have covered that one too.
00:14:25.440 Chairperson Wex instructs his staff and judges to remember that trauma, whether physical or emotional,
00:14:31.900 can cause people to recollect information or incidents incorrectly. Therefore, if applicants
00:14:37.660 provide evidence that turns out to be false, it may not be because they're lying. Rather,
00:14:42.700 they might just be misremembering due to the lingering stress caused by trauma. Don't exclude them. So
00:14:48.940 again, folks, this is just making a complete and absolute mockery of our immigration system.
00:14:53.820 About 10 years ago, I worked in the immigration department. I was press secretary to the immigration
00:14:58.640 minister. And let me just say, I saw a lot of things that made me much more cynical when it
00:15:03.120 came to our immigration system. I liked the idea that Canada was open. I liked the idea that we
00:15:07.820 accepted people from all over the world and gave them a shot to come to Canada to have a better
00:15:11.960 lot in life. People who wanted to come to Canada, people who love Canada. And let me be clear,
00:15:16.380 I saw a lot of that. And I think that that is still the majority of people who want to come to
00:15:21.500 Canada come in this category. However, what I did notice and what I didn't know before was that there
00:15:27.040 is a significant part of the immigration program that is filled with people who don't have these
00:15:31.540 intentions, people who want to come take advantage of our generosity, people who don't care about
00:15:35.680 Canada, people who only care about either abusing the system and trying to find ways to benefit
00:15:40.980 themselves, people who might be from nefarious adversarial countries like Iran, who are coming
00:15:47.100 to do harm to our country or to try to manipulate it, people coming to, for instance, raise money
00:15:52.400 for terrorist groups, those sorts of things. I saw a lot of things that made me much more hardened when
00:15:57.520 it comes to our immigration system. And I think it's important that we just not be naive, that we
00:16:02.240 not be naive, that we recognize that people do come. The thing that I took solace in, however, when I
00:16:06.740 worked in immigration was the civil servants who work in the immigration department, the judges,
00:16:11.840 the officials, the people who preside over the system. They've seen it all. They've seen it all.
00:16:16.440 Many of them are much more cynical even than me. They recognize that there are people all over the
00:16:21.320 world who want to cheat the system, who want to come to Canada, who want to take advantage. And
00:16:24.980 because of that, they didn't put up with this kind of nonsense. They believed in the letter of the
00:16:30.920 law. They followed the rules to the T. And Canada actually has a significant body of rules and
00:16:36.700 laws that protect our country from nefarious actors and from people trying to take advantage
00:16:40.960 of our generosity. The system is there. The laws are there. The rules are there. It's actually quite
00:16:45.320 hard to come to Canada if you're following the letter of the law. But this is the problem,
00:16:49.560 is that all of these schemes and all of these changes that the Trudeau government is making
00:16:53.180 are designed to weaken the system, designed to prevent those civil servants and those judges from
00:16:58.580 doing their job and making sure people aren't coming in for the wrong reasons. And instead,
00:17:02.720 just taking away, chipping away at our laws, making it easier and easier and easier and easier.
00:17:08.120 And here we are today where you don't even have to tell the truth. You can be caught lying about
00:17:13.100 your application. They just count that up to trauma. And they say that it's okay if you lie
00:17:18.800 because it's not your fault. You can still come to Canada. This is a complete and utter joke.
00:17:24.780 Canadians need to know about this. Canadians need to be aware of this. Canadians need to stand up
00:17:29.000 against this. Otherwise, our rules and laws simply no longer apply. I'm Candace Malcolm and this is
