00:03:17.740 A Labour report targeted individuals
00:03:20.260 that called digital grifters and politicians of grievance the united kingdom's secretary of state
00:03:28.520 for housing recently released an action plan protecting what matters towards a more confident
00:03:32.920 cohesive and resilient united kingdom to strengthen social cohesion and tackle hate and discrimination
00:03:39.560 said the memo the united kingdom was quote an important partner in online safety
00:03:46.340 It said, I'll read a little more.
00:03:49.340 Miller was in Glasgow, that's in Scotland, to attend the July 23rd Commonwealth Games.
00:03:54.640 The memo, ministers visit to the United Kingdom and Ireland in July said additional meetings were scheduled, including discussion of the action plan.
00:04:03.360 So it's important to point out that this is not some speculation.

00:04:56.860 we need to be much more active in asserting British values. Got it. So a politician of
00:05:03.620 grievance, I'm guessing, is someone who thinks there's a problem to be fixed. That's what a
00:05:08.220 grievance means. It even is a technical legal term in a union arbitration, for example. I have
00:05:13.460 a grievance against the employer. I have a problem that needs to be solved. Isn't every single
00:05:19.940 opposition party in history, isn't that, I guess, technically a politician of grievance?
00:05:26.860 And frankly, aren't a lot of politicians in power politicians of grievance?
00:05:33.880 They express anger with some enemy or some status quo.
00:05:39.440 Isn't every politician sort of supposed to have a grievance and then try and solve it?

00:06:10.720 has used that phrase, social cohesion, in Canada. And he used that phrase a long time before he went
00:06:19.080 to Scotland. He was even asked about it in a committee by a conservative MP, Rachel Thomas,
00:06:25.220 who said um well basically demanded a definition here watch this exchange we've shown you this
00:06:32.500 before it's very interesting it's good to re-watch it now in light of the edmonton police story and
00:06:38.260 this new memo uh thank you minister uh my first question for you is you recently made a statement
00:06:43.500 after becoming minister that uh part of the responsibility of cbc is to foster what you
00:06:48.400 called quote social cohesion can you explain for the committee what you meant by social cohesion
00:06:53.320 The reason I ask is because experienced journalists have stated that these words, this term, is often used by the People's Republic of China to mean state control and zero tolerance for challenges.
00:07:06.880 That seems counter to the values that we hold here in Canada, and so I'm curious as to what you meant by social cohesion.
00:07:12.360 I think in an age that we're all living through of intense disinformation, there is less social cohesion as falsities are propagated through media sources, both legitimate and illegitimate.
00:07:35.280 But integral to a healthy democracy, indeed the fourth pillar of our democracy, is a healthy
00:07:43.440 media ecosystem that exercises, rightly, its freedom of expression.
00:07:49.120 Again, integral to that is a state-financed public media that is the CBC or Radio Canada,
00:07:59.940 not state-controlled.
00:08:01.740 Indeed, the CBC's mandate is one that is ferociously independent,
00:08:07.980 and we should all defend that, whether they are saying good or bad things about us.
00:08:12.300 So when there is a lack of support for a public broadcaster,
00:08:20.360 I think that contributes to the spread of disinformation,
00:08:26.920 and social cohesion is therefore affected.
00:08:30.220 It's not about any sort of command and control of the media system that you may see in other countries, but indeed in part of it and integral to a healthy democracy.
00:08:40.680 So an age of disinformation, and there's falsities that the government alone can fix, and there's legitimate sources, but there's also illegitimate sources of information?

00:10:12.280 sovereignty, and continue to drive polarization and undermine our social cohesion.
00:10:20.500 You know, the government routinely accuses its enemies in Canada of being foreign operatives. 1.00

00:10:50.960 go-to. I think that blamestorming and demonizing legitimate contrary views as being foreign 0.98
00:11:01.480 motivated i think that erodes social cohesion um but this uh the story today in black locks had a
00:11:08.640 lot of legs i saw that our friends at juno news did a little write-up on it and the lobby group
00:11:13.420 canada proud tweeted it and i think canadians are concerned that the liberals are so obsessed
00:11:19.660 with censorship as i said routinely under justin trudeau's tenure he introduced i think four
00:11:26.040 different censorship bills, which is more than he introduced on any other subject. I mean,
00:11:32.480 whether it was inflation or housing or whatever he claimed to care about, when push came to shove,
00:11:39.200 his legislative priority was censorship. And I think a lot of Canadians sort of feel that.
00:11:46.220 So the story had legs today that Black Locks reporter did. I love those guys.
00:11:50.300 and um i mentioned that tweet by canada proud so uh shopify we've talked a lot about shopify lately
00:11:57.560 it's canada's biggest tech company it's basically if you're doing any e-commerce online with a
00:12:03.860 website odds are shopify is part of it so their boss toby lutke replied with one word
00:12:10.880 dystopian so he read the tweet and he said dystopian and i think he's german by descent
00:12:17.880 And so, I mean, listen, Germany, both under the Nazis and under the communists, had a lot of censorship.
00:12:25.440 I mean, it was called the SS under the Nazis, but then it was called the Stasi under the communists.
00:12:33.200 So that censorship is something that a German would be very aware of.

