00:00:08.340 if the infection rates, or the case rates per 100,000, as they're called, were 350 plus.
00:00:16.080 So he said, oh, if they're really bad, that's going to trigger the lockdown.
00:00:19.260 But in fact, yesterday he said he's putting the lockdown in at 50 per 100,000,
00:00:25.160 one-seventh the level, a level that's lower than every single province,
00:00:30.480 other than the small population Atlantic provinces.
00:00:33.420 So what is really going on?
00:00:35.620 I'll take you through it point by point, and I'll give you my thoughts on it.

00:01:41.760 Last night, Jason Kenney announced the harshest lockdown yet for Alberta.
00:01:51.400 He's banning pretty much all social interaction, both inside and outside,
00:01:56.940 shutting down countless businesses, and he's doubling down on his enforcement.
00:02:01.800 We are doubling the basic fine for violating public health measures from $1,000 to $2,000.
00:02:10.600 The maximum fine for serious offences remains under the law $100,000.
00:02:15.480 And we are introducing a tougher enforcement protocol for repeat offenders,
00:02:21.700 because we will not tolerate those who endanger the health of their fellow Albertans,
00:02:27.160 while the vast majority of people are doing the right thing.
00:02:30.460 But why is he doing all this?
00:02:33.580 This is the chart from the Alberta government's own website of COVID stats,
00:02:38.460 showing that the daily deaths in the province,
00:02:42.180 well, it's about five a day on average, 81 years old,
00:02:47.180 with on average three or more very serious health conditions pre-existing,
00:02:52.880 like dementia, stroke, cancer, diabetes.
00:02:55.700 I'm not happy that five people a day are dying from COVID,
00:02:58.460 but it's nowhere near the leading cause of death in that province.
00:03:03.040 And as you can see in the government's own graph,
00:03:05.800 it's pretty much the rate of death since the beginning of the whole thing last year,
00:03:10.340 except for that big spike in December and January,
00:03:13.340 when it was 25 deaths per day.
00:03:15.500 So it's down by 80% from 90 days ago.
00:03:21.080 So why is the government locking everyone down now?

00:03:27.240 The death rate was flat.
00:03:29.940 It's off the spike from December, January.
00:03:33.620 So why panic?
00:03:35.080 I know why.
00:03:36.340 Because cases are up, they say.
00:03:38.560 But what's a case?
00:03:39.800 Someone who tests positive, but doesn't even get sick?
00:03:43.320 That counts as a case, you know.
00:03:45.220 Someone who gets sick, but it's so mild,
00:03:47.380 it's over in a couple of days like the regular flu,
00:03:49.940 and then they're naturally immune to it.
00:03:52.260 That's a case too, you know.
00:03:53.560 You can't actually stop a virus.
00:03:57.460 They've been coming at us since we lived in caves.
00:04:01.340 People who get sick from the virus and get better,
00:04:04.260 that's not actually a terrible outcome.
00:04:07.100 If you're worried about dying,
00:04:09.200 and that's a good thing to be worried about, I guess,
00:04:10.940 how about focus on, you know,
00:04:12.780 the 81-year-olds with heart conditions and strokes and cancer?

