00:00:49.820 testimony before a parliamentary committee, absolutely proving beyond, in my mind, a shadow of a doubt
00:00:55.260 that Justin Trudeau, Katie Telford, Gerald Butts, and the rest of the PMO are crooked.
00:01:00.880 Don't listen to me, say it, listen to her.
00:01:03.080 And this very special extended edition of the Ezra Levant Show, you've got to get right to it.
00:01:08.200 Without further to do, here is the audio-only version of Jody Wilson-Raybould taking down the king.
00:01:15.100 You're listening to a Rebel Media Podcast.
00:01:19.520 Tonight, Jody Wilson-Raybould, the former attorney general, did something shocking today.
00:01:24.000 She told the truth about Justin Trudeau.
00:01:26.760 I think he might go to jail.
00:01:28.820 It's February 27th, and this is the Ezra Levant Show.
00:01:31.620 Today, Jody Wilson-Raybould testified before Parliament about Justin Trudeau, Gerald Butts,
00:01:59.280 and the rest of the prime minister's office, and others in the liberal inner circle,
00:02:03.520 other cabinet ministers, and even the head of the supposedly nonpartisan civil service,
00:02:08.180 the clerk of the Privy Council, Michael Wernick,
00:02:10.600 how all of these people and others conspired to pressure her
00:02:14.320 to drop criminal charges against a corrupt company called SNC-Lavalin.
00:02:20.220 That's a Quebec-based engineering firm that was caught paying $48 million in illegal bribes in Libya.
00:02:27.220 They were prosecuted for those crimes of corruption in Canada,
00:02:31.980 but because they're a Quebec company, and Trudeau is a Quebec prime minister,
00:02:35.440 well, Libranos' instinct came out, and so the Montreal liberals, including Trudeau and Butts,
00:02:41.240 well, they went to work on Jody Wilson-Raybould,
00:02:43.980 the first aboriginal woman justice minister in Canadian history.
00:02:47.960 They met with her.
00:02:49.080 They pestered her.
00:02:49.720 They pressed her a dozen times, and she refused to bend.
00:02:52.960 And so they broke her.
00:02:54.880 They fired her. 1.00
00:02:56.960 Now, until now, it was just reports in the newspapers.
00:03:00.060 The Globe and Mail reported some of this a few weeks ago,
00:03:01.940 but it was mainly anonymous sources.
00:03:03.760 Wilson-Raybould herself hired a former Supreme Court judge as her lawyer 0.92
00:03:07.280 to make sure she complied with her obligations as a former cabinet minister
00:03:11.420 and justice minister in terms of confidentiality and solicitor-client privilege,
00:03:16.120 as in she couldn't say things publicly, so she didn't.
00:03:19.960 But today, she negotiated her appearance at a parliamentary committee,
00:03:24.620 and Trudeau actually, under pressure, agreed to waive at least some of his solicitor-client privilege
00:03:31.280 over her to allow her to talk at least somewhat about it, and oh my God, she did.
00:03:36.380 Now, I'm going to play for you her opening comments to the parliamentary committee.
00:03:41.260 Afterwards, she took questions.
00:03:42.480 I'm going to play about a half an hour of that, her opening statement, in full.
00:03:48.200 Now, I'm going to stop the video from time to time to give you my thoughts.
00:03:52.560 I haven't even scripted this.
00:03:54.060 I just watched it in awe.
00:03:55.860 This is breaking so late in the day.
00:03:58.040 I actually had another monologue fully prepared for today,
00:04:00.780 but this late-breaking news is just too important.
00:04:03.560 I want to show it to you in full, her comments, that is,
00:04:06.580 because I know you won't get that elsewhere.
00:04:08.720 So here, without further ado, is Jody Wilson-Raybould,
00:04:13.340 the former Justice Minister and Attorney General,
00:04:15.420 who was fired from that position and demoted to Veterans Minister,
00:04:19.100 and then quit that, and now has spoken truth to power.
00:04:22.620 It is the most amazing thing I think I have ever seen in Canadian politics.
00:04:27.560 Let's watch, and I'll cut in from time to time with some thoughts.
00:04:32.040 Here she is.
00:04:33.240 Thank you so much, Ms. Wilson-Raybould.
00:04:34.680 The floor is yours.
00:04:35.260 Well, Gayla Kusla, thank you, Mr. Chair,
00:04:38.060 and thank you to the members of the Justice Committee
00:04:40.260 for providing me the opportunity for extended testimony today.
00:04:44.540 I very much appreciate it.
00:04:46.740 And starting off, I would like to acknowledge the territory,
00:04:49.720 the ancestral lands of the Algonquin people.
00:04:53.360 For a period of approximately four months,
00:04:55.820 between September and December of 2018,
00:04:59.300 I experienced a consistent and sustained effort
00:05:03.080 by many people within the government
00:05:04.880 to seek to politically interfere
00:05:07.300 in the exercise of prosecutorial discretion
00:05:10.420 in my role as the Attorney General of Canada
00:05:13.260 in an inappropriate effort
00:05:14.940 to secure a deferred prosecution agreement with SNC-Lavalin.
00:05:19.760 These events involved 11 people,
00:05:23.320 excluding myself and my political staff,
00:05:25.480 from the Prime Minister's office,
00:05:27.460 the Privy Council office,
00:05:28.560 and the Office of the Minister of Finance.
00:05:31.740 This included in-person conversations,
00:05:34.040 telephone calls, emails, and text messages.
00:05:36.740 There were approximately 10 phone calls
00:05:38.600 and 10 meetings specifically about SNC,
00:05:41.820 and I and or my staff were a part of these meetings.
00:05:46.000 Within these conversations,
00:05:47.680 there were express statements written in my testimonies
00:05:50.400 to outline the details of these communications
00:05:52.460 for the committee and indeed all Canadians.
00:05:55.480 However, before doing that,
00:05:56.560 let me make a couple of comments.
00:05:58.740 First, I want to thank Canadians for their patience
00:06:01.420 since the February 7th story,
00:06:04.360 which broke in the Globe and Mail.
00:06:06.780 Thank you as well,
00:06:07.860 specifically to those who have reached out to me
00:06:09.760 across the country.
00:06:10.920 I appreciate the messages,
00:06:12.360 and I have read all of them.
00:06:15.380 Secondly, on the role of the Attorney General.
00:06:18.340 The Attorney...
00:06:19.020 All right, so there was a little bit of a hiccup
00:06:21.340 in the live stream we were playing there,
00:06:22.960 but right there is stunning.
00:06:27.200 You will recall that Justin Trudeau,
00:06:28.700 when he first saw that early February report
00:06:30.940 in the Globe and Mail,
00:06:31.580 said, oh, there's nothing there.
00:06:32.440 There's nothing to it,
00:06:33.780 and you know she's fine with it,
00:06:34.840 and in no time...
00:06:35.820 Well, remember what he said.
00:06:36.860 He said, no time did I direct her
00:06:39.420 to take a decision.
00:06:41.780 He used very legalistic language,
00:06:44.120 but if you were to take that at face value,
00:06:48.980 you would think, oh, well,
00:06:49.540 Trudeau didn't pester her at all,
00:06:51.400 but we just heard 10 phone calls
00:06:54.780 and 10 meetings,
00:06:57.440 and there were texts and other things.
00:06:59.480 Justin Trudeau told the world a lie
00:07:02.660 because of two things.
00:07:04.420 He thought Jody Wilson-Raybould
00:07:05.740 was still on side enough
00:07:07.720 because, remember, when that story broke,
00:07:10.120 she was still the veterans minister,
00:07:11.680 so he held power over her.
00:07:13.180 You're not going to give up your perks
00:07:15.780 of being in cabinet, are you?
00:07:17.620 And, of course, he was holding over
00:07:20.880 her solicitor-client privilege.
00:07:22.780 Now, I don't even know
00:07:23.300 if that would properly apply,
00:07:24.860 but that's when a lawyer gives advice
00:07:26.620 to a client.
00:07:27.760 The lawyer can't blab about it.
00:07:29.820 Well, Justin Trudeau was betting on that
00:07:32.280 to make the story go away.
00:07:33.500 You'll remember he bragged
00:07:34.780 that she was in cabinet.
00:07:36.320 Well, the next day she quit.
00:07:37.860 You can imagine how infuriating
00:07:40.280 it would have been for Jody Wilson
00:07:42.280 and were able to watch Trudeau say,
00:07:43.720 oh, no, no, I never pressured her,
00:07:45.320 knowing there were 10 phone calls,
00:07:48.100 10 meetings, and so much more.
00:07:50.100 I tell you, at this moment,
00:07:51.360 you could hear a pin drop
00:07:52.800 in that parliamentary committee.
00:07:54.380 Let's watch some more.
00:07:56.320 The Attorney General exercises
00:07:57.760 prosecutorial discretion as provided for
00:08:00.560 under the Director of Public Prosecutions Act.
00:08:03.500 Generally, this authority is exercised
00:08:05.500 by the Director of Public Prosecutions,
00:08:07.740 but the Attorney General has authority
00:08:09.660 to issue directives to the DPP
00:08:11.740 on specific prosecutions
00:08:13.960 or to take over prosecutions.
00:08:17.320 It is well established
00:08:18.600 that the Attorney General exercises
00:08:20.440 prosecutorial discretion.
00:08:22.580 She or he does so individually
00:08:24.840 and independently.
00:08:26.880 These are not cabinet decisions.
00:08:29.540 I will say that it is appropriate
00:08:31.340 for cabinet members or colleagues
00:08:33.000 to draw to the Attorney General's attention
00:08:35.040 what they see as important
00:08:37.020 policy considerations
00:08:38.420 that are relevant to decisions
00:08:40.420 about how a prosecution will proceed.
00:08:43.480 What is not appropriate
00:08:44.860 is pressing the Attorney General
00:08:46.900 on matters that she or he
00:08:49.400 cannot take into account,
00:08:51.360 such as partisan political considerations,
00:08:54.260 continuing to urge the Attorney General
00:08:55.960 to take her or his mind
00:08:58.160 four months after the decision
00:09:00.240 has been made
00:09:01.120 or suggesting that a collision
00:09:03.720 with the Prime Minister
00:09:04.820 on these matters should be avoided.
00:09:08.320 Well, isn't that interesting?
00:09:10.880 First of all, she's summarizing
00:09:13.020 what the rule of law means.
00:09:15.420 The rule of law means
00:09:17.280 we follow the black letters in a book.
00:09:19.540 It's the opposite of the rule of man
00:09:21.480 where some king says
00:09:23.140 this is the law today,
00:09:24.420 we'll prosecute him
00:09:25.660 but not prosecute her
00:09:27.080 because I am the king
00:09:28.480 in a country with the rule of law,
00:09:30.540 responsible government
00:09:31.260 and an independent judiciary.
00:09:33.300 Whether you're rich or poor
00:09:34.640 or connected or not
00:09:35.940 makes no difference.
00:09:37.020 It was very important
00:09:37.820 for Jody Wilson-Raybill
00:09:38.780 to make these points.
00:09:40.560 And you'll notice
00:09:41.540 that she's reasonable.
00:09:42.640 She says there are some
00:09:43.760 policy issues
00:09:45.680 that are appropriate
00:09:46.980 to consider when prosecuting
00:09:49.360 but that doesn't include
00:09:51.600 the political outcomes
00:09:54.200 of any political party
00:09:55.500 or the whims
00:09:56.620 of the Prime Minister.
00:09:57.720 That's an important distinction
00:09:59.160 she comes to later on.
00:10:00.840 Here, let's continue to watch.
00:10:02.920 With that said,
00:10:04.280 the remainder of my testimony
00:10:05.460 will be a detailed
00:10:06.760 and factual delineation
00:10:08.040 of approximately
00:10:08.840 10 phone calls,
00:10:10.280 10 in-person meetings
00:10:11.260 and emails and text messages
00:10:12.920 that were part of an effort
00:10:14.280 to politically interfere
00:10:15.620 regarding SNC,
00:10:17.340 the SNC matter
00:10:18.220 for purposes of securing
00:10:19.880 a deferred prosecution.
00:10:21.080 The story begins
00:10:23.360 on September the 4th, 2008.
00:10:26.140 My chief and staff
00:10:27.060 and I were overseas
00:10:28.400 when I was sent
00:10:29.800 a memorandum
00:10:30.880 for the Attorney General
00:10:32.040 pursuant to Section 13
00:10:33.560 of the Director
00:10:34.440 of Public Prosecutions Act,
00:10:36.700 which was entitled,
00:10:38.360 quote,
00:10:38.660 whether to issue
00:10:39.700 an invitation
00:10:40.420 to negotiate
00:10:41.300 a remediation agreement
00:10:42.500 to SNC-Lavalin,
00:10:44.360 end quote,
00:10:45.240 which was prepared
00:10:46.060 by the Director
00:10:46.700 of Public Prosecutions,
00:10:48.100 Kathleen Roussel.
00:10:48.840 The only parts
00:10:50.680 of this note
00:10:51.340 that I will disclose
00:10:52.440 are as follows,
00:10:54.360 quote,
00:10:54.740 the DPP is of the view
00:10:56.440 that an invitation
00:10:57.500 to negotiate
00:10:58.520 will not be made
00:10:59.680 in this case
00:11:00.520 and that no announcement
00:11:02.000 will be made
00:11:02.760 by the PPSC,
00:11:04.500 end quote.
00:11:05.540 As with all
00:11:06.400 Section 13 notices,
00:11:08.160 the Director
00:11:08.620 provides the information
00:11:09.920 so that the Attorney General
00:11:11.260 can take such course
00:11:12.380 of action
00:11:13.000 as they deem appropriate.
00:11:15.200 In other words,
00:11:16.220 the Director
00:11:16.680 had made her decision
00:11:18.000 to not negotiate
00:11:19.840 a remediation agreement
00:11:20.900 with SNC-Lavalin.
00:11:23.120 Okay,
00:11:23.680 so just to be clear,
00:11:25.300 Jody Wilson-Raybould,
00:11:26.120 she's the Justice Minister,
00:11:27.060 she's the Cabinet Minister,
00:11:28.000 but she's also
00:11:28.720 the Attorney General,
00:11:30.100 the highest-ranking lawyer
00:11:31.680 in Canada.
00:11:33.180 And one of her
00:11:34.480 lower-ranking lawyers,
00:11:35.960 the Head of Public Prosecutions,
00:11:37.660 sent her a memo saying,
00:11:39.180 no,
00:11:39.460 we're not going to cut
00:11:40.300 a plea deal
00:11:40.860 with these guys,
00:11:41.720 and I won't get
00:11:42.360 into the reasons why.
00:11:43.780 We've shown you
00:11:44.400 a clip from
00:11:44.840 Solomon Friedman before.
00:11:46.220 They don't qualify.
00:11:47.120 These guys are
00:11:48.040 repeat offenders.
00:11:49.380 It goes to the highest
00:11:50.280 ranks of the company.
00:11:51.560 They continually
00:11:52.580 do business
00:11:54.900 in a corrupt way.
00:11:56.140 So,
00:11:56.740 the independent prosecutor,
00:11:58.460 who's not a political person,
00:11:59.540 is just a prosecuting lawyer,
00:12:01.320 you heard her name,
00:12:01.920 Roussel was her name,
00:12:03.120 wrote a memo
00:12:03.780 to her boss,
00:12:04.480 Jody Wilson-Raybould,
00:12:05.220 saying,
00:12:05.920 boss,
00:12:06.460 just to give you
00:12:07.300 the heads up,