00:13:49.320 about and when his own documents here in canada talk about it you saw the exchange with the
00:13:55.140 conservative uh mp black locks uh went on at some length the labor party document called protecting
00:14:02.260 what matters here's what they say um they quote from it they say new tools and powers to disrupt
00:14:08.220 organizations that spread extremism hate and threaten public safety i mentioned that before
00:14:13.260 um but that line digital grifters politicians of grievance here's an interesting point of view
00:14:20.920 i'm against having russia china iran qatar ukraine america medal in our politics in canada i want
00:14:30.400 canadian politics to be for canadians it's one of the reasons i'm frustrated when i see foreign
00:14:35.640 nationals just off the airplane from i don't know afghanistan or syria or pakistan or india
00:14:42.960 jump right into politics don't bring that politics here um so the government is saying that they're
00:14:49.320 on the hunt for hostile states okay but in the same sentence they say they're worried about
00:14:55.920 politicians of grievance and digital grifters so they're comparing foreign dictatorships like china
00:15:03.420 and Iran with critics domestically that they don't like, the elected opposition.
00:15:11.640 You know, I heard that word community cohesion first in the United Kingdom, and that's one
00:15:18.420 of the reasons I really enjoyed going over there.
00:15:20.220 I always said it was like a dystopian time machine, and what I saw happen today would
00:15:24.780 happen in Canada 10 years later.
00:15:26.220 So I watched in real time as a tweet went around on the internet about the Rotherham rape gangs. 0.91
00:15:35.960 You might recall that this small city of 250,000 people, 1,400 young British girls were raped overwhelmingly by Pakistani Muslim men. 0.90

00:15:54.920 the most shocking thing you could ever possibly imagine. And there was this crazy tweet that

00:16:11.640 those abused girls in Rotherham just need to shut their mouths for the good of diversity,
00:16:20.280 for the good of social cohesion and a sitting labor member of parliament her name was naz
00:16:27.780 shaw from bradford west saw that tweet and liked it and retweeted it she endorsed it i don't know
00:16:36.240 who wrote it in the first place but she was she read it and said yeah those rape victims should
00:16:42.620 shut up in the name of diversity and social cohesion that's what social cohesion means
00:16:51.300 it means shutting down anyone who has a grievance including in the uk in that case
00:16:57.200 the rape of 1400 girls what does the uk mean when they talk about banning people well
00:17:04.080 you may remember that i myself have been banned from the uk just a few months ago
00:17:08.620 because they said I was not conducive to the public good.
00:17:12.040 It's another way of saying I'm not part of their social cohesion.

00:17:49.680 He's a member of Parliament and has been for years in the Greater Toronto Area.

00:17:59.620 said they've never heard of him before.

00:18:07.220 Sometimes a year will go by and he'll speak in Parliament a single time.
00:18:13.240 A curious thing happened more recently, though.
00:18:16.260 He's announced his resignation from Parliament saying he had a terrible car accident that has left him unable to travel.
00:18:24.800 Normally, of course, condolences and sympathy would be the order of the day.
00:18:28.680 But there he is, popping up on Chinese social media in China, celebrating Chinese propaganda.
00:18:37.200 He's not in any back brace.
00:18:39.140 He seems to be fit and fine, having the time of his life.

00:18:48.860 He traveled across the other side of the ocean.
00:18:51.740 Was it his involvement with the Chinese Communist Party that was perhaps too much even for Mark Carney himself to stomach?

00:19:06.540 someone who knows her way around Chinese social media, including the powerful app called WeChat, is our friend Andy Lee.

00:19:25.100 you broke this story and a lot of the regime media the mainstream media instead of following
00:19:32.620 your lead they're trying to attack you contradict you undermine your story i've never seen anything
00:19:40.340 well it's not true i have seen something like it the regime media is trying to
00:19:44.640 unreport your reporting what do you make of that well i broke the story that's for sure and then
00:19:51.120 i think a couple of well-meaning people broke it a little bit further um than that i didn't
00:19:57.400 break it so uh the important thing is to try to figure out what happened here so we had a very
00:20:04.060 sudden departure that was announced by sean chen he had said this accident last year and that he
00:20:11.680 was not able to meet his travel requirements, which would require him to travel back and
00:20:16.100 forth from Toronto to Ottawa.
00:20:18.780 I didn't like the way the resignation was put out there suddenly, so I went looking,
00:20:27.180 and one of my most popular places where I look for information is on WeChat.
00:20:31.360 WeChat is largely a foreign media language, social media.
00:20:37.200 A lot of times they put out things that we don't see in English language media.
00:20:41.680 So I found Sean Chen and numerous videos of him gallivanting around China with a Chinese
00:20:51.680 social media influencer.