00:04:18.320 But the thing is, last night,
00:04:20.160 that is not who Jason Kenney's new rules focus on.
00:04:23.040 I know, because I watched his speech,
00:04:25.460 and I read his new memo.
00:04:28.640 Things for 81-year-old, very sick people,
00:04:32.180 they're not actually going to change at all.
00:04:35.620 What will change are the rules for everyone else,
00:04:39.100 people who aren't dying and who aren't even getting sick.
00:04:42.120 I don't think this is about health.
00:04:45.360 I think this is about control and power.
00:04:48.540 And it's about political games.
00:04:49.720 Take a look at this.
00:04:50.600 Here is the official list of rules.
00:04:54.480 Expanded restrictions for high-case regions.
00:04:57.980 Starting May 5th, additional restrictions come into effect
00:05:00.620 for regions with at least 50 cases per 100,000 people
00:05:04.100 and at least 30 active cases.
00:05:07.340 These restrictions will be in place for at least three weeks
00:05:09.980 and will be extended if necessary.
00:05:12.660 Province-wide restrictions remain in effect for all other communities.
00:05:16.940 Well, hang on, hang on, hang on, hang on, hang on.
00:05:20.020 Just the other day, Jason Kenney was threatening tough measures,
00:05:23.500 but he said he would only apply them
00:05:26.580 if the case rate was 350 per 100,000 people.
00:05:32.140 But now he's bringing in his harsh rules
00:05:35.940 at one-seventh that level, at 50 per 100,000.
00:05:41.380 What?
00:05:43.000 Literally all of Canada would be locked down under that rule
00:05:46.420 except for the small population provinces in the Atlantic.

00:05:50.620 That's his rule for a brutal crackdown?

00:05:55.620 No one else in the whole world does that.

00:06:53.620 They love this lockdown.
00:06:55.440 But normal humans will not do that, cannot do that.

00:07:05.480 Half of Kenny's MLAs and even his own chief of staff
00:07:07.760 scoffed at his no-travel rule for the public over Christmas.

00:07:23.600 All indoor sport, performance, and recreation activities
00:07:26.380 for youth and adults are prohibited.
00:07:30.420 Indoor fitness and recreation facilities must close,
00:07:32.840 including for one-on-one training.
00:07:34.720 Not a single person under age 20 has died from the virus in Alberta, by the way.
00:07:40.340 I don't think that indoor sports for youth are the problem, do you?
00:07:44.400 There are no 81-year-old triple sick people in those groups that were just banned.
00:07:49.900 Neither are there 20-something coaches.
00:07:53.220 Why are you punishing kids by making them unhealthy?
00:07:56.520 You can't go to sports.
00:07:57.220 You can't work out.
00:07:57.800 Why do you think this will suddenly make people in seniors' homes safer?

00:08:09.080 All outdoor activities and recreation activities are prohibited,
00:08:12.120 except with members of your household or your two close contacts if you live alone.
00:08:16.300 This includes all group physical activities, such as team sports,
00:08:21.140 fitness classes, training sessions, and one-on-one sessions,
00:08:23.420 and training activities, all practices, training and games.
00:08:26.260 Again, I don't think there's a lot of 81-year-olds with strokes and diabetes and cancer
00:08:32.480 that are being covered here.
00:08:35.000 But no team sports at all.
00:08:36.860 No kids sports.
00:08:37.860 Nothing.
00:08:40.000 But look at this next bullet point and realize what's going here.
00:08:42.860 This is not about health.
00:08:44.980 This is about power and influence and who's on the inside and who's on the outside.
00:08:49.160 Look at this next point.
00:08:52.360 Professional sport organizations.
00:08:54.320 Professional sport organizations that have received an exemption can continue,
00:09:01.140 provided protocols are strictly followed.
00:09:03.060 Oh, oh.
00:09:05.420 I thought it was dangerous to do team sports.
00:09:09.460 I thought people were really, really bad if they did that and needed extra enforcement.
00:09:15.840 I thought they hated society if they did that.
00:09:19.860 Not only do NHL players get to play while your kids don't,
00:09:24.840 but their exemptions include the right for them to have their whole entourage go out to restaurants for dinner
00:09:31.300 and have those restaurants open up to serve them, but only them.
00:09:35.420 See, your problem as a citizen or as a kid who wants to play hockey is that you don't have the right lobbyists
00:09:42.940 and you're not millionaires playing hockey for billionaires.
00:09:46.940 You're just kids wanting to burn off some energy and hang out with friends and have fun.
00:09:50.860 See, the virus doesn't touch the millionaires, you see.
00:09:53.720 That's science, you see.
00:09:55.320 Now look at this about stores.
00:09:59.240 Mandatory additional restrictions for high case regions effective May 5th.
00:10:03.400 Remember, they're calling high case regions 50 cases or more,
00:10:06.920 when just two days ago, Kenny said it was 350 cases or more.
00:10:10.380 He lowered what he calls high case rates.