00:12:08.140 we're not going to
00:12:09.240 enter into a plea bargain
00:12:10.760 to let these guys
00:12:12.020 off the hook,
00:12:12.660 something sometimes called
00:12:13.720 a deferred prosecution
00:12:15.280 agreement.
00:12:16.360 So it was over,
00:12:18.340 and it was important
00:12:19.480 that Jody Wilson-Raybould
00:12:20.320 start the conversation
00:12:21.160 this way,
00:12:21.700 to let you know
00:12:22.680 that the independent
00:12:24.580 judgment call
00:12:25.860 by the prosecutor
00:12:27.280 was,
00:12:28.500 we have to sue 0.94
00:12:29.280 these criminals.
00:12:31.120 That's the rule of law.
00:12:33.180 Now,
00:12:33.460 there is room
00:12:33.940 for some policy debate,
00:12:36.020 and that's why
00:12:37.100 the memo went
00:12:37.660 to the justice minister,
00:12:38.960 the attorney general.
00:12:40.140 But it's important
00:12:41.020 for you to know
00:12:41.720 that in September,
00:12:42.420 she said 2008,
00:12:43.700 she meant 2018,
00:12:44.640 the government
00:12:46.400 of Canada
00:12:46.920 was going to prosecute
00:12:48.300 the well-known
00:12:49.100 criminals, 0.62
00:12:49.780 SNC-Lavalin.
00:12:50.520 I'm saying they are
00:12:51.360 well-known
00:12:51.720 because they've
00:12:52.100 confessed to all this.
00:12:53.100 Keep watching.
00:12:54.620 Lavalin.
00:12:55.940 I subsequently spoke
00:12:57.280 to my minister's office
00:12:58.340 staff about the decision,
00:13:00.240 and I did
00:13:01.140 the standard practice
00:13:02.260 of undertaking
00:13:03.040 further internal work
00:13:04.260 and due diligence
00:13:05.000 in relation to this note,
00:13:07.020 a practice that I
00:13:08.040 have had
00:13:08.820 for many of the
00:13:10.580 Section 13 notices
00:13:11.660 that I received
00:13:12.640 when I was
00:13:13.340 the Attorney General.
00:13:14.840 In other words,
00:13:15.660 I immediately put
00:13:16.480 in motion
00:13:17.100 with my department
00:13:18.680 and minister's office
00:13:19.860 a careful consideration
00:13:21.460 and study of the matter.
00:13:23.700 Two days later,
00:13:24.840 on September the 6th,
00:13:26.560 one of the first
00:13:27.320 communications
00:13:27.940 about the DPA
00:13:29.100 was received
00:13:30.080 from outside
00:13:30.820 of my department.
00:13:33.000 Ben Chin,
00:13:34.200 Minister Morneau's
00:13:35.200 Chief of Staff,
00:13:36.500 emailed my
00:13:37.020 Chief of Staff
00:13:37.840 and they arranged
00:13:38.920 to talk.
00:13:40.120 He wanted to talk
00:13:41.040 about SNC
00:13:42.020 and what we could do,
00:13:43.980 if anything,
00:13:44.720 to address this.
00:13:46.160 He said to her,
00:13:47.280 my chief,
00:13:48.040 that if they don't
00:13:49.160 get a DPA,
00:13:50.240 they will leave Montreal
00:13:51.340 and it's the Quebec
00:13:53.060 election right now,
00:13:54.320 so we can't have
00:13:55.120 that happen.
00:13:56.580 He said that they have
00:13:57.800 a big meeting
00:13:58.380 coming up on Tuesday
00:13:59.540 and that this bad news
00:14:01.860 may go public.
00:14:02.740 Now,
00:14:05.940 I'll let her explain it,
00:14:07.080 but you got it
00:14:07.960 right there.
00:14:08.420 Ben Chin,
00:14:09.700 that's the Chief of Staff
00:14:10.720 to Bill Morneau,
00:14:11.420 the finance minister.
00:14:12.280 He's also,
00:14:13.260 it won't surprise you
00:14:14.280 to learn,
00:14:14.660 a former CBC journalist.
00:14:17.320 And as she'll explain,
00:14:18.500 saying,
00:14:18.900 hey,
00:14:19.560 minister,
00:14:20.580 I'm with the finance minister
00:14:22.720 and you know,
00:14:23.900 suing this company
00:14:24.860 could cause job losses
00:14:27.140 in Canada.
00:14:28.040 Please take that
00:14:28.740 into account.
00:14:30.440 That's a legitimate
00:14:31.400 public policy question.
00:14:33.500 Maybe the proper thing
00:14:34.880 to do for Canada
00:14:36.080 is to protect the jobs.
00:14:37.780 I don't think so.
00:14:38.540 I think we have to
00:14:39.500 prosecute corrupt companies.
00:14:41.560 I think saying,
00:14:42.460 oh,
00:14:42.680 putting us in jail
00:14:43.880 will hurt our economy.
00:14:45.060 I don't think that's
00:14:45.780 the way to do it.
00:14:46.780 But that's legit.
00:14:47.880 But do you hear
00:14:48.560 that second part?
00:14:50.120 Uh-oh,
00:14:50.640 the election is coming up.
00:14:52.140 We can't lose an election.
00:14:53.700 No, no, no.
00:14:54.420 Then that's about
00:14:55.180 the personal interest
00:14:56.420 of the liberals,
00:14:57.980 of the Libranos.
00:14:59.280 Do you see?
00:14:59.980 Well,
00:15:00.380 don't take it from me.
00:15:01.700 Take it from
00:15:02.400 Jodie Wilson-Raybould.
00:15:04.600 This same day,
00:15:05.540 my chief of staff
00:15:06.460 exchanged some emails
00:15:07.980 with my minister's office
00:15:09.920 staff about this,
00:15:11.600 who advised her
00:15:12.420 that the deputy
00:15:13.020 attorney general,
00:15:14.160 Nathalie Thruin,
00:15:15.220 was working on something
00:15:16.800 and that my staff
00:15:18.460 were drafting a memo
00:15:19.480 about the role
00:15:20.320 of the attorney general
00:15:21.320 vis-Ă -vis the PPSC.
00:15:23.840 It was on or about
00:15:25.100 this day
00:15:25.660 that I requested
00:15:26.440 a one-on-one meeting
00:15:28.180 with the prime minister
00:15:29.180 on another matter
00:15:30.500 of urgency
00:15:31.300 and as soon as possible
00:15:33.300 after I got back
00:15:34.300 into the country.
00:15:35.900 This request
00:15:36.820 would ultimately
00:15:37.380 become the meeting
00:15:38.300 on September the 17th
00:15:40.260 between myself
00:15:41.200 and the prime minister
00:15:42.100 that has widely
00:15:42.780 been reported
00:15:43.420 in the media.
00:15:45.100 On September 7th,
00:15:46.600 my chief of staff
00:15:47.500 spoke by phone
00:15:48.740 to my then minister,
00:15:50.420 or deputy minister,
00:15:51.680 about the call
00:15:52.560 she had received
00:15:53.320 from Ben Chin
00:15:54.160 and the deputy stated
00:15:55.760 that the department
00:15:56.680 is working on this.
00:15:58.380 The deputy gave
00:15:59.180 my chief
00:15:59.880 a quick rundown
00:16:01.520 of what she thought
00:16:02.620 some options
00:16:03.580 would be.
00:16:05.200 On the same day,
00:16:06.020 I received a note
00:16:06.720 from my staff
00:16:07.600 on the role
00:16:08.840 of the attorney general,
00:16:10.460 a note that I also
00:16:11.440 shared with Elder,
00:16:13.160 or that my office
00:16:13.800 also shared with Elder Marquez
00:16:15.240 and Amy Archer
00:16:16.280 at the PMO.
00:16:18.440 Same day,
00:16:19.540 staff in my office
00:16:20.400 met with the deputy minister.
00:16:22.580 Some excerpts
00:16:23.360 of the section 13 note
00:16:25.100 were read
00:16:25.880 to the deputy minister,
00:16:27.440 but the deputy minister
00:16:28.400 did not want
00:16:29.040 to be provided
00:16:29.640 with a copy
00:16:30.240 of the section 13 note.
00:16:33.000 September 8th,
00:16:34.360 my deputy shared
00:16:35.540 the draft note
00:16:36.300 on the role
00:16:36.720 of the attorney general
00:16:37.560 with my chief of staff
00:16:38.660 who subsequently
00:16:39.340 shared it with me.
00:16:41.000 And over the next day,
00:16:43.180 clarity was sought
00:16:43.900 by my staff
00:16:44.900 with the deputy
00:16:45.680 on aspects
00:16:46.340 of the options
00:16:47.240 that were laid out
00:16:48.020 in her note.
00:16:49.840 A follow-up conversation
00:16:51.640 between Ben Chin
00:16:52.580 and a member
00:16:53.380 of my staff,
00:16:54.500 Francois Giroux,
00:16:55.520 occurred on September
00:16:56.600 the 11th.
00:16:58.400 Mr. Chin said
00:16:59.180 that SNC
00:17:00.100 had been informed
00:17:01.600 by the PPSC
00:17:03.980 that it cannot
00:17:04.560 enter into a DPA.
00:17:07.000 And Ben again
00:17:07.720 detailed the reasons
00:17:08.680 why they were told
00:17:10.040 that they were not
00:17:10.600 getting a DPA.
00:17:12.520 Mr. Chin also noted
00:17:13.700 that SNC's legal counsel,
00:17:15.740 Frank Iacobucci,
00:17:17.600 and further detailed
00:17:18.760 what the terms were
00:17:20.000 that SNC was prepared
00:17:21.460 to agree to,
00:17:22.760 stating that they viewed
00:17:23.820 this as part
00:17:24.640 of a negotiation.
00:17:26.380 To be clear,
00:17:27.700 up to this point,
00:17:28.860 I had not been
00:17:30.100 directly contacted
00:17:31.200 by the Prime Minister,
00:17:32.800 officials in the
00:17:33.560 Prime Minister's office,
00:17:34.480 or the Privy Council
00:17:35.340 office about this matter.
00:17:37.060 With the exception
00:17:38.060 of Mr. Chin's discussions,
00:17:40.520 the focus of communications
00:17:41.680 had been internal
00:17:42.840 to the Department of Justice.
00:17:45.280 This changes
00:17:46.220 is on September 1st.
00:17:47.760 Okay.
00:17:48.920 Ben Chin broke the law.
00:17:50.940 Technically,
00:17:51.440 you're not allowed
00:17:51.800 to put any pressure
00:17:52.580 on the Justice Minister
00:17:54.020 in any manner
00:17:55.460 to obstruct justice.
00:17:57.760 He did that
00:17:58.660 with the reference
00:18:00.280 to the outcome
00:18:01.180 of the election.
00:18:01.920 You can't try
00:18:02.960 and lean on a prosecutor
00:18:04.140 and say,
00:18:05.040 don't prosecute a criminal
00:18:06.400 because it'll look bad
00:18:07.520 for the Liberal Party.
00:18:08.860 You can talk about jobs
00:18:09.920 that is legitimate.
00:18:11.320 But as you can see,
00:18:12.700 the decision was made
00:18:13.840 by the prosecutor
00:18:14.780 at the DPP.
00:18:15.560 That's the public
00:18:16.580 prosecution's office.
00:18:18.420 And understand
00:18:19.700 what she just said.
00:18:21.160 She requested a meeting
00:18:22.380 with Justin Trudeau
00:18:23.760 about another matter.
00:18:25.520 Did you hear that?
00:18:26.620 And she said
00:18:27.520 that no one
00:18:28.320 from the PMO
00:18:29.340 had talked to her
00:18:31.020 about this.
00:18:32.140 But she goes
00:18:33.100 to meet with Trudeau
00:18:34.100 on another matter
00:18:35.120 and guess what
00:18:36.680 he talks about.
00:18:37.580 Well, take a listen.
00:18:38.840 Number the 16th.
00:18:40.640 My chief of staff
00:18:41.740 had a phone call
00:18:42.480 with Mathieu Bouchard
00:18:43.520 and Alder Marquez
00:18:44.340 from the Prime Minister's office.
00:18:46.200 They wanted to discuss SNC.
00:18:48.860 They told her
00:18:49.880 that SNC
00:18:50.680 had made further submissions
00:18:51.780 to the Crown
00:18:52.460 and that there is
00:18:54.020 some softening
00:18:54.880 but not much.
00:18:56.380 They said that
00:18:57.060 they understood
00:18:57.780 that the individual
00:18:59.060 Crown prosecutor
00:19:00.260 wants to negotiate
00:19:01.580 an agreement
00:19:02.100 but the director
00:19:02.740 does not.
00:19:04.120 They said that
00:19:04.800 they understand
00:19:05.480 they can't direct
00:19:09.220 but that they hear
00:19:10.880 that our deputy
00:19:12.300 of justice
00:19:13.500 thinks we can
00:19:14.960 get the PPSC
00:19:16.540 to say
00:19:17.260 we think that
00:19:18.300 we should get
00:19:18.740 some outside advice
00:19:19.940 on this.
00:19:21.520 They said that
00:19:22.220 they think
00:19:22.660 we should be able
00:19:23.620 to find
00:19:24.260 a more reasonable
00:19:25.720 resolution here.
00:19:27.660 They told her
00:19:28.640 that SNC's
00:19:29.720 next board meeting
00:19:30.880 is on Thursday
00:19:32.020 which was
00:19:32.820 September the 20th.
00:19:33.860 They also mentioned
00:19:35.540 the Quebec election
00:19:36.600 context.
00:19:38.320 They asked my chief
00:19:39.200 if someone
00:19:39.980 has suggested
00:19:41.180 the outside idea
00:19:42.640 to the PPSC
00:19:43.740 and asked whether
00:19:44.820 or not
00:19:45.340 we were open
00:19:46.440 to this suggestion.
00:19:47.940 They wanted to know
00:19:48.840 if my deputy
00:19:49.520 could do it.
00:19:51.560 In response
00:19:52.400 my chief of staff
00:19:53.260 stressed to them
00:19:54.260 prosecutorial independence
00:19:55.520 and potential concerns
00:19:57.560 about the interference
00:19:58.520 in the independence
00:19:59.380 of the prosecutorial functions.
00:20:02.080 Mr. Bouchard
00:20:02.840 Let me stop there
00:20:03.880 just for a second.
00:20:05.020 When she says chief
00:20:06.220 she's referring to
00:20:07.000 chief of staff.
00:20:08.460 So that's a political position.
00:20:10.280 When she says deputy
00:20:11.260 that's the head
00:20:12.440 civil servant
00:20:13.760 working in the
00:20:14.900 Justice Department.
00:20:15.820 I know this is
00:20:16.260 a little bit technical
00:20:17.060 but I think the devil
00:20:18.300 hears in the details.
00:20:19.640 So you hear again
00:20:20.500 the mention
00:20:21.000 of the Quebec election.
00:20:22.780 And the idea is
00:20:24.060 well look
00:20:25.440 that head of public
00:20:26.400 prosecutions
00:20:27.220 she's so hardline
00:20:28.780 and you're so hardline.
00:20:30.300 Can we give you
00:20:32.360 another lawyer?
00:20:33.420 Can we get a second opinion?
00:20:35.320 We can find some lawyer
00:20:36.780 who says it's okay.
00:20:38.340 Will you go for that?
00:20:39.080 Imagine that.
00:20:40.660 Imagine the lobbying
00:20:41.760 to say well
00:20:42.580 can we replace
00:20:43.520 your judgment
00:20:44.440 with some lawyer
00:20:45.840 that we're going to
00:20:46.840 basically make sure
00:20:48.040 gives you the
00:20:48.600 proper outcome here.
00:20:50.200 It's already
00:20:51.160 very murky.
00:20:52.380 Listen to some more.
00:20:53.260 And Mr. Marquez
00:20:55.360 kept telling her
00:20:56.700 that they didn't
00:20:57.320 want to cross any lines
00:20:58.520 but they asked
00:20:59.540 my chief of staff
00:21:00.360 to follow up with me
00:21:01.400 directly on this matter.
00:21:03.700 To be clear
00:21:04.560 I was fully aware
00:21:05.580 of the conversations
00:21:06.480 between September
00:21:07.640 the 4th
00:21:08.320 and 16th
00:21:09.940 that I have outlined.
00:21:11.540 I had regularly
00:21:12.540 had been regularly
00:21:13.880 briefed by my staff
00:21:15.000 from the moment
00:21:15.620 this first arose
00:21:16.880 and had also reviewed
00:21:18.720 all materials
00:21:19.660 that had been produced.
00:21:21.960 Further
00:21:22.440 my view
00:21:23.300 had also formed
00:21:24.720 at this point.
00:21:26.200 Through the work
00:21:26.660 of my department
00:21:27.340 my minister's office
00:21:28.440 and work I conducted
00:21:29.760 on my own
00:21:30.700 that is what
00:21:31.900 was inappropriate
00:21:32.940 that it was inappropriate
00:21:34.440 for me
00:21:35.240 to intervene
00:21:36.140 in the decision
00:21:37.040 of the director
00:21:37.820 of public prosecutions
00:21:38.940 in this case