00:20:55.680 He's accessible online.
00:20:57.680 You can go look at the videos that were produced in China.
00:21:01.680 I went a little bit further than that and found out that this was a trip organized by
00:21:07.680 for Propaganda Committee of the Chinese Communist Party.
00:21:11.480 The Chinese government initiative, they're looking to promote this culture
00:21:19.020 that Shantan is a part of, you know, it's hometown culture, it's Haka.
00:21:25.280 So Haka, historically speaking, well, they have a very vibrant history,
00:21:30.320 but they're very much feared in Chinese culture.
00:21:33.420 They were historically known for being great military leaders.
00:21:36.840 that was kind of their thing they were gorillas um and they were very very important historically
00:21:43.800 speaking so they have a very rich and vibrant culture so this was something that was commissioned
00:21:50.760 by the chinese government and we have photos of shan chen his uh companions his travel companions
00:21:59.640 which included toronto counselors arriving in china and we have a chinese social media influencer
00:22:06.840 who is saying that, you know, this was approved by the Chinese State Department.
00:22:16.260 This was arranged by the Overseas Chinese Affairs Office,
00:22:21.540 which we also know is the United Front Work Department,
00:22:24.800 the United Front Work Department, the Massive Department.
00:22:27.280 It's all-encompassing.
00:22:29.880 You know, I think of it as an influence department, I guess,
00:22:32.840 for people who don't understand it.
00:22:34.040 You could think of it as a big military, or sorry, a big marketing department, but it
00:22:39.180 goes a little bit more than that, because they do sort of a civil-military fusion.
00:22:51.080 They network, and they use the United Front, you know, committee to network and influence
00:22:58.520 people, but sometimes they also use it for other things.
00:23:02.620 they use it like espionage so we have to be very very careful when we work with them the videos
00:23:09.900 were posted all over the plate they were posted at the end of march that was when i first found it
00:23:15.500 there were some posted in april and then there were some posted in july so these were put out
00:23:21.420 by the central propaganda department uh so i was questioning well if sean chen can't work for
00:23:27.340 comedians why does it appear that he's more than capable for working for the opc well yeah let me
00:23:33.800 interrupt you for one second because there's no he wasn't tricked by the fact that they were
00:23:39.120 with the government they weren't hiding their affiliation with the government the entire thing
00:23:43.800 was official his handlers the the fact that this was chinese communist party messaging i mean it
00:23:52.080 wasn't like he accidentally was taken advantage of by the ccp am i right i mean it there's no
00:23:58.560 chance that he's claiming he didn't know who he was dealing with is there there's just no chance
00:24:04.860 of that that would be a hard sell for me that they didn't know exactly and he hasn't made that
00:24:13.740 argument i'm just sort of saying um yeah no i i will give shantan a little bit of a little bit
00:24:21.140 of leeway here and that maybe he doesn't completely understand what is going on i didn't either so
00:24:27.700 that's why i looked so i learned all about haka and we can share that so haka was again it was
00:24:33.720 a chinese government initiative uh it there's work orders that have been released they were
00:24:39.840 released last year they put out new work orders and directives come from the chinese government
00:24:45.000 for 2026 and they list very clearly what their objectives are and so part of their objective
00:24:52.440 is to confuse the pack of culture throughout the world and promote it but they also talk about
00:25:00.960 using it as a way to get into other sectors outside of just the arts and culture sector
00:25:09.100 For instance, they talk about mixing HACA culture, education, and with AI.
00:25:18.320 And part of their objectives are also doing data center management and things like that,
00:25:25.220 advanced artificial intelligence.
00:25:28.060 So there's all sorts of things that are under this HACA initiative that go a little bit
00:25:34.240 further than maybe what Sean Chen was aware of.
00:25:37.140 again i'm still familiarizing myself with this well let me ask you this he knew that this was a
00:25:44.580 chinese government state directed initiative so he has helped to fulfill this now important is that
00:25:52.260 he also with joe lee put forward a petition some time ago in parliament which he's been largely
00:25:58.900 absent from but he did take the time to put a petition in saying that they wanted to promote
00:26:03.700 hacka culture and so they had this big hacka conference in markup and the same influencer
00:26:12.340 has been toronto and china and was that hacka conference in in markham ontario
00:26:18.100 was that directed or organized or funded by the chinese government that's a good question i don't
00:26:26.340 know i know that they had their influencer here doing things and this isn't the only time that
00:26:35.380 they've been doing these cross uh these cross international exchanges either so
00:26:44.660 there's still a lot of questions right i wouldn't say that we exactly clarified um it's really hard
00:26:52.260 to say when exactly all of these took place because there's a lot of stuff out there and
00:27:00.580 some of it isn't easily distinguished as to when it was taken but it's obvious that the
00:27:08.900 central propaganda department has got a lot of footage of these canadians politicians
00:27:16.020 they're using this footage which is a lot of promotional videos right they're eating noodles
00:27:21.380 they're getting frozen yogurt

00:28:17.900 Well, the confusion stemmed from the fact that nobody knew that he was there
00:28:21.720 because they wouldn't post any of this stuff,