00:10:14.000 Retail services must limit customer capacity to 10% of fire code occupancy, not including staff,
00:10:20.700 or a minimum of five customers.
00:10:23.460 So stores can have 10% of their fire code capacity.
00:10:27.120 So a Walmart that could legally hold, say, I don't know, 1,000 or 1,500 people can take 10% of that,
00:10:35.860 so 100 or 150 at a time, as if they even count, as if they even limit it.
00:10:41.420 But look at this.
00:10:43.840 Mandatory additional restrictions for high case regions.
00:10:47.640 Faith services are limited to 15 in-person attendees.
00:10:54.740 Physical distancing must, between households must be maintained at all times.

00:11:03.320 You just said that Walmart could have 10% of its fire code.
00:11:08.080 So it's a proportion of its size.
00:11:11.280 So that could be hundreds.
00:11:13.640 But a church, even a large church, even what they call megachurches, it could hold thousands,
00:11:21.600 they can only have 15 people no matter how large they are?
00:11:25.820 So Walmart gets 10% of their capacity, but a huge church doesn't?
00:11:31.700 That's obviously absurd.
00:11:33.540 It's like California.
00:11:34.620 You know, they banned singing in churches, but not in Hollywood studios.
00:11:42.700 That's why the Supreme Court of the United States struck down that ban, because it was bigoted against churches.
00:11:47.000 Just like these rules are.
00:11:48.180 There's a church, as you know, in Calgary.
00:11:50.040 The Center Street Church holds over 3,000 people.
00:11:53.540 They're only allowed 15.
00:11:54.720 You know, Kenny changed the terms of his deal.
00:11:57.800 He said he'd crack down on regions of the province that had 350 cases per 100,000.
00:12:03.000 I disagree with that on its own right, but he literally said that 48 hours ago.
00:12:08.620 Look at his tweet.
00:12:10.500 New measures apply to municipalities or regions with 350-plus cases per 100,000 people,
00:12:16.000 and 250-plus currently active cases.
00:12:19.320 Now he just made it 50 cases per 100,000 cases.
00:12:22.380 Not people sick, not people in the hospital, just cases.
00:12:25.080 But he's still exempting his NHL friends, and he's still exempting the lobbyists from Costco and Walmart.
00:12:31.380 Just not the churches.
00:12:33.180 And he's going to deploy the cops heavy duty.

00:13:22.180 Other people are holding the stick during the lockdown.

00:13:26.080 The staycation class, the lockdown class, the bureaucrats, the officials, the teachers, unions,

00:13:33.320 They love the lockdown.
00:13:34.600 But many Albertans, I don't think they're going to, rural Albertans in particular,
00:13:39.860 who have nothing to do with spreading diseases in big cities,
00:13:42.680 anyone, rural or urban, who looks at the science on the government's own website and asks,
00:13:46.680 why are you bullying children and young people and shutting down businesses for families
00:13:50.700 when they're simply not at risk statistically?
00:13:55.440 Or some people will say, you know, we live with risk every day.
00:13:58.580 Life is about making thoughtful decisions about risk, whether it's crossing the street or what
00:14:03.980 you choose to eat.
00:14:05.880 And 14 months into this, it's not the apocalypse we were told it would be.
00:14:10.880 The time for panicking, if we wanted to panic, might have been in the beginning of the pandemic,
00:14:15.900 when we knew nothing about it.
00:14:17.460 Or it might have been in December, when the death rate suddenly quintupled in Alberta.
00:14:22.340 Why is it happening only now, this panic, when the death rate is down to five a day,
00:14:27.720 one in a million people, to be precise?

00:14:34.900 The hyperdrama is necessary to keep the state of fear going,
00:14:39.240 because the pandemic itself doesn't seem to be scaring people,

00:14:49.400 Nobody wants to be here, especially after 14 months with multiple waves of this pandemic.