00:21:39.780 and to pursue
00:21:40.780 a deferred prosecution
00:21:42.100 agreement.
00:21:43.620 In the course
00:21:44.380 of reaching this view
00:21:45.280 I discussed the matter
00:21:46.540 on a number of occasions
00:21:47.540 with my then deputy
00:21:48.760 so that she was aware
00:21:50.080 of my view
00:21:50.780 raised concerns
00:21:52.200 on a number of occasions
00:21:53.320 with my deputy minister
00:21:54.660 about the appropriateness
00:21:56.180 of communications
00:21:56.980 we were receiving
00:21:58.220 from outside the department
00:21:59.820 and also raised concerns
00:22:01.820 about some of the options
00:22:03.580 that she had been suggesting.
00:22:06.620 On September 17th
00:22:08.480 the deputy minister
00:22:10.160 said that finance
00:22:11.520 had told her
00:22:12.500 that they wanted
00:22:13.100 to make sure
00:22:13.780 that Kathleen
00:22:14.660 understands the impact
00:22:16.780 if we do not
00:22:17.740 do nothing in this case.
00:22:19.080 given the potential
00:22:21.340 concerns raised
00:22:22.340 by this conversation
00:22:23.220 I discussed this later
00:22:24.420 with my deputy.
00:22:26.060 This same day
00:22:27.140 September 17th
00:22:28.780 I have my one-on-one
00:22:30.240 meeting with the prime minister
00:22:31.440 that I requested
00:22:32.480 a couple of weeks ago.
00:22:34.340 When I walked in
00:22:35.620 the clerk of the Privy Council
00:22:36.820 was in attendance
00:22:37.720 as well.
00:22:39.240 While the meeting
00:22:40.100 was not about
00:22:41.220 the issue of SNC
00:22:42.640 and DPAs
00:22:43.620 the prime minister
00:22:44.640 raised the issue
00:22:45.460 immediately.
00:22:45.980 The prime minister
00:22:47.780 asked me to help out
00:22:49.020 to find a solution
00:22:50.540 here for SNC
00:22:51.940 citing that
00:22:53.120 if there is no DPA
00:22:54.320 there would be
00:22:54.900 many jobs lost
00:22:56.000 and that SNC
00:22:57.280 would move from Montreal.
00:22:59.540 In response
00:23:00.440 I explained to him
00:23:01.320 the law
00:23:01.780 and what I have
00:23:03.100 the ability to do
00:23:04.320 and not do
00:23:05.180 under the Director
00:23:05.900 of Public Prosecutions Act
00:23:07.460 around issuing directives
00:23:09.380 or assuming conduct
00:23:11.200 of prosecutions.
00:23:12.540 I told him
00:23:13.380 that I had done
00:23:13.980 my due diligence
00:23:14.660 and had made up my mind
00:23:15.860 on SNC
00:23:16.780 and that I was
00:23:17.880 not going to interfere
00:23:19.260 with the decision
00:23:20.040 of the Director.
00:23:23.560 Let's just stop there
00:23:24.540 for a second.
00:23:26.000 I have my disagreements
00:23:27.320 with Jody Wilson-Raybould.
00:23:28.440 I think she's
00:23:29.160 very left-wing.
00:23:30.780 I disagree with
00:23:31.740 some of her takes
00:23:32.440 on Aboriginal land claims
00:23:34.240 but that's
00:23:36.700 got nothing to do
00:23:37.800 with this.
00:23:38.960 Let me say
00:23:39.840 my unvarnished admiration
00:23:41.580 for her belief
00:23:43.200 in the law
00:23:44.120 for her love
00:23:45.520 for the law.
00:23:46.980 She's left-winger 0.99
00:23:47.680 that's not what
00:23:48.200 we're talking about.
00:23:49.880 We're talking about
00:23:50.600 someone who is
00:23:51.300 willing to look
00:23:52.020 in the eye
00:23:52.560 the Prime Minister
00:23:53.360 the most powerful
00:23:54.600 politician in the country
00:23:55.900 her boss
00:23:57.120 someone at whose
00:23:58.600 pleasure she serves
00:23:59.680 and say
00:24:00.100 boss
00:24:00.560 you're asking me
00:24:02.340 to make a decision
00:24:03.180 that is contrary
00:24:04.260 to my good conscience
00:24:05.600 and the law
00:24:06.640 and I've done
00:24:07.460 my due diligence
00:24:08.160 and I've done
00:24:08.680 my homework
00:24:09.180 and it certainly
00:24:09.780 sounds like she had
00:24:10.660 I can't remember
00:24:13.240 seeing courage
00:24:14.620 like that
00:24:15.280 in Canadian politics
00:24:17.320 in my life
00:24:18.800 in my life
00:24:20.620 and I just know
00:24:22.520 in my bones
00:24:23.500 that Justin Trudeau
00:24:25.180 looks at Jody Wilson-Raybould
00:24:27.120 the same way
00:24:27.700 he looks at
00:24:28.720 Bardish Chaggar 0.82
00:24:30.340 or Miriam Monsef
00:24:31.800 or Catherine McKenna 0.83
00:24:33.020 or any of the other people
00:24:34.540 that he told us all
00:24:35.700 were hired
00:24:36.620 just to meet some
00:24:37.520 race or gender quota.
00:24:39.180 remember that
00:24:40.060 because it's 2015 line
00:24:41.820 how proud he was
00:24:42.860 he chose Jody Wilson-Raybould
00:24:45.100 because
00:24:45.860 she was aboriginal
00:24:47.460 and a woman
00:24:48.080 he said as much
00:24:49.340 little did he know
00:24:51.800 that he was choosing
00:24:53.240 someone who actually
00:24:54.440 loves the law
00:24:55.620 and respects it
00:24:57.400 and is a servant
00:24:58.840 to the law
00:24:59.660 I am
00:25:01.320 so impressed
00:25:02.720 I must say
00:25:03.320 I am moved by that
00:25:04.780 I am deeply moved
00:25:06.740 that someone
00:25:08.200 would look at the
00:25:09.320 prime minister in the eye
00:25:10.220 and say
00:25:10.520 I will not bend to you
00:25:12.460 and the irony
00:25:14.100 and the layer
00:25:15.080 of deliciousness here
00:25:16.240 is that of course
00:25:17.460 we all know
00:25:18.100 and Justin Trudeau
00:25:18.780 himself admits
00:25:19.320 that he doesn't do
00:25:20.160 his due diligence
00:25:20.920 on anything
00:25:21.740 he doesn't read
00:25:22.540 the briefing notes
00:25:23.240 Stephen Harper
00:25:24.020 was famous for reading
00:25:24.980 all the briefing notes
00:25:25.680 he got from the
00:25:26.580 civil service
00:25:27.120 and it became known
00:25:28.440 if he did a memo
00:25:29.120 the prime minister
00:25:29.720 would read it
00:25:30.280 and take it seriously
00:25:30.940 it was actually
00:25:31.320 a morale boost
00:25:32.100 because he knew
00:25:32.800 the top man
00:25:33.460 knew what was going on
00:25:34.660 everyone knows
00:25:35.720 Justin Trudeau
00:25:36.400 is just a back slappy 0.53
00:25:37.300 handshaky
00:25:37.940 selfie king
00:25:39.060 so for him to say
00:25:40.460 come on Johnny
00:25:40.920 come on
00:25:41.920 I gotta tell you
00:25:42.700 it's so
00:25:43.980 it's doubly
00:25:44.680 triply impressive
00:25:45.740 that she held the line
00:25:46.620 she's left wing 1.00
00:25:47.980 I don't care
00:25:48.700 I care about the fact
00:25:50.400 that for the first time
00:25:51.160 in a generation
00:25:51.820 we have a politician
00:25:52.940 of such moral fiber
00:25:54.060 that she would look
00:25:55.040 the most powerful politician
00:25:56.220 in the country
00:25:56.640 in the eye
00:25:57.100 and say
00:25:58.400 I will stand
00:25:59.420 with the law
00:26:00.100 against your advice
00:26:01.440 sir
00:26:01.700 that's amazing
00:26:03.500 keep rolling
00:26:04.080 in response
00:26:06.680 the prime minister
00:26:07.440 reiterated his concerns
00:26:08.780 I then explained
00:26:10.300 how this came about
00:26:11.260 and that I had received
00:26:12.580 a section 13 note
00:26:13.740 from the DPP
00:26:14.480 earlier in September
00:26:16.020 and that I had considered
00:26:17.580 the matter very closely
00:26:19.180 further
00:26:20.660 I further stated
00:26:21.560 that I was very clear
00:26:22.980 on my role
00:26:23.840 as the attorney general
00:26:24.920 and that I am not prepared
00:26:26.620 to issue a directive
00:26:27.400 in this case
00:26:28.120 that it would not
00:26:29.220 be appropriate
00:26:29.960 the prime minister
00:26:31.900 again cited
00:26:32.520 the potential loss
00:26:33.560 of jobs
00:26:34.100 and SNC moving
00:26:35.440 then to my surprise
00:26:37.600 the clerk
00:26:38.320 stated
00:26:39.420 or started to make
00:26:40.620 the case
00:26:41.140 for the need
00:26:42.000 for a DPA
00:26:42.660 he said
00:26:43.740 quote
00:26:44.180 there is a board
00:26:45.360 meeting on Thursday
00:26:46.360 September the 20th
00:26:47.640 with stockholders
00:26:48.640 end quote
00:26:49.280 quote again
00:26:51.000 they will likely
00:26:52.080 be moving to London
00:26:53.040 if this happens
00:26:53.920 and there is an election
00:26:55.320 in Quebec soon
00:26:56.400 end quote
00:26:57.040 remember who we're
00:26:59.120 talking about now
00:26:59.920 remember chief
00:27:01.420 refers to chief of staff
00:27:02.540 that's a political
00:27:03.260 boss for every
00:27:04.220 cabinet minister
00:27:04.860 deputy refers
00:27:07.420 to the deputy minister
00:27:08.700 who is a professional
00:27:10.500 civil servant
00:27:11.200 who carries out
00:27:12.260 the will
00:27:12.800 of the minister
00:27:14.500 and the chief of staff
00:27:15.380 and the clerk
00:27:17.040 of the privy council
00:27:18.080 the clerk
00:27:18.740 they're saying that
00:27:19.480 his name is
00:27:19.860 Michael Warnick
00:27:20.500 he is
00:27:21.680 the prime minister's
00:27:23.540 action man
00:27:24.680 the prime minister
00:27:25.220 makes a political decision
00:27:26.420 and the clerk
00:27:27.420 affects that decision
00:27:28.980 the clerk gives advice
00:27:29.980 and he conducts
00:27:31.480 the will
00:27:31.980 of the politician
00:27:32.700 but the clerk
00:27:33.660 is not a politician
00:27:34.640 the clerk is neutral
00:27:36.300 he gives advice
00:27:37.460 to the boss
00:27:38.160 and then takes
00:27:39.040 instructions for the boss
00:27:40.260 but look what
00:27:41.420 has happened here
00:27:42.500 the clerk
00:27:44.260 of the privy council
00:27:45.420 according to
00:27:47.720 Jody Wilson-Raybould
00:27:48.680 said that she
00:27:50.120 one of the reasons
00:27:51.140 she must
00:27:52.300 drop the prosecution
00:27:53.840 against these confessed criminals
00:27:55.660 I just want to let you know
00:27:56.600 SNC-Lavalin
00:27:57.560 does not dispute
00:27:58.660 that they paid
00:27:59.520 illegal bribes
00:28:00.320 48 million bucks
00:28:01.340 and that over
00:28:02.620 100 million dollars
00:28:03.620 in money
00:28:04.680 went missing
00:28:05.300 from Libya
00:28:06.020 and all sorts
00:28:06.740 of other crimes
00:28:07.280 including in Montreal
00:28:08.420 so that's not in dispute
00:28:09.520 I don't have to say
00:28:10.220 alleged criminals
00:28:10.860 they are criminals
00:28:11.880 the so-called 0.99
00:28:15.140 non-partisan
00:28:15.780 chief of the public service
00:28:16.880 the clerk of the privy council
00:28:18.260 is his actual title
00:28:19.060 was saying
00:28:20.400 that the justice minister
00:28:21.580 should change
00:28:22.540 her mind
00:28:23.500 because of the potential
00:28:25.560 impact it would have
00:28:26.700 on the election
00:28:28.460 on the election
00:28:30.180 that is not the business
00:28:32.180 of the civil service
00:28:33.260 that is a liberal goal
00:28:35.900 that is impermissible
00:28:37.360 that is illegal
00:28:38.360 that is against
00:28:39.260 the rule of law
00:28:40.020 and that is against
00:28:41.700 section 139.2
00:28:43.260 of the criminal code
00:28:44.820 of Canada
00:28:45.280 I'll show you that
00:28:46.100 a little bit later
00:28:46.800 keep rolling
00:28:47.840 this fascinating tape
00:28:49.160 at that point
00:28:51.120 the prime minister
00:28:51.740 jumped in
00:28:52.540 stressing that
00:28:53.700 there is an election
00:28:54.580 in Quebec
00:28:55.240 and that
00:28:56.220 quote
00:28:56.660 I am an MP
00:28:58.020 in Quebec
00:28:58.800 the member for Papineau
00:29:00.280 end quote
00:29:00.940 I was quite taken aback
00:29:03.600 my response
00:29:05.020 and I vividly remember
00:29:06.060 this as well
00:29:06.960 was to ask
00:29:08.440 the prime minister
00:29:09.080 a direct question
00:29:09.960 while looking him
00:29:10.680 in the eye
00:29:11.280 I asked
00:29:12.920 quote
00:29:13.360 are you politically
00:29:14.420 interfering
00:29:15.160 with my role
00:29:16.440 my decision
00:29:17.280 as the attorney general
00:29:18.580 I would strongly
00:29:20.080 advise against it
00:29:21.220 end quote
00:29:21.660 the prime minister
00:29:23.420 said no no no
00:29:24.620 we just need
00:29:25.360 to find a solution
00:29:26.360 the clerk then
00:29:28.100 said that he spoke
00:29:29.000 to my deputy
00:29:29.640 and she said
00:29:31.200 that I
00:29:31.960 could speak
00:29:33.160 to the director
00:29:34.020 I responded
00:29:36.000 by saying
00:29:37.020 no I would not
00:29:37.840 that would be
00:29:38.560 inappropriate
00:29:39.000 I further explained
00:29:40.660 to the clerk
00:29:41.180 and the prime minister
00:29:42.080 that I had had
00:29:43.120 a conversation
00:29:43.800 with my deputy
00:29:44.580 about options
00:29:45.920 and what my position
00:29:46.960 was on the matter
00:29:47.960 as a result
00:29:49.880 I agreed to
00:29:51.080 and undertook
00:29:52.040 to the prime minister
00:29:52.880 that I would
00:29:53.680 have a conversation
00:29:54.640 with my deputy
00:29:55.960 and the clerk
00:29:57.040 but that these
00:29:58.440 conversations
00:29:59.100 would not change
00:30:00.120 my mind
00:30:00.680 I also said
00:30:02.240 that my staff
00:30:03.040 and my officials
00:30:04.080 are not authorized
00:30:05.020 to speak
00:30:05.720 to the PPSC
00:30:06.780 and then we finally
00:30:08.780 discussed the issue
00:30:09.520 that I had asked
00:30:10.100 for the meeting
00:30:10.580 in the first place
00:30:11.520 I left the meeting
00:30:13.480 and immediately
00:30:14.200 debriefed with my staff
00:30:15.600 about what was said
00:30:16.420 with respect to SNC
00:30:17.740 and DPAs
00:30:18.800 on September 19th
00:30:21.500 I met with the clerk
00:30:22.480 as I had undertaken
00:30:23.840 to the prime minister
00:30:24.740 the meeting was
00:30:26.160 one-on-one
00:30:26.720 in my office
00:30:27.720 the clerk brought up
00:30:34.160 job losses
00:30:34.880 and that this is not
00:30:36.240 about the Quebec election
00:30:37.540 or the prime minister
00:30:39.440 being a Montreal MP
00:30:40.860 he said that he has not
00:30:43.000 seen the section 13 note
00:30:44.660 the clerk said
00:30:45.780 that he understands
00:30:46.560 that SNC
00:30:47.380 is going back and forth
00:30:48.580 with the DPP
00:30:49.300 and that they want
00:30:51.120 more information
00:30:51.900 he said that
00:30:53.460 quote
00:30:53.780 Iacobucci is not
00:30:55.160 a shrinking violet
00:30:55.960 end quote
00:30:56.600 he referenced
00:30:57.880 the September 20th date
00:30:59.980 and that they don't
00:31:01.980 have anything
00:31:02.560 from the DPP
00:31:03.700 he said that
00:31:05.200 the prime minister
00:31:05.740 is very concerned
00:31:06.640 about the confines
00:31:08.100 of my role
00:31:09.000 as attorney general
00:31:09.820 and the director
00:31:10.720 of public prosecutions
00:31:12.020 he reported
00:31:13.320 that the prime minister
00:31:14.180 is very aware
00:31:15.000 of my role
00:31:15.900 as the attorney general
00:31:16.920 of Canada
00:31:17.420 I told the clerk again
00:31:19.900 that I instructed
00:31:21.140 my deputy
00:31:22.220 is not to get
00:31:24.140 that my deputy
00:31:24.620 is not to get in touch
00:31:25.660 with the director
00:31:26.420 and that given
00:31:27.320 my review of the matter
00:31:28.760 I would not speak
00:31:29.900 to her directly
00:31:30.600 regarding the DPA
00:31:31.820 ADPA
00:31:32.600 I offered that
00:31:34.700 if SNC were to send
00:31:36.260 I offered to the clerk
00:31:37.400 if that SNC
00:31:38.580 were to send me
00:31:39.740 a letter
00:31:40.300 expressing their concerns
00:31:42.560 their public interest
00:31:44.040 argument
00:31:44.560 it would be permissible
00:31:46.120 and I would
00:31:46.940 appropriately
00:31:47.640 forward it
00:31:48.980 directly
00:31:49.540 to the director
00:31:50.340 of public prosecutions
00:31:51.640 later that day
00:31:53.500 my chief of staff
00:31:54.240 had a phone call
00:31:54.940 with Elder Marquez
00:31:55.840 and Mathieu Bouchard
00:31:56.740 from the prime minister's office
00:31:58.320 they wanted an update
00:31:59.980 on what was going on
00:32:01.100 regarding the DPAs
00:32:02.560 since
00:32:03.320 quote
00:32:03.800 we don't have
00:32:04.840 a ton of time
00:32:06.000 end quote
00:32:06.580 she relayed my summary
00:32:08.180 of the meeting
00:32:08.700 with the clerk
00:32:09.960 and the prime minister
00:32:10.980 Mathieu and Elder
00:32:13.400 also raised the idea
00:32:14.520 of a quote
00:32:15.220 informal reach out
00:32:16.500 end quote
00:32:17.000 to the DPP
00:32:17.960 my chief of staff
00:32:19.720 said that she knew
00:32:20.540 I was not comfortable
00:32:21.440 with that
00:32:21.960 as it looked like
00:32:23.300 and probably did
00:32:24.260 constitute
00:32:24.860 political interference
00:32:26.260 so let's say
00:32:29.160 you're accused
00:32:29.680 of a crime
00:32:30.260 48 million dollars
00:32:32.480 paying 48 million dollars
00:32:34.140 in bribes
00:32:34.560 in a third world country
00:32:35.340 to corrupt a government
00:32:36.160 to steal money
00:32:37.200 or corruption
00:32:38.880 in the Montreal
00:32:39.600 super hospital
00:32:40.340 these are just a few
00:32:41.080 of the various crimes
00:32:42.000 SNC Labelon has committed
00:32:43.620 let's say
00:32:44.440 you're a fraudster
00:32:45.700 let's say it's a violent crime 0.96
00:32:46.900 and you want to have
00:32:49.380 a plea bargain
00:32:49.940 you want to get off easy
00:32:51.080 and the prosecutor says
00:32:52.440 no we got you
00:32:53.060 dead to rights
00:32:53.680 you know
00:32:54.680 you've confessed everything
00:32:55.640 we have the proof of it
00:32:56.500 so you're going to jail buddy
00:32:57.560 and
00:32:59.200 you try
00:33:00.260 and you try
00:33:00.620 and you try
00:33:01.060 and the prosecutor
00:33:01.720 is locked in
00:33:02.760 and you go all the way
00:33:03.840 up to the justice minister
00:33:04.880 and they're locked in
00:33:05.940 so you start making
00:33:07.200 the political calls
00:33:08.100 and did you hear that
00:33:09.120 hey
00:33:10.020 do you mind
00:33:11.080 if we reach out
00:33:11.920 informally
00:33:12.840 what do you mean
00:33:14.300 by informally
00:33:15.260 formally
00:33:16.940 is exactly
00:33:17.940 what Jody Wilson
00:33:18.960 Raybould talked about
00:33:19.800 send a public letter
00:33:21.100 to the justice minister
00:33:22.320 I will give that letter
00:33:23.560 to the DPP
00:33:24.840 that's the
00:33:25.380 that's the department
00:33:26.780 of public prosecutions
00:33:27.800 the director
00:33:28.220 of public prosecutions
00:33:29.100 everything
00:33:29.880 in paper
00:33:31.260 on the record
00:33:32.220 everything public
00:33:33.220 no secrets
00:33:34.380 no smoky back rooms
00:33:35.800 no secret deals
00:33:37.260 if they've got something
00:33:38.460 to say
00:33:38.840 they can say it to me
00:33:39.760 and I'll pass it on
00:33:40.580 to the DPP
00:33:41.120 for their consideration
00:33:42.040 and
00:33:42.840 and Gerald Butz's
00:33:44.420 prime minister's office
00:33:45.440 Trudeau's office
00:33:46.780 had a couple guys
00:33:48.400 say
00:33:48.580 hey
00:33:49.220 do you mind
00:33:50.260 if we
00:33:50.780 you know
00:33:51.360 reach out
00:33:52.800 informally
00:33:53.700 say
00:33:54.440 what
00:33:56.560 what
00:33:56.820 what is this
00:33:58.000 is this
00:33:58.500 is this
00:33:59.400 the Libranos
00:34:00.340 why yes it is
00:34:03.100 and I say
00:34:04.720 I can't imagine
00:34:05.820 the courage
00:34:06.860 it took
00:34:07.860 to stand up
00:34:08.700 to this
00:34:09.160 where did she
00:34:10.340 get that courage
00:34:11.360 where did she
00:34:12.560 get that courage
00:34:13.620 folks
00:34:14.480 have you ever
00:34:15.820 seen anything
00:34:16.460 like that
00:34:17.140 you're standing
00:34:18.660 up to Trudeau
00:34:19.480 and all his
00:34:20.280 henchmen 0.96
00:34:20.860 and they just
00:34:22.220 don't seem to be
00:34:22.880 able to take
00:34:23.360 a no for an answer
00:34:24.420 but she's not 0.62
00:34:25.900 wavering
00:34:26.420 I never knew
00:34:28.340 I never knew
00:34:29.760 that Canada
00:34:30.580 had a justice
00:34:31.320 minister like that
00:34:32.180 and you know
00:34:32.960 that's a hell
00:34:33.760 of a thing
00:34:34.220 here keep
00:34:34.940 watching
00:34:35.280 asked whether
00:34:36.620 that was
00:34:37.680 true
00:34:38.060 if it wasn't
00:34:39.140 the attorney
00:34:39.640 general herself
00:34:40.640 but if it was
00:34:41.840 her staff
00:34:42.600 or the deputy
00:34:43.180 minister
00:34:43.640 my chief of
00:34:45.120 staff said
00:34:45.740 yes it would
00:34:46.480 and offered
00:34:48.100 a call with
00:34:48.820 me directly
00:34:49.380 they said
00:34:50.720 that they
00:34:51.120 will regroup
00:34:51.920 and get back
00:34:52.740 to you
00:34:53.140 on that
00:34:54.160 still on
00:34:55.860 September the
00:34:56.340 19th
00:34:56.880 I spoke to
00:34:57.580 Minister Morneau
00:34:58.520 on this matter
00:34:59.140 when we were
00:35:00.060 in the house
00:35:00.960 he again
00:35:02.560 stressed the
00:35:03.200 need to
00:35:03.560 save jobs
00:35:04.320 and I
00:35:05.020 told him
00:35:05.820 that
00:35:06.620 engagements
00:35:07.800 from his
00:35:08.420 office to
00:35:09.040 mine
00:35:09.380 on SNC
00:35:10.460 had to
00:35:10.960 stop
00:35:11.380 that they
00:35:12.100 were
00:35:12.420 inappropriate
00:35:13.000 they did
00:35:14.760 not stop
00:35:15.340 on September
00:35:16.800 the 20th
00:35:17.480 my chief
00:35:17.860 of staff
00:35:18.360 had phone
00:35:19.260 calls with
00:35:19.780 Mr. Chin
00:35:20.500 and Justin
00:35:22.380 Toe
00:35:22.820 both members
00:35:23.540 of the
00:35:23.800 Minister of
00:35:24.300 Finance's
00:35:24.880 office
00:35:25.240 about
00:35:25.780 DPAs
00:35:26.620 and SNC
00:35:27.680 I saw
00:35:29.420 Bill Morneau
00:35:30.220 the crooked 0.88
00:35:31.600 finance minister
00:35:32.620 and I say
00:35:33.020 that not as
00:35:33.480 an insult
00:35:33.860 but as an
00:35:34.340 observation
00:35:34.720 he of course
00:35:35.600 is being
00:35:35.900 convicted
00:35:36.280 for breaching
00:35:36.820 the Conflict
00:35:37.320 Avengers Act
00:35:37.880 he forgot
00:35:38.760 about his
00:35:39.480 French villa
00:35:40.340 and his
00:35:40.640 ethics disclosures
00:35:41.500 etc etc
00:35:42.100 he did not
00:35:42.940 recuse himself
00:35:43.620 when he changed
00:35:44.200 the pension rules
00:35:44.940 even though he has
00:35:45.640 a huge stake
00:35:46.200 in a pension
00:35:46.640 company
00:35:47.000 the guy's a 0.98
00:35:47.480 crook 0.99
00:35:47.760 but he 0.87
00:35:49.740 personally
00:35:50.340 lobbied
00:35:50.860 and his
00:35:51.280 staff
00:35:51.600 Ben Chin
00:35:52.060 and other
00:35:52.400 staff lobbied
00:35:53.180 and did you
00:35:53.940 hear her
00:35:54.420 she said
00:35:54.980 that Bill Morneau
00:35:56.400 talked to her
00:35:57.540 about it
00:35:57.900 she said
00:35:58.300 stop bothering
00:35:59.220 me
00:35:59.620 stop this
00:36:01.180 but it
00:36:02.240 did not
00:36:02.660 stop
00:36:03.160 these handsy 0.99
00:36:05.520 male feminists 0.98
00:36:06.360 these male 0.96
00:36:07.040 feminists
00:36:07.600 they just
00:36:08.160 don't take
00:36:08.580 no for an
00:36:08.980 answer
00:36:09.200 now do
00:36:09.560 they
00:36:09.800 here's the
00:36:12.820 point though
00:36:13.280 about a
00:36:15.000 month ago
00:36:15.360 about three
00:36:15.880 and a half
00:36:16.100 weeks ago
00:36:16.540 when the
00:36:17.840 Globe and
00:36:18.020 Mail broke
00:36:18.400 this story
00:36:18.920 and congratulations
00:36:19.560 again to
00:36:20.160 Bob Fyfe
00:36:20.520 Steve Chase
00:36:21.000 and Sean
00:36:21.380 Fine
00:36:21.760 we showed
00:36:24.400 you
00:36:24.680 and they
00:36:25.200 reported
00:36:25.820 the more
00:36:26.560 than 50
00:36:27.460 lobbying
00:36:28.760 meetings
00:36:29.320 that were
00:36:29.680 held by
00:36:30.220 SNC
00:36:30.800 Lavaline
00:36:31.220 they were
00:36:31.420 going crazy
00:36:32.100 Ben Chin
00:36:34.140 Bill Morneau
00:36:35.120 they were
00:36:35.340 all on the
00:36:35.720 list
00:36:35.940 why is it
00:36:37.420 that you
00:36:39.240 got hundreds
00:36:39.820 of reporters
00:36:40.540 in Ottawa
00:36:41.060 and none
00:36:41.740 of them
00:36:41.940 have pressed
00:36:42.360 Bill Morneau
00:36:43.020 or Ben Chin
00:36:43.780 or any of
00:36:44.640 these other
00:36:44.980 people for
00:36:45.500 what did
00:36:45.860 you do
00:36:46.280 by the way
00:36:47.420 the Canadian
00:36:48.080 ambassador
00:36:48.680 to the United
00:36:49.560 States
00:36:49.940 McNaughton
00:36:50.500 David McNaughton
00:36:51.200 was lobbied
00:36:51.680 several times
00:36:52.300 why hasn't
00:36:53.280 he been
00:36:53.640 scrummed
00:36:54.200 on this
00:36:54.800 this is a
00:36:56.100 scandal
00:36:56.540 that's not
00:36:56.920 just political
00:36:57.380 or ethical
00:36:57.780 it is now
00:36:58.320 criminal
00:36:59.220 the Attorney
00:37:00.900 General
00:37:01.200 is saying
00:37:01.500 stop
00:37:02.160 pestering
00:37:03.140 me
00:37:03.380 stop
00:37:04.020 pestering
00:37:04.920 me
00:37:05.120 the decision
00:37:05.620 is made
00:37:06.140 we are
00:37:06.660 prosecuting
00:37:07.240 the criminals
00:37:07.740 and the 0.87
00:37:08.460 Libranos
00:37:08.900 just won't
00:37:09.400 stop
00:37:09.820 I wonder
00:37:11.800 if any
00:37:12.300 reporter
00:37:12.740 in the
00:37:13.020 entire
00:37:13.340 media
00:37:13.620 party
00:37:13.900 is going
00:37:14.120 to put
00:37:14.300 a question
00:37:14.780 to Ben
00:37:15.580 Chin 0.98
00:37:15.840 their former
00:37:16.300 CBC colleague
00:37:17.120 or Bill
00:37:17.840 Morneau
00:37:18.280 that's
00:37:19.520 to me
00:37:20.140 an
00:37:20.460 absolutely 0.99
00:37:21.540 killer
00:37:22.720 revelation
00:37:23.480 Bill
00:37:24.600 Morneau
00:37:25.060 who we
00:37:25.680 know
00:37:25.820 is crooked
00:37:26.260 he's already
00:37:26.680 broken the
00:37:27.120 conflict of
00:37:27.560 interest act
00:37:28.020 sitting finance
00:37:29.120 minister
00:37:29.460 broke the
00:37:30.120 law
00:37:30.400 whoa
00:37:31.020 pestering
00:37:33.380 pestering
00:37:34.580 pressuring
00:37:35.780 drop the
00:37:36.700 charges
00:37:37.020 drop the
00:37:37.500 charges
00:37:37.820 drop the
00:37:38.260 charges
00:37:38.500 drop the
00:37:39.040 charges
00:37:39.400 drop the
00:37:39.860 charges
00:37:40.140 stop
00:37:40.740 stop
00:37:41.260 and he
00:37:41.720 wouldn't
00:37:42.100 stop
00:37:42.560 and he
00:37:43.140 wouldn't
00:37:43.520 stop
00:37:43.840 go to
00:37:44.480 jail
00:37:44.720 Bill
00:37:44.980 Morneau
00:37:45.360 go to
00:37:45.900 jail
00:37:46.120 Bill
00:37:46.360 Morneau
00:37:46.700 watch
00:37:47.100 some
00:37:47.320 more
00:37:47.520 at this
00:37:49.540 point
00:37:49.960 after
00:37:50.660 September
00:37:51.120 the
00:37:51.320 20th
00:37:51.900 there
00:37:52.580 was an
00:37:52.920 apparent
00:37:53.260 pause
00:37:53.760 in
00:37:54.100 communicating
00:37:54.580 with
00:37:54.860 myself
00:37:55.440 or my
00:37:56.540 chief
00:37:56.760 of staff
00:37:57.180 on the
00:37:57.460 SNC
00:37:58.040 matter
00:37:58.400 we did
00:37:59.660 not hear
00:38:00.240 from anyone
00:38:00.920 again
00:38:01.320 until
00:38:02.060 October
00:38:02.920 the
00:38:03.180 18th
00:38:04.200 when
00:38:04.580 Mathieu
00:38:04.920 Bouchard
00:38:05.360 called
00:38:05.660 my
00:38:05.860 chief
00:38:06.060 of
00:38:06.220 staff
00:38:06.560 and
00:38:07.120 asked
00:38:07.400 that
00:38:07.560 we
00:38:07.880 I
00:38:08.600 look
00:38:09.400 at the
00:38:09.860 option
00:38:10.280 of seeking
00:38:10.900 an external
00:38:11.500 legal opinion
00:38:12.220 on the
00:38:12.740 DPP's
00:38:13.320 decision
00:38:13.660 not
00:38:14.140 to
00:38:14.780 extend
00:38:15.140 an
00:38:15.320 invitation
00:38:15.780 to
00:38:16.140 negotiate
00:38:16.760 a
00:38:17.020 DPA
00:38:17.400 this
00:38:19.980 would
00:38:20.160 become
00:38:20.900 a
00:38:21.100 recurring
00:38:21.460 theme
00:38:22.100 for
00:38:22.440 some
00:38:22.760 time
00:38:23.100 in
00:38:23.260 messages
00:38:23.580 from
00:38:24.000 the
00:38:24.200 PMO
00:38:24.880 that
00:38:25.500 an
00:38:25.620 external
00:38:25.960 review
00:38:26.360 should
00:38:26.680 be
00:38:26.840 done
00:38:27.120 of
00:38:27.340 the
00:38:27.440 DPP's
00:38:28.140 decision
00:38:28.600 the
00:38:29.960 next
00:38:30.160 day
00:38:30.320 as well
00:38:30.820 SNC
00:38:31.900 filed
00:38:32.380 a
00:38:32.580 federal
00:38:32.820 court
00:38:33.120 application
00:38:33.800 seeking
00:38:34.560 to
00:38:34.840 quash
00:38:35.140 the
00:38:35.300 DPP's
00:38:35.920 decision
00:38:36.340 to
00:38:36.840 not
00:38:37.140 enter
00:38:37.500 into
00:38:37.800 remediation
00:38:38.420 agreement
00:38:38.780 with
00:38:39.100 them
00:38:39.340 in
00:38:40.600 my
00:38:40.860 view
00:38:41.160 this
00:38:42.060 necessarily
00:38:42.920 put to
00:38:43.800 rest
00:38:44.140 any
00:38:44.500 notion
00:38:45.020 that I
00:38:45.680 might
00:38:46.020 speak
00:38:46.420 to
00:38:46.740 or
00:38:47.100 intervene
00:38:47.720 with
00:38:48.200 the
00:38:48.340 DPP
00:38:48.780 or that
00:38:49.660 external
00:38:50.160 review
00:38:50.640 could
00:38:50.980 take
00:38:51.280 place
00:38:51.760 the matter
00:38:52.780 was now
00:38:53.160 before the
00:38:53.620 courts
00:38:53.980 and a
00:38:54.400 judge