00:15:35.920 Well, early this morning, the RCMP raided the Whistle Stop Diner in the small town of Mirror, Alberta.
00:15:54.740 As you know, we have been crowdfunding a lawyer to defend that shop.
00:15:59.620 It's a diner. It's a general store. It's a gas station.
00:16:04.140 It's really the only thing in Mirror, population 502.
00:16:08.960 Well, this morning, police raided it and put a chain on the door.
00:16:13.180 A few hours after that, I went live via Skype with our friend Sheila Gunn-Reed, who was on the scene.
00:16:19.440 Here are some excerpts from that interview.
00:16:21.240 Joining us now live from Mirror, Alberta, at the site of the police raid,

00:16:44.040 along with Alberta Health Services and the RCMP Conflict Resolution Team,
00:16:49.740 whom I've seen down at Grace Life Church, rolled in here and padlocked the doors
00:16:55.580 and cut Chris Scott off from, according to him, about $70,000 worth of inventory,
00:17:05.140 perishable inventory that he had stocked up for an event that they are holding here on Saturday.
00:17:12.320 And it sounds like the event is still going to go ahead, whether or not they've locked the doors.
00:17:17.480 I don't think that matters to Chris.
00:17:18.800 Yeah, now, I looked at the Alberta regulations for restaurants,
00:17:23.940 these new draconian regulations that were brought in last night by Jason Kenney.
00:17:28.540 But if I'm not mistaken, they were, like,
00:17:31.240 Kenney announced a bunch of different rules last night.
00:17:34.400 Some of them took almost immediate effect, but others, I think, delayed a few days,
00:17:39.040 including, I think, the ban on restaurants.
00:17:41.360 And I would imagine that so that restaurants could use up their perishable inventory.
00:17:46.580 That's just my guess if I had to wonder why some things kicked in on May 5th and some things kicked in until May 9th.

00:19:50.160 So Albert Health Services has been issuing Chris closure notices all along.
00:19:55.540 He's just been saying, stick it on the wall with the other one.

00:19:59.580 And so now they're using those prior closure notices to shut Chris down before his anticipated
00:20:08.540 super-spreader event, as they say, coming up on the weekend.

00:20:52.320 So what Alberta Health Services and the RCMP did this morning when they locked the doors
00:20:58.240 on this little gas station, convenience store and restaurant, is they cut off this small
00:21:03.920 town and all the rural people around here from their only convenience store and gas station.
00:21:10.120 The next closest convenience store and gas station is 20 kilometres up the road in Bashaw.
00:21:16.000 It's an Esso up there.
00:21:18.600 So this just doubles everybody's commute.
00:21:22.300 You can't go to the corner store now if you live in Muir if you need milk.
00:21:26.320 You've got to fire up the vehicle and go to Bashaw now.

00:21:31.880 So that's a collective punishment, really.
00:21:34.280 I mean, Jason Kenney last night made it pretty clear that there's certain people he blames
00:21:38.940 for the virus.

00:21:41.880 There have been viruses for millions of years.
00:21:46.900 But apparently this virus is the fault of the whistle stop and the fault of people who
00:21:54.300 went to the rodeo.
00:21:55.720 Certainly not the fault of Wuhan, China.
00:21:58.020 Anyone who says so is obviously a racist.
00:22:00.600 But it is, according to various governments, the fault.
00:22:04.360 They're blaming people for it.
00:22:05.960 And so I suppose it's fitting that they're meting out a collective punishment by shutting

00:23:06.020 And that's an interesting thing that was in Chris's live stream this morning, is when he
00:23:12.260 was demanding and even pleading with the government officials to be allowed to go inside of his
00:23:19.200 own property and turn the gas off, turn the equipment on, secure his restaurant for a long-term shutdown,
00:23:27.840 they wouldn't let him.
00:23:29.220 They only let his staff go in.