00:38:54.720 was being
00:38:55.260 asked to
00:38:55.800 look at
00:38:56.240 the
00:38:56.360 DPP's
00:38:57.000 discretion
00:38:57.600 So do you
00:39:23.700 understand
00:39:23.980 what's
00:39:24.240 happened
00:39:24.520 here
00:39:24.760 ironically
00:39:26.180 SNC
00:39:27.180 Lavalin
00:39:27.600 did
00:39:28.460 the
00:39:28.660 ethical
00:39:29.020 thing
00:39:29.520 they
00:39:30.540 didn't
00:39:30.760 like
00:39:31.060 the
00:39:31.200 decision
00:39:31.580 by
00:39:31.780 the
00:39:31.920 prosecutor
00:39:32.420 to
00:39:32.860 go
00:39:33.020 ahead
00:39:33.220 the
00:39:33.360 DPP
00:39:33.720 that's
00:39:34.220 director
00:39:34.460 of
00:39:34.580 public
00:39:34.780 prosecutions
00:39:35.320 so
00:39:36.480 they're
00:39:37.100 going
00:39:37.260 ahead
00:39:37.380 with
00:39:37.480 the
00:39:37.560 prosecution
00:39:37.960 they
00:39:38.220 refused
00:39:38.560 to give
00:39:38.780 him
00:39:38.840 the
00:39:38.960 plea
00:39:39.120 bargain
00:39:39.420 the
00:39:39.580 deferred
00:39:39.860 prosecution
00:39:40.260 so
00:39:40.860 what's
00:39:41.100 the
00:39:41.200 right
00:39:41.380 thing
00:39:41.580 to
00:39:41.720 do
00:39:41.880 in
00:39:41.980 a
00:39:42.080 country
00:39:42.300 with
00:39:42.480 the
00:39:42.600 rule
00:39:42.760 of
00:39:42.900 law
00:39:43.100 you
00:39:43.760 appeal
00:39:44.360 that
00:39:44.580 to
00:39:44.760 a
00:39:44.920 judge
00:39:45.160 and
00:39:45.320 say
00:39:45.480 judge
00:39:46.060 come
00:39:46.660 on
00:39:47.020 we
00:39:47.860 ought
00:39:48.460 to
00:39:48.580 get
00:39:48.820 the
00:39:49.260 plea
00:39:50.380 deal
00:39:50.780 it would
00:39:51.400 be
00:39:51.500 very
00:39:51.740 unusual
00:39:52.160 for a
00:39:52.620 judge
00:39:52.880 to
00:39:53.500 take
00:39:53.700 away
00:39:53.880 that
00:39:54.040 discretion
00:39:54.400 from
00:39:54.640 a
00:39:54.780 prosecutor
00:39:55.140 but
00:39:55.720 ironically
00:39:56.500 SNC
00:39:57.200 Lavalin
00:39:57.580 did
00:39:58.140 the
00:39:58.320 right
00:39:58.520 thing
00:39:59.000 but
00:40:01.200 the
00:40:01.400 government
00:40:01.860 didn't
00:40:02.320 the
00:40:02.520 liberals
00:40:02.880 didn't
00:40:03.240 the
00:40:03.380 Libranos
00:40:03.960 didn't
00:40:04.360 they
00:40:05.100 were
00:40:05.420 now
00:40:05.840 interfering
00:40:06.760 with
00:40:07.180 it
00:40:07.400 while
00:40:08.320 it
00:40:08.520 was
00:40:08.700 before
00:40:09.080 a
00:40:09.440 judge
00:40:10.080 it
00:40:11.400 was
00:40:11.540 before
00:40:11.880 a
00:40:12.240 judge
00:40:12.840 and
00:40:13.360 the
00:40:13.480 Libranos
00:40:14.060 were
00:40:14.240 still
00:40:14.540 trying to
00:40:14.880 get
00:40:14.980 Jody
00:40:15.160 Wilson
00:40:15.380 able
00:40:15.660 to
00:40:15.860 drop
00:40:16.300 it
00:40:16.600 how
00:40:18.740 incredible
00:40:20.140 that
00:40:20.880 SNC
00:40:21.500 Lavalin
00:40:21.860 in
00:40:22.180 this
00:40:22.520 very
00:40:23.560 slivery
00:40:24.240 moment
00:40:24.800 were
00:40:26.000 actually
00:40:26.520 SNC
00:40:27.140 Lavalin
00:40:28.700 was
00:40:28.900 actually
00:40:29.340 more
00:40:29.760 ethical
00:40:30.720 than
00:40:31.160 the
00:40:31.680 liberals
00:40:32.580 keep
00:40:33.680 watching
00:40:34.020 Matthew
00:40:36.620 replied
00:40:37.280 that
00:40:37.760 he
00:40:38.040 was
00:40:38.340 still
00:40:38.720 interested
00:40:39.180 in
00:40:39.540 an
00:40:39.720 external
00:40:40.200 legal
00:40:40.640 opinion
00:40:41.120 idea
00:40:41.720 could
00:40:43.260 she
00:40:43.580 not
00:40:43.920 get
00:40:44.140 an
00:40:44.280 external
00:40:44.680 legal
00:40:45.040 opinion
00:40:45.380 on
00:40:45.640 whether
00:40:45.820 the
00:40:46.000 DPP
00:40:46.440 had
00:40:46.840 exercised
00:40:47.520 their
00:40:47.700 discretion
00:40:48.100 properly
00:40:48.680 and
00:40:49.760 then
00:40:50.120 on
00:40:50.600 the
00:40:50.760 application
00:40:51.220 itself
00:40:51.900 the
00:40:52.320 Attorney
00:40:52.560 General
00:40:52.900 could
00:40:53.200 intervene
00:40:53.800 seek
00:40:54.420 to
00:40:54.600 stay
00:40:54.860 the
00:40:55.060 proceedings
00:40:55.620 given
00:40:56.180 that
00:40:56.420 she
00:40:56.600 was
00:40:56.820 awaiting
00:40:57.140 a
00:40:57.360 legal
00:40:57.600 opinion
00:40:58.080 my
00:40:59.960 chief
00:41:00.220 of
00:41:00.380 staff
00:41:00.680 said
00:41:01.020 that
00:41:01.260 this
00:41:01.440 would
00:41:01.580 obviously
00:41:02.100 be
00:41:02.420 perceived
00:41:02.880 as
00:41:03.140 interference
00:41:03.680 and
00:41:04.060 her
00:41:04.240 boss
00:41:04.560 questioning
00:41:05.040 the
00:41:05.260 DPP's
00:41:05.920 decision
00:41:06.420 Matthew
00:41:07.540 said
00:41:08.140 that
00:41:08.820 if
00:41:09.280 six
00:41:10.060 months
00:41:10.360 from
00:41:10.580 the
00:41:10.780 election
00:41:11.300 SNC
00:41:12.580 announces
00:41:13.280 they're
00:41:13.600 moving
00:41:13.860 their
00:41:14.100 headquarters
00:41:16.440 bad
00:41:16.740 he said
00:41:17.700 quote
00:41:18.160 we have
00:41:19.360 we can
00:41:20.220 have the
00:41:20.620 best policy
00:41:21.460 in the
00:41:22.000 world
00:41:22.320 but we
00:41:22.740 need to
00:41:23.160 get
00:41:23.360 reelected
00:41:24.160 end quote
00:41:24.980 there you
00:41:29.220 have it
00:41:29.840 do you see
00:41:31.420 the point
00:41:31.780 she's made
00:41:32.480 about four
00:41:32.880 times
00:41:33.280 if you're
00:41:33.980 talking about
00:41:34.420 job losses
00:41:35.100 if you're
00:41:35.780 talking about
00:41:36.200 the well
00:41:36.820 being of
00:41:37.200 our country
00:41:37.840 that is a
00:41:39.520 legitimate
00:41:39.900 public policy
00:41:40.780 question
00:41:41.240 for the
00:41:41.780 director of
00:41:42.200 public
00:41:42.440 prosecutions
00:41:42.960 to take
00:41:43.400 I believe
00:41:45.980 it
00:41:46.160 there is a
00:41:47.420 provision in
00:41:47.860 the law
00:41:48.140 for these
00:41:48.520 plea bargains
00:41:49.120 it was
00:41:50.540 taken into
00:41:51.040 account
00:41:51.460 frankly
00:41:53.160 like when
00:41:54.260 Enron went
00:41:54.940 broke
00:41:55.260 or Arthur
00:41:55.940 Anderson
00:41:56.300 went broke
00:41:56.880 a lot of
00:41:57.720 good people
00:41:58.120 who were
00:41:58.380 working those
00:41:58.780 companies
00:41:59.220 who weren't
00:42:00.100 crooks
00:42:00.420 they just
00:42:01.120 got other
00:42:01.400 jobs
00:42:01.940 the corporate
00:42:02.880 entity had
00:42:03.480 to be broken
00:42:03.900 up because
00:42:04.240 it was so
00:42:04.640 rotten to
00:42:05.040 the bone
00:42:05.360 if SNC
00:42:06.840 Labilan
00:42:07.240 leaves the
00:42:07.720 country
00:42:08.100 or is
00:42:08.580 broken up
00:42:09.080 there's a
00:42:09.680 lot of
00:42:09.860 good engineers
00:42:10.400 who will be
00:42:10.800 snapped up
00:42:11.300 right away
00:42:11.880 just the
00:42:12.880 corrupt
00:42:13.200 structure
00:42:13.780 and corporate
00:42:14.180 culture
00:42:14.480 will be
00:42:14.720 lost
00:42:15.080 so it
00:42:15.960 is legit
00:42:16.640 it's
00:42:16.940 legitimate
00:42:17.460 to say
00:42:17.920 don't
00:42:18.820 prosecute
00:42:19.400 this
00:42:19.720 company
00:42:20.900 because
00:42:21.260 the
00:42:21.500 disastrous
00:42:22.000 effect
00:42:22.440 on our
00:42:22.760 country
00:42:23.100 is too
00:42:23.460 large
00:42:23.720 you can
00:42:24.580 have that
00:42:24.860 debate
00:42:25.300 and they
00:42:26.380 did
00:42:26.660 and Jody
00:42:26.980 Wilson
00:42:27.220 said I
00:42:27.820 choose
00:42:28.040 justice
00:42:28.600 but you
00:42:30.320 cannot say
00:42:31.120 oh by the
00:42:31.660 way Justin
00:42:32.180 Trudeau is
00:42:32.700 personally
00:42:33.060 going for
00:42:33.500 re-election
00:42:34.020 in six
00:42:35.220 months
00:42:35.560 we can't
00:42:36.600 have this
00:42:37.080 because we
00:42:37.920 love Justin
00:42:38.640 Trudeau
00:42:39.040 and we
00:42:39.280 love the
00:42:39.640 liberal
00:42:39.860 party
00:42:40.220 do you
00:42:40.640 see the
00:42:41.080 difference
00:42:41.600 one is
00:42:42.520 a legitimate
00:42:42.960 public policy
00:42:43.720 issue
00:42:44.120 that the
00:42:44.720 attorney general
00:42:45.240 said I've
00:42:45.740 thought about
00:42:46.160 it I've
00:42:46.500 contemplated
00:42:47.100 it I'm
00:42:47.920 not persuaded
00:42:48.500 by it
00:42:48.920 prosecute
00:42:49.600 the others
00:42:51.000 come on
00:42:51.560 come on
00:42:52.340 I've got a
00:42:52.840 re-election
00:42:53.240 coming come on
00:42:54.180 come on
00:42:54.460 come on
00:42:54.920 no no no no
00:42:56.580 no no no
00:42:57.080 how impressive
00:42:58.420 is this woman
00:42:59.380 keep going
00:43:00.000 he said
00:43:01.620 he said
00:43:01.640 he said that
00:43:01.760 everybody knows
00:43:02.600 that this is
00:43:03.200 the attorney
00:43:03.620 general's
00:43:04.120 decision
00:43:04.560 but that
00:43:05.400 he wants
00:43:06.000 to make
00:43:06.380 sure that
00:43:06.760 all options
00:43:07.480 are being
00:43:07.920 canvassed
00:43:08.980 Matthew said
00:43:09.980 that if
00:43:10.640 at the end
00:43:11.420 of the day
00:43:11.960 the attorney
00:43:12.900 general is
00:43:13.500 not comfortable
00:43:14.380 that is
00:43:15.200 fine
00:43:15.580 he just
00:43:17.080 doesn't want
00:43:18.360 any doors
00:43:18.940 to be closed
00:43:19.720 Jessica
00:43:21.000 my chief of
00:43:21.620 staff said
00:43:22.160 that I
00:43:22.620 was always
00:43:23.320 happy to
00:43:23.940 speak to
00:43:24.320 him
00:43:24.640 should he
00:43:25.540 wish
00:43:25.940 in mid
00:43:27.700 November
00:43:28.140 the PMO
00:43:29.380 requested
00:43:29.840 that I
00:43:30.280 meet with
00:43:30.660 Matthew
00:43:30.940 Bouchard
00:43:31.480 and Elder
00:43:32.060 Marquez
00:43:32.500 to discuss
00:43:33.080 the matter
00:43:33.560 which I
00:43:34.760 did on
00:43:35.180 November
00:43:35.460 22nd
00:43:36.920 this meeting
00:43:41.060 was quite
00:43:41.500 long
00:43:41.880 I would
00:43:43.060 say about
00:43:43.440 an hour
00:43:43.820 and a half
00:43:44.400 I was
00:43:45.660 irritated by
00:43:46.420 having to
00:43:46.920 have the
00:43:47.300 meeting
00:43:47.580 as I
00:43:48.080 had already
00:43:48.700 told the
00:43:49.480 prime minister
00:43:50.040 etc
00:43:50.560 that a
00:43:51.300 DPA
00:43:51.760 on SNC
00:43:52.800 was not
00:43:53.300 going to
00:43:53.680 happen
00:43:54.020 that I
00:43:54.880 was not
00:43:55.300 going to
00:43:55.760 issue a
00:43:56.140 directive
00:43:56.600 Matthew
00:43:58.100 in this
00:43:58.440 meeting
00:43:58.640 did most
00:43:59.040 of the
00:43:59.240 talking
00:43:59.620 he was
00:44:00.380 trying to
00:44:00.740 tell me
00:44:01.060 that there
00:44:01.340 were
00:44:01.480 options
00:44:01.980 and that
00:44:02.660 I
00:44:02.960 needed to
00:44:03.400 find a
00:44:03.760 solution
00:44:04.120 I took
00:44:05.840 them through
00:44:06.160 the DPP
00:44:06.720 Act
00:44:08.200 section 15
00:44:09.680 section 10
00:44:10.460 and that
00:44:11.460 and talked
00:44:12.440 about the
00:44:13.080 prosecutorial
00:44:14.060 independence
00:44:14.680 as a
00:44:15.520 constitutional
00:44:16.220 principle
00:44:16.840 and that
00:44:18.180 they were
00:44:18.500 interfering
00:44:19.000 I talked
00:44:19.840 about the
00:44:20.480 section 13
00:44:21.180 note
00:44:21.560 which they
00:44:22.400 said they
00:44:22.820 had never
00:44:23.200 received
00:44:23.760 but I
00:44:24.520 reminded them
00:44:25.180 that we
00:44:25.560 sent it
00:44:25.900 to them
00:44:26.280 in September
00:44:27.120 Matthew
00:44:28.400 and Elder
00:44:28.880 continued to
00:44:29.480 plead their
00:44:29.800 case
00:44:30.180 talking about
00:44:31.200 if I'm
00:44:32.060 not sure
00:44:32.700 in my
00:44:33.280 decision
00:44:33.720 that we
00:44:34.640 could hire
00:44:35.060 an eminent
00:44:35.520 person to
00:44:36.240 advise me
00:44:36.860 they were
00:44:37.680 kicking the
00:44:38.120 tires
00:44:38.440 I said
00:44:39.480 no
00:44:39.720 my mind
00:44:41.160 had been
00:44:41.480 made up
00:44:41.920 and they
00:44:42.180 needed to
00:44:42.560 stop
00:44:42.920 this was
00:44:43.960 enough
00:44:44.280 I will
00:44:46.060 briefly pause
00:44:46.840 at this
00:44:47.360 moment to
00:44:48.020 comment on
00:44:48.900 my own
00:44:49.440 state of
00:44:50.200 mind
00:44:50.520 in my
00:44:52.180 role as
00:44:52.680 attorney
00:44:53.120 general
00:44:53.520 I had
00:44:54.340 received
00:44:54.800 the
00:44:55.100 decision
00:44:55.480 of the
00:44:56.240 DPP
00:44:56.620 in
00:44:56.900 September
00:44:57.380 had
00:44:58.220 reviewed
00:44:58.540 the
00:44:58.740 matter
00:44:59.040 made a
00:44:59.800 decision
00:45:00.140 on what
00:45:00.740 was
00:45:00.920 appropriate
00:45:01.480 given a
00:45:02.300 DPA
00:45:02.740 and
00:45:04.180 communicated
00:45:04.780 that to
00:45:05.200 the
00:45:05.320 prime
00:45:05.540 minister
00:45:05.880 I had
00:45:07.320 also
00:45:07.680 taken
00:45:08.060 additional
00:45:08.480 steps
00:45:08.920 that the
00:45:09.180 prime
00:45:09.340 minister
00:45:09.560 asked
00:45:09.980 me
00:45:10.140 to
00:45:10.360 such
00:45:10.800 as
00:45:11.060 meeting
00:45:11.300 with
00:45:11.560 the
00:45:11.720 clerk
00:45:12.020 in 0.80
00:45:13.500 my
00:45:13.780 view
00:45:14.020 the
00:45:14.220 communications
00:45:14.760 and efforts
00:45:15.680 to change
00:45:16.200 my mind
00:45:16.720 on this
00:45:17.100 matter
00:45:17.460 should
00:45:17.900 have
00:45:18.080 stopped
00:45:18.620 various
00:45:19.940 officials
00:45:20.420 also
00:45:20.880 urge
00:45:21.200 me
00:45:21.420 to
00:45:21.620 take
00:45:21.880 partisan
00:45:22.640 political
00:45:23.340 considerations
00:45:24.040 into
00:45:24.540 account
00:45:25.080 which
00:45:26.040 it was
00:45:26.280 clearly
00:45:26.720 improper
00:45:27.280 for me
00:45:27.800 to do
00:45:28.080 so
00:45:28.360 we
00:45:29.660 either
00:45:29.860 have
00:45:30.140 a
00:45:30.280 system
00:45:30.580 that
00:45:30.880 is
00:45:31.020 based
00:45:31.280 on
00:45:31.440 the
00:45:31.580 rule
00:45:31.780 of
00:45:31.940 law
00:45:32.240 the
00:45:32.940 independence
00:45:33.500 of
00:45:33.800 prosecutorial
00:45:34.440 functions
00:45:35.040 and
00:45:35.820 respect
00:45:36.280 for
00:45:36.560 those
00:45:37.100 charged
00:45:38.280 to
00:45:38.640 use
00:45:38.940 their
00:45:39.120 discretion
00:45:39.620 and
00:45:39.980 powers
00:45:40.360 in a
00:45:40.720 particular
00:45:41.060 way
00:45:41.560 or
00:45:41.980 we
00:45:42.160 do
00:45:42.340 not
00:45:42.660 while
00:45:44.100 in
00:45:44.220 our
00:45:44.320 system
00:45:44.580 of
00:45:44.780 government
00:45:45.120 policy
00:45:45.580 oriented
00:45:46.020 discussion
00:45:47.360 amongst
00:45:47.780 people
00:45:48.180 at
00:45:48.480 early

00:47:21.680 questions
00:47:22.120 with

00:47:30.320 we
00:47:30.720 are
00:47:30.880 going
00:47:31.100 to
00:47:31.280 do
00:47:31.560 this
00:47:31.760 for
00:47:31.960 SNC
00:47:32.580 Lavalin
00:47:32.940 but
00:47:33.940 more
00:47:34.280 importantly
00:47:34.900 and
00:47:35.180 this
00:47:35.380 is
00:47:35.540 the
00:47:35.720 crime
00:47:36.120 we're
00:47:37.040 going
00:47:37.160 to
00:47:37.260 do
00:47:37.400 it
00:47:37.540 so
00:47:37.760 we
00:47:37.960 win
00:47:38.160 the

00:47:38.640 in
00:47:38.860 Quebec
00:47:39.120 you
00:47:39.940 can't
00:47:40.200 do
00:47:40.320 it
00:47:40.420 that
00:47:40.580 way
00:47:40.800 you
00:47:41.380 can't
00:47:41.660 let
00:47:41.780 your
00:47:41.940 friends
00:47:42.180 off
00:47:42.360 the
00:47:42.460 hook
00:47:42.580 for
00:47:42.740 a
00:47:42.880 criminal
00:47:43.080 prosecution
00:47:43.600 because
00:47:44.140 of
00:47:44.440 your
00:47:44.620 own
00:47:44.880 interest
00:47:45.360 you
00:47:45.740 see
00:47:45.880 the
00:47:46.040 difference
00:47:46.420 you
00:47:46.940 can
00:47:47.100 say
00:47:47.360 for
00:47:47.500 the
00:47:47.660 interest
00:47:48.020 of
00:47:48.200 10,000
00:47:48.880 jobs
00:47:49.380 I
00:47:49.720 will
00:47:49.860 let
00:47:50.000 the
00:47:50.120 criminal
00:47:50.380 go
00:47:50.820 okay
00:47:51.720 that's
00:47:51.940 not
00:47:52.160 that's
00:47:52.440 not
00:47:52.580 great
00:47:52.920 but
00:47:54.280 you
00:47:54.420 can
00:47:54.740 make
00:47:54.940 that
00:47:55.120 argument
00:47:55.540 and
00:47:55.760 they
00:47:55.880 certainly
00:47:56.140 made
00:47:56.340 it
00:47:56.420 but
00:47:56.500 they
00:47:56.640 failed
00:47:56.920 to
00:47:57.120 convince
00:47:57.520 what
00:47:58.420 you
00:47:58.580 cannot
00:47:58.920 do
00:47:59.320 is
00:47:59.480 we
00:47:59.580 are
00:47:59.660 going
00:47:59.740 to
00:47:59.820 let
00:48:00.020 these 0.99
00:48:00.440 criminals 0.98
00:48:00.760 go
00:48:01.200 because
00:48:02.520 I
00:48:02.660 got
00:48:02.800 to
00:48:02.880 get

00:52:42.960 it's

00:52:43.620 the

00:52:55.240 I think
00:52:55.620 we all

00:56:43.120 way
00:56:43.280 or
00:56:43.380 another
00:56:43.660 he's
00:56:44.940 in
00:56:45.060 that
00:56:45.200 kind
00:56:45.400 of

00:58:54.500 of

00:58:55.320 and
00:58:56.100 this
00:58:56.580 on
00:58:57.640 this
00:58:57.900 about

00:58:59.400 he
00:58:59.660 was
00:58:59.900 a
00:59:00.060 bit
00:59:00.200 worried
00:59:00.640 I
00:59:01.940 want
00:59:03.760 to
00:59:03.840 remind
00:59:04.120 you
00:59:04.260 who
00:59:04.380 this
00:59:04.560 clerk
00:59:04.880 is
00:59:05.420 because
00:59:06.300 we
00:59:06.420 hear
00:59:06.520 the
00:59:06.660 clerk
00:59:06.900 it
00:59:07.160 sounds
00:59:07.440 like
00:59:07.600 such
00:59:07.740 a
00:59:07.900 modest
00:59:08.140 position
00:59:08.540 the

00:59:08.980 like 1.00
00:59:09.760 you

00:59:12.180 the

00:59:28.780 you
00:59:28.980 just
00:59:29.280 a
00:59:29.480 clip

00:59:44.800 asking
00:59:45.140 questions
00:59:45.760 there
00:59:46.040 might
00:59:46.200 be
00:59:46.360 an
00:59:46.520 assassination
00:59:47.780 saying
00:59:49.100 that

00:59:51.580 it
00:59:51.800 was
00:59:52.000 the
00:59:52.160 most
00:59:52.400 insane
00:59:53.120 misconduct
00:59:53.840 I've
00:59:54.080 ever
00:59:54.240 seen
00:59:54.600 of
00:59:55.060 any
00:59:55.240 so
00:59:55.540 called
00:59:55.880 independent
00:59:56.620 civil
00:59:57.460 servant
00:59:57.860 and
00:59:59.400 I
00:59:59.620 think
01:00:00.000 everyone
01:00:00.240 was
01:00:00.500 shocked
01:00:01.060 well
01:00:01.880 now
01:00:02.120 we
01:00:02.360 know
01:00:02.680 why
01:00:03.440 he
01:00:04.680 wasn't
01:00:05.060 worried
01:00:05.340 about
01:00:05.640 being
01:00:05.920 a
01:00:06.220 witness
01:00:07.480 he
01:00:09.600 was
01:00:09.760 worried
01:00:10.040 about
01:00:10.320 being
01:00:10.580 a
01:00:10.860 suspect
01:00:11.700 he
01:00:12.960 himself
01:00:13.540 got
01:00:13.840 his
01:00:14.060 hands
01:00:14.560 dirty
01:00:15.480 in
01:00:16.100 these
01:00:16.320 bad
01:00:16.780 immoral
01:00:18.120 unethical
01:00:19.060 illegal
01:00:21.080 acts
01:00:21.820 take a
01:00:22.540 look at
01:00:22.880 this
01:00:23.120 grotesque 0.97
01:00:23.920 man 0.98
01:00:24.380 the
01:00:25.580 global
01:00:25.800 mail
01:00:26.060 article
01:00:26.460 contains
01:00:27.240 errors
01:00:28.840 unfounded
01:00:30.360 speculation
01:00:31.060 and
01:00:32.160 in
01:00:32.240 some
01:00:32.400 cases
01:00:32.760 simply
01:00:33.140 defamatory
01:00:33.760 in
01:00:34.300 my
01:00:34.780 observation
01:00:35.460 and
01:00:35.720 my
01:00:35.900 experience
01:00:36.480 they
01:00:36.720 have
01:00:36.880 always
01:00:37.580 always
01:00:38.380 conducted
01:00:38.880 themselves
01:00:39.340 to the
01:00:39.700 highest
01:00:40.080 standards
01:00:40.780 of
01:00:41.280 integrity
01:00:41.740 you may
01:00:42.560 not like
01:00:42.920 their
01:00:43.080 politics
01:00:43.560 or their
01:00:43.900 policies
01:00:44.380 or their
01:00:44.800 tweets
01:00:45.160 but they
01:00:46.160 have always
01:00:46.720 been guided
01:00:47.340 by trying
01:00:47.840 to do
01:00:48.140 the right
01:00:48.600 thing
01:00:49.000 indicated
01:00:49.700 that it
01:00:50.460 was entirely
01:00:51.100 her call
01:00:51.920 to make
01:00:52.300 that she
01:00:52.680 was the
01:00:53.080 decider
01:00:53.600 and that
01:00:54.380 is a
01:00:54.680 message
01:00:55.400 that the
01:00:57.960 prime minister
01:00:58.880 conveyed to
01:00:59.480 the minister
01:00:59.960 on every
01:01:01.200 situation
01:01:01.920 that I'm
01:01:02.400 aware of
01:01:02.900 that it
01:01:03.280 came up
01:01:03.600 I worry
01:01:04.380 about the
01:01:04.940 rising tide
01:01:05.740 of incitements
01:01:06.400 to violence
01:01:07.040 when people
01:01:08.220 use terms
01:01:09.040 like treason
01:01:09.760 and traitor
01:01:10.520 in open
01:01:11.000 discourse
01:01:11.440 those are
01:01:12.360 the words
01:01:12.740 that lead
01:01:13.180 to assassination
01:01:13.800 I'm worried
01:01:14.820 that somebody
01:01:15.240 is going
01:01:15.440 to be shot 0.99
01:01:15.900 in this 1.00
01:01:16.240 country
01:01:16.460 this year
01:01:16.860 during the
01:01:17.300 political
01:01:17.560 campaign
01:01:18.100 yeah
01:01:18.960 that's the
01:01:20.080 clerk
01:01:20.340 I think
01:01:21.240 we know
01:01:21.620 what was
01:01:21.940 agitating
01:01:22.460 him
01:01:22.660 he's not
01:01:23.280 worried about
01:01:23.800 assassination
01:01:24.860 where did
01:01:25.540 that come
01:01:26.020 from
01:01:26.260 other than
01:01:27.840 the political
01:01:28.320 assassination
01:01:28.920 of his own
01:01:29.500 boss
01:01:29.800 all right
01:01:30.060 back to
01:01:30.340 Jody Wilson
01:01:30.700 Wable
01:01:30.960 asked what
01:01:32.100 he's worried
01:01:32.580 about
01:01:32.980 the clerk
01:01:34.480 then made
01:01:35.060 the comment
01:01:35.720 about how
01:01:36.740 it is not
01:01:37.260 good for
01:01:37.820 the prime
01:01:38.220 minister
01:01:38.520 and his
01:01:38.980 attorney
01:01:39.280 general
01:01:39.660 to be
01:01:40.120 at
01:01:40.360 loggerheads
01:01:40.920 I told
01:01:43.840 the clerk
01:01:44.280 that I was
01:01:44.980 giving him
01:01:45.380 my best
01:01:45.900 advice
01:01:46.320 and that
01:01:46.640 if he
01:01:46.960 did not
01:01:47.380 accept
01:01:47.940 that
01:01:48.740 advice
01:01:49.320 then it
01:01:50.120 is the
01:01:50.640 prime
01:01:50.880 minister's
01:01:51.440 prerogative
01:01:52.020 to do
01:01:52.740 what he
01:01:53.040 wants
01:01:53.560 but I
01:01:54.460 am trying
01:01:54.840 to protect
01:01:55.300 the prime
01:01:55.700 minister
01:01:55.940 from political
01:01:56.600 interference
01:01:57.120 or perceived
01:01:58.360 political
01:01:58.920 interference
01:01:59.480 or otherwise
01:02:00.280 the clerk
01:02:01.760 acknowledged
01:02:02.280 that
01:02:02.700 but said
01:02:03.660 that the
01:02:04.240 prime
01:02:04.520 minister
01:02:04.900 does not
01:02:05.880 have the
01:02:06.240 power
01:02:06.560 to do
01:02:06.940 what he
01:02:07.260 wants
01:02:07.720 all the
01:02:08.640 tools
01:02:09.040 are in
01:02:09.500 my hands
01:02:10.140 he said
01:02:10.620 I said
01:02:12.900 that I was
01:02:13.200 having thoughts
01:02:13.980 of the
01:02:14.520 Saturday
01:02:14.840 night
01:02:15.200 massacre
01:02:15.680 but that
01:02:17.220 I was
01:02:17.560 confident
01:02:18.060 that I
01:02:18.960 had given
01:02:19.440 the prime
01:02:19.840 minister
01:02:20.100 my best
01:02:20.740 advice
01:02:21.180 to protect
01:02:21.760 him
01:02:22.100 and to
01:02:22.880 protect
01:02:23.140 the
01:02:23.360 constitutional
01:02:23.980 principle
01:02:25.200 of prosecutorial
01:02:26.120 independence
01:02:26.800 the clerk
01:02:28.620 said that
01:02:29.080 he was
01:02:29.400 worried
01:02:29.780 about a
01:02:30.300 collision
01:02:30.760 between
01:02:31.760 the prime
01:02:32.200 minister
01:02:32.480 because the
01:02:33.220 prime minister
01:02:33.720 is pretty
01:02:34.740 firm about
01:02:35.360 this
01:02:35.760 he told
01:02:36.800 me that
01:02:37.140 he had
01:02:37.460 seen the
01:02:37.880 prime minister
01:02:38.480 a few
01:02:39.240 hours ago
01:02:40.160 and that
01:02:40.900 this is
01:02:41.700 really important
01:02:42.520 to him
01:02:43.060 that is
01:02:44.900 essentially
01:02:45.180 where the
01:02:45.520 conversation
01:02:46.040 ended
01:02:46.720 and I
01:02:47.100 did not
01:02:47.480 hear from
01:02:47.840 the prime
01:02:48.160 minister
01:02:48.440 the next
01:02:49.000 day
01:02:49.300 I'm
01:02:52.420 just
01:02:52.560 letting
01:02:53.040 everybody
01:02:53.340 know
01:02:53.580 that
01:02:53.720 I've
01:02:53.940 just
01:02:54.240 as
01:02:54.700 chair
01:02:54.920 I
01:02:55.100 choose
01:02:55.520 to
01:02:55.660 give
01:02:55.840 you
01:02:55.960 more
01:02:56.180 than
01:02:56.340 30
01:02:56.560 minutes
01:02:56.840 you've
01:02:57.080 exceeded
01:02:57.380 it
01:02:57.540 I'd like
01:02:57.860 you to
01:02:58.060 be able
01:02:58.260 to finish
01:02:58.580 your
01:02:58.720 statement
01:02:58.980 is there
01:02:59.280 anybody
01:02:59.520 that has
01:02:59.740 any
01:02:59.860 objection
01:03:00.180 to that
01:03:00.640 okay
01:03:01.580 so please
01:03:02.320 continue
01:03:02.740 I don't
01:03:04.160 think anyone
01:03:04.500 in the audience
01:03:04.940 does either
01:03:05.540 thank you
01:03:05.940 Mr.
01:03:06.160 Chair
01:03:06.300 on
01:03:07.640 January
01:03:07.940 the
01:03:08.160 7th
01:03:08.640 I
01:03:09.880 received
01:03:10.220 a call
01:03:10.620 from the
01:03:10.960 prime
01:03:11.180 minister
01:03:11.500 and was
01:03:12.260 informed
01:03:12.660 I was
01:03:13.000 being
01:03:13.260 shuffled
01:03:13.640 out of
01:03:14.040 my
01:03:14.240 role
01:03:14.460 as
01:03:14.620 minister
01:03:14.880 of
01:03:19.300 details
01:03:19.620 of
01:03:20.100 this
01:03:20.300 call
01:03:20.700 or
01:03:21.380 subsequent
01:03:21.920 communications
01:03:22.740 about
01:03:23.320 the
01:03:23.520 shuffle
01:03:23.820 but
01:03:24.640 I
01:03:24.800 will
01:03:25.040 say
01:03:25.400 that
01:03:25.780 I
01:03:25.980 stated
01:03:26.420 I
01:03:26.720 believe
01:03:27.100 the
01:03:27.360 reason
01:03:27.700 was
01:03:28.340 because
01:03:28.840 of
01:03:29.100 the
01:03:29.240 SNC
01:03:29.880 matter
01:03:30.380 they
01:03:31.380 denied
01:03:31.720 this
01:03:31.940 to be
01:03:32.160 the
01:03:32.280 case
01:03:32.600 on
01:03:34.420 January

01:03:36.520 Friday
01:03:36.780 before
01:03:37.120 the
01:03:37.300 shuffle
01:03:37.600 my
01:03:38.580 former
01:03:38.880 deputy
01:03:39.220 minister
01:03:39.620 is
01:03:40.140 called
01:03:40.520 by
01:03:40.840 the
01:03:41.020 clerk
01:03:41.300 and
01:03:41.960 told
01:03:42.240 that
01:03:42.520 the
01:03:42.660 shuffle
01:03:42.920 is
01:03:43.220 happening
01:03:43.580 and
01:03:43.940 that
01:03:44.120 she
01:03:44.400 will
01:03:44.720 be
01:03:44.840 getting
01:03:45.040 a
01:03:45.200 new
01:03:45.320 minister
01:03:45.680 as
01:03:47.160 part
01:03:47.360 of
01:03:47.440 this
01:03:47.580 conversation

01:03:50.420 the
01:03:50.540 first
01:03:50.780 conversations
01:03:51.440 that

01:03:58.680 other
01:03:58.900 words
01:03:59.120 there
01:04:00.360 it

01:04:05.980 something's
01:04:07.600 going to
01:04:07.800 happen
01:04:08.100 interference
01:04:08.600 is going
01:04:08.800 to
01:04:08.880 happen
01:04:09.140 oh boy
01:04:09.860 it's
01:04:10.060 going to
01:04:10.300 happen
01:04:10.760 one way
01:04:11.160 or
01:04:11.240 another
01:04:11.480 they've
01:04:12.180 been

01:04:16.800 they're
01:04:17.420 sick
01:04:17.740 of it
01:04:18.120 and
01:04:18.660 they say
01:04:19.080 the first
01:04:19.520 matter
01:04:19.800 business
01:04:20.220 we're
01:04:20.420 going to
01:04:20.600 do
01:04:20.800 with

01:04:23.020 this
01:04:23.240 done
01:04:23.520 and
01:04:23.680 wouldn't
01:04:23.980 you
01:04:24.120 know
01:04:24.360 it
01:04:24.520 who's
01:04:25.980 the

01:04:28.740 from
01:04:28.920 Montreal
01:04:29.320 and he

01:04:30.820 by SNC
01:04:31.780 Lavalin
01:04:32.200 and actually
01:04:33.260 earlier this
01:04:33.960 month
01:04:34.220 he said
01:04:34.820 to the
01:04:35.020 global mail
01:04:35.420 that he
01:04:35.660 was
01:04:35.800 considering
01:04:36.300 still
01:04:36.880 letting
01:04:37.100 them
01:04:37.260 off

01:04:39.700 keep
01:04:40.040 watching
01:04:40.460 words
01:04:41.740 that
01:04:43.540 the
01:04:43.700 new
01:04:43.900 minister
01:04:44.280 will
01:04:44.720 need
01:04:44.980 to
01:04:45.340 prepare
01:04:45.900 be
01:04:46.300 prepared
01:04:46.620 to
01:04:46.840 speak
01:04:47.040 to
01:04:47.180 the
01:04:47.300 prime
01:04:47.480 minister
01:04:47.720 on
01:04:47.940 this
01:04:48.120 file
01:04:48.480 the
01:04:49.460 deputy
01:04:49.820 recounts
01:04:50.760 this
01:04:51.100 to
01:04:51.280 my
01:04:51.460 chief
01:04:51.720 of
01:04:51.900 staff
01:04:52.240 who
01:04:52.660 tells
01:04:52.960 me
01:04:53.160 about
01:04:53.560 the
01:04:53.820 conversation
01:04:54.400 my
01:04:58.160 narrative
01:04:58.560 stops
01:04:59.000 here
01:04:59.280 I
01:05:00.820 must
01:05:01.080 reiterate
01:05:01.420 to
01:05:01.740 the
01:05:01.880 committee
01:05:02.140 my
01:05:02.440 concern
01:05:02.920 outlined
01:05:03.580 in the
01:05:03.900 letter
01:05:04.180 to the
01:05:04.760 chair
01:05:04.960 yesterday
01:05:05.540 that
01:05:06.960 is
01:05:07.280 order
01:05:07.640 in
01:05:07.880 council
01:05:08.280 number
01:05:08.740 2019
01:05:09.920 0105
01:05:12.060 addresses
01:05:12.840 only my
01:05:13.580 time as
01:05:14.040 the
01:05:14.180 attorney
01:05:14.460 general
01:05:14.820 of
01:05:15.040 Canada
01:05:15.400 and
01:05:15.760 therefore
01:05:16.160 does
01:05:16.640 nothing
01:05:18.700 to
01:05:18.960 release
01:05:19.360 me
01:05:19.700 from
01:05:20.120 my
01:05:20.500 restrictions
01:05:21.180 that
01:05:21.760 apply
01:05:22.100 to
01:05:22.300 communications
01:05:22.940 while I
01:05:23.680 proudly
01:05:24.040 served
01:05:24.540 as
01:05:25.020 the
01:05:25.120 minister
01:05:25.380 of
01:05:25.600 veterans
01:05:25.920 affairs
01:05:26.400 and
01:05:27.200 in
01:05:27.320 relation
01:05:27.620 that's
01:05:29.500 an
01:05:29.600 interesting
01:05:29.920 point
01:05:30.260 there
01:05:30.420 because
01:05:30.620 remember
01:05:31.080 she
01:05:32.820 didn't
01:05:33.020 leave
01:05:33.220 cabinet
01:05:33.700 she
01:05:34.520 was
01:05:34.680 still
01:05:34.900 in
01:05:35.080 cabinet
01:05:35.520 and
01:05:37.700 she
01:05:37.860 just
01:05:38.120 said
01:05:38.440 there
01:05:38.620 I
01:05:38.760 can't
01:05:39.100 talk
01:05:39.440 about
01:05:39.680 what
01:05:39.860 came
01:05:40.060 later
01:05:40.260 because
01:05:40.540 Justin
01:05:41.100 Trudeau
01:05:41.420 did
01:05:41.600 not
01:05:41.840 waive
01:05:42.320 that
01:05:42.860 solicitor
01:05:44.560 client
01:05:44.820 privilege
01:05:45.300 there was
01:05:45.840 no
01:05:46.060 waiver
01:05:46.840 for that
01:05:47.540 she's
01:05:48.520 basically
01:05:48.960 telegraphing
01:05:49.640 to us
01:05:49.940 that more
01:05:50.280 was said
01:05:50.900 that she
01:05:51.580 can't
01:05:51.920 say
01:05:52.100 and I
01:05:52.940 understand
01:05:53.380 that later
01:05:53.740 there was
01:05:54.000 a question
01:05:54.480 did you
01:05:55.020 interfere
01:05:55.600 in the
01:05:56.380 prosecution
01:05:56.980 of the
01:05:57.780 admiral
01:05:58.280 or the
01:05:59.180 vice
01:05:59.660 admiral
01:06:00.080 out in
01:06:00.640 Halifax
01:06:01.200 over the
01:06:01.480 shipbuilding
01:06:01.840 case
01:06:02.160 and I
01:06:02.600 understand
01:06:02.920 she said
01:06:03.260 I can't
01:06:03.660 speak
01:06:03.860 to that
01:06:04.360 and like
01:06:05.080 I say
01:06:05.440 how many
01:06:05.920 more
01:06:06.140 times
01:06:06.880 how many
01:06:07.660 more
01:06:07.880 times
01:06:08.400 has
01:06:08.800 Gerald
01:06:09.160 Butts 0.82
01:06:09.480 said
01:06:09.700 the law
01:06:10.260 doesn't
01:06:10.480 apply
01:06:10.760 to us
01:06:11.220 how many
01:06:11.760 more
01:06:11.980 times
01:06:12.400 keep
01:06:12.600 watching
01:06:12.900 keep
01:06:13.140 to my
01:06:14.760 resignation
01:06:15.220 from that
01:06:16.180 post
01:06:16.680 or my
01:06:18.440 presentation
01:06:19.120 to cabinet
01:06:19.960 after I
01:06:20.500 resigned
01:06:20.920 this time
01:06:22.540 period includes
01:06:23.120 communications
01:06:23.740 on topics
01:06:24.540 that some
01:06:24.980 members of
01:06:25.400 the committee
01:06:25.740 have explored
01:06:26.300 with other
01:06:26.680 witnesses
01:06:27.040 and about
01:06:28.020 which there
01:06:28.660 have been
01:06:29.240 public
01:06:29.900 statements
01:06:30.380 by others
01:06:31.080 the order
01:06:32.440 in council
01:06:32.920 leaves in
01:06:33.560 place the
01:06:34.100 various
01:06:34.420 constraints
01:06:34.980 in particular
01:06:35.860 cabinet
01:06:36.640 confidence
01:06:37.220 that there
01:06:38.340 are on
01:06:39.000 my ability
01:06:39.600 to speak
01:06:40.360 freely on
01:06:41.000 matters
01:06:41.500 that occurred
01:06:42.720 after I
01:06:43.660 left my
01:06:44.120 post
01:06:44.480 as
01:06:44.780 attorney
01:06:45.060 general
01:06:45.460 even
01:06:47.620 with
01:06:47.840 those
01:06:48.060 constraints
01:06:48.660 I hope
01:06:50.120 that through
01:06:50.680 my narrative
01:06:51.440 today
01:06:52.020 the committee
01:06:52.640 and everyone
01:06:53.900 across the
01:06:54.860 country
01:06:55.160 who's
01:06:55.480 listening
01:06:55.860 has a
01:06:56.900 clear idea
01:06:57.620 of what
01:06:58.240 I experienced
01:06:59.140 and what
01:07:00.000 I know
01:07:00.580 of who
01:07:01.140 did what
01:07:01.840 and what
01:07:02.720 was
01:07:03.020 communicated
01:07:03.660 I hope
01:07:05.520 and expect
01:07:06.360 the facts
01:07:07.600 speak for
01:07:08.080 themselves
01:07:08.560 I imagine
01:07:10.560 Canadians
01:07:11.020 now fully
01:07:11.880 understand
01:07:12.400 that in
01:07:13.040 my view
01:07:13.620 these events
01:07:14.260 constituted
01:07:14.940 pressure
01:07:15.340 to intervene
01:07:16.560 in a matter
01:07:17.140 and that
01:07:17.940 this pressure
01:07:18.660 or political
01:07:19.960 interference
01:07:20.760 to intervene
01:07:22.280 was not
01:07:22.900 appropriate
01:07:23.420 however Canadians
01:07:25.180 can judge this
01:07:25.920 for themselves
01:07:26.620 as we now
01:07:27.680 have the same
01:07:28.660 frame of
01:07:29.320 information
01:07:29.840 lastly
01:07:31.900 as I've
01:07:32.320 said
01:07:33.100 previously
01:07:33.800 it has
01:07:35.100 always been
01:07:35.540 my view
01:07:35.980 that the
01:07:36.300 Attorney General
01:07:36.900 of Canada
01:07:37.440 must be
01:07:38.000 non-partisan
01:07:38.720 more transparent
01:07:40.040 in the
01:07:40.380 principles
01:07:40.800 that are
01:07:41.280 the basis
01:07:41.700 of decisions
01:07:42.800 and in
01:07:43.940 this respect
01:07:44.800 always willing
01:07:45.700 to speak
01:07:46.200 truth to
01:07:46.700 power
01:07:47.060 in saying
01:07:48.740 this
01:07:49.080 I was
01:07:49.540 reflecting
01:07:50.020 what I
01:07:50.920 understood
01:07:51.440 to be
01:07:51.860 the vital
01:07:52.260 importance
01:07:52.880 of the
01:07:53.660 rule of
01:07:54.060 law
01:07:54.380 and
01:07:55.100 prosecutorial
01:07:55.740 independence
01:07:56.320 in our
01:07:56.900 democracy
01:07:57.460 my
01:07:58.960 understanding
01:07:59.460 of this
01:08:00.020 has
01:08:00.420 been shaped
01:08:02.980 by some
01:08:03.900 lived
01:08:04.200 experiences
01:08:04.940 I
01:08:06.600 am of
01:08:06.900 course
01:08:07.120 a
01:08:07.280 lawyer
01:08:07.540 I
01:08:08.760 was
01:08:08.940 a
01:08:09.080 prosecutor
01:08:09.520 in the
01:08:09.820 downtown
01:08:10.120 east side
01:08:10.680 of Vancouver
01:08:11.200 so I
01:08:13.120 come to
01:08:13.400 this view
01:08:13.980 as a
01:08:14.660 trained
01:08:14.900 professional
01:08:15.400 and committed
01:08:16.260 to certain
01:08:16.740 values
01:08:17.300 as key
01:08:18.060 to our
01:08:18.880 system
01:08:19.220 of order
01:08:19.760 but my
01:08:21.500 understanding
01:08:22.060 of the
01:08:22.660 rule of
01:08:23.060 law
01:08:23.380 has also
01:08:24.000 been
01:08:24.200 shaped
01:08:24.500 by my
01:08:25.240 experiences
01:08:25.840 as an
01:08:26.400 indigenous
01:08:26.720 person
01:08:27.240 and as
01:08:27.880 an
01:08:28.000 indigenous
01:08:28.320 leader
01:08:28.780 history
01:08:30.420 of
01:08:30.640 crown
01:08:30.900 indigenous
01:08:31.240 relations
01:08:31.780 in this
01:08:32.340 country
01:08:32.760 includes a
01:08:34.480 history
01:08:34.820 of the
01:08:35.680 rule of
01:08:36.020 law
01:08:36.560 not being
01:08:37.160 respected
01:08:37.660 indeed
01:08:39.120 one of
01:08:39.480 the main
01:08:39.800 reasons
01:08:40.240 for the
01:08:40.840 urgent
01:08:41.260 need
01:08:41.700 for
01:08:42.000 justice
01:08:42.540 and
01:08:42.800 reconciliation
01:08:43.340 today
01:08:44.080 is that
01:08:45.060 in the
01:08:45.860 history
01:08:46.840 of our
01:08:47.260 country
01:08:47.680 we have
01:08:48.460 not always
01:08:49.200 upheld
01:08:49.760 foundational
01:08:50.380 values
01:08:51.000 such as
01:08:51.680 the rule
01:08:52.100 of law
01:08:52.520 in relations
01:08:53.260 to
01:08:54.000 indigenous
01:08:54.380 peoples
01:08:55.040 she's going
01:08:58.020 a little
01:08:58.260 heavy on
01:08:58.760 aboriginal 0.61
01:08:59.180 rights
01:08:59.560 here
01:08:59.800 but you
01:09:00.360 know what
01:09:00.660 first of
01:09:01.120 all
01:09:01.300 I don't
01:09:02.280 mind
01:09:02.660 second of
01:09:04.720 all
01:09:04.940 I think
01:09:05.920 that's part
01:09:06.340 of the
01:09:06.540 point
01:09:06.820 here
01:09:07.080 this is
01:09:08.640 someone
01:09:08.920 whose
01:09:09.540 family
01:09:10.100 was
01:09:10.580 you know
01:09:12.200 not
01:09:12.460 not
01:09:13.220 it didn't
01:09:13.580 come from
01:09:13.840 wealth and
01:09:14.120 privilege
01:09:14.520 she's not
01:09:15.820 a trust fund
01:09:16.940 millionaire
01:09:17.300 silver spoon
01:09:17.900 baby like
01:09:18.440 Trudeau
01:09:19.120 Trudeau
01:09:19.400 never worked
01:09:19.780 a day in
01:09:20.020 his life
01:09:20.300 inherited
01:09:20.640 the money
01:09:20.900 from
01:09:21.140 Pierre
01:09:21.820 Trudeau
01:09:22.160 who never
01:09:22.520 worked
01:09:22.700 a day in
01:09:23.180 his life
01:09:23.420 inherited
01:09:23.700 all from
01:09:24.040 his father
01:09:24.840 Charlie
01:09:25.340 I think
01:09:26.860 there's
01:09:27.020 something
01:09:27.220 to this
01:09:27.860 she actually
01:09:29.080 believes in
01:09:29.780 something other
01:09:30.380 than just
01:09:30.760 herself
01:09:31.260 and I think
01:09:32.400 she actually
01:09:32.760 loves the
01:09:33.180 law
01:09:33.440 I think
01:09:33.980 she has
01:09:34.200 some wrong
01:09:34.480 interpretations
01:09:35.080 of it
01:09:35.580 ideologically
01:09:36.360 that's not
01:09:36.920 what we're
01:09:37.060 talking about
01:09:37.380 today
01:09:37.560 I actually
01:09:38.240 think
01:09:38.640 that she
01:09:39.760 was immensely
01:09:40.420 proud of being
01:09:40.960 the first
01:09:41.260 aboriginal 0.61
01:09:41.700 justice
01:09:42.580 minister
01:09:42.980 and she
01:09:43.220 thought I'm
01:09:43.520 not going
01:09:43.820 to sell
01:09:44.340 that out
01:09:44.880 I'm not
01:09:46.020 going to
01:09:46.180 let that
01:09:46.440 be profaned
01:09:47.140 and cheapened
01:09:47.800 by some
01:09:49.040 frat boy
01:09:49.800 from Montreal
01:09:50.840 who doesn't
01:09:52.100 understand the
01:09:52.840 importance of
01:09:53.480 this position
01:09:54.000 so let her 0.86
01:09:54.980 talk about
01:09:55.620 aboriginal 0.61
01:09:56.460 issues
01:09:57.060 although you
01:09:57.760 may think
01:09:58.260 that they
01:09:58.560 are not
01:09:58.960 germane
01:09:59.400 I think
01:10:00.220 it goes
01:10:00.500 to who
01:10:00.840 she is
01:10:01.740 and you're 0.90
01:10:02.560 damn straight 0.63
01:10:03.180 the first 1.00
01:10:03.900 aboriginal 0.61
01:10:04.360 woman 0.99
01:10:04.840 justice
01:10:05.200 minister
01:10:05.580 in Canadian
01:10:05.960 history
01:10:06.320 wasn't going
01:10:07.100 to sell
01:10:07.920 out all
01:10:08.520 of her
01:10:08.780 principles
01:10:09.360 and the
01:10:10.080 rule of
01:10:10.400 law
01:10:10.640 just for
01:10:11.420 some
01:10:11.760 fraternity
01:10:12.700 boy
01:10:12.960 from Montreal
01:10:13.740 asking for a
01:10:14.520 favor
01:10:14.780 let the tape
01:10:15.560 roll
01:10:15.760 we're almost
01:10:16.260 done
01:10:16.560 and I
01:10:17.920 have seen
01:10:18.300 the negative
01:10:18.700 impacts
01:10:19.360 for freedom
01:10:20.280 equality
01:10:21.020 and a
01:10:21.920 just
01:10:22.140 society
01:10:22.700 this can
01:10:23.860 have
01:10:24.300 first
01:10:24.720 hand
01:10:25.040 so when
01:10:27.340 I pledged
01:10:27.820 to serve
01:10:28.200 Canadians
01:10:28.680 as your
01:10:29.660 minister of
01:10:30.300 justice
01:10:30.600 and attorney
01:10:31.160 general
01:10:31.640 I came
01:10:33.060 to it
01:10:33.820 with a
01:10:34.180 deeply
01:10:34.500 ingrained
01:10:35.400 commitment
01:10:35.880 to the
01:10:36.300 rule of
01:10:36.680 law
01:10:36.960 and the
01:10:37.860 importance
01:10:38.180 of acting
01:10:38.760 independently
01:10:39.500 of
01:10:39.900 partisan
01:10:40.480 political
01:10:41.400 and narrow
01:10:42.360 interests
01:10:42.980 in all
01:10:43.520 matters
01:10:43.980 when we
01:10:45.580 do not
01:10:46.020 do that
01:10:46.620 I firmly
01:10:47.240 believe
01:10:47.820 and know
01:10:48.520 we do
01:10:49.080 worse
01:10:49.460 as a
01:10:49.860 society
01:10:50.300 I will
01:10:52.280 conclude
01:10:52.600 by saying
01:10:53.160 this
01:10:53.600 I was
01:10:55.460 taught
01:10:55.720 to always
01:10:56.340 be careful
01:10:57.060 what you
01:10:57.680 say
01:10:58.080 because you
01:10:58.880 cannot
01:10:59.140 take it
01:10:59.580 back
01:10:59.980 I was
01:11:01.440 taught
01:11:01.680 to always
01:11:02.400 hold
01:11:03.020 true
01:11:03.420 to your
01:11:04.120 core
01:11:04.420 values
01:11:04.880 and
01:11:05.160 principles
01:11:05.660 and to
01:11:06.240 act
01:11:06.460 with
01:11:06.640 integrity
01:11:07.140 these
01:11:08.660 are the
01:11:08.920 teachings
01:11:09.220 of my
01:11:09.680 parents
01:11:10.140 my
01:11:10.600 grandparents
01:11:10.960 and my
01:11:11.740 community
01:11:12.160 I come
01:11:13.640 from a
01:11:13.940 long
01:11:14.140 line
01:11:14.360 of
01:11:14.500 matriarchs 0.99
01:11:15.240 and I
01:11:15.720 am a
01:11:15.940 truth
01:11:16.180 teller
01:11:16.660 in
01:11:17.380 accordance
01:11:17.700 with
01:11:17.940 the
01:11:18.100 laws
01:11:18.460 and
01:11:18.780 traditions
01:11:19.160 of
01:11:19.560 our
01:11:19.720 big
01:11:19.940 house
01:11:20.320 this
01:11:21.340 is
01:11:21.500 who
01:11:21.700 I
01:11:21.900 am
01:11:22.220 and
01:11:22.640 this
01:11:22.840 is
01:11:23.040 who
01:11:23.200 I
01:11:23.380 always
01:11:23.800 will
01:11:24.020 be
01:11:24.360 thank you
01:11:26.100 well that's a little longer than we normally go
01:11:29.620 I had recorded an interview for today we'll play it tomorrow instead
01:11:33.180 I want to show you just one quick thing because I mentioned it several times
01:11:38.460 let me read to you the text from section 139.2 of the criminal code
01:11:42.560 it goes to obstruction of justice there's also let me just read it this is section
01:11:47.100 to everyone who willfully attempts in any manner other than a manager described in subsection one which is bribes to obstruct pervert or defeat the course of justice is guilty of an indictable offense and liable to imprisonment for a term not exceeding 10 years 10 years in prison for obstructing justice
01:12:06.040 a few sections
01:12:07.040 a few sections later there's also a paragraph about intimidation I won't get into that now I think obstruction is really what we saw I'm certain that this reaches the bar for an RCMP investigation
01:12:21.040 I'm certain more resignations must come Michael Wernick must resign
01:12:26.100 we have to wrap this up because we have to put this video online for you to watch at 8pm
01:12:32.400 but I know that Justin Trudeau is having a press conference what's he going to say other than
01:12:36.320 to stammer maybe hug some people take some selfies what can he do
01:12:39.700 I don't know maybe he'll actually resign
01:12:41.720 I don't think he ever
01:12:43.820 was a substantive prime minister he just liked the trappings of it
01:12:47.400 he liked being a mascot I don't think it's going to be fun for him anymore
01:12:50.340 I'd say there's a 10% chance he actually resigns
01:12:52.880 I think there's a 80% chance he just blathers
01:12:56.200 maybe announces a few more sacrificial lamps
01:12:59.320 Katie Telford fired a few other people fired
01:13:01.540 I don't know I'll tell you one thing I'm 47 years old
01:13:04.620 this is the most interesting and explosive thing I've ever seen in Canadian politics
01:13:09.160 I want to tell you one last thing
01:13:10.840 I remember the Libranos from the last time 1.00
01:13:13.840 can I show you what I got right here
01:13:15.000 when the Western Standard magazine shut down
01:13:17.900 I kept this
01:13:19.980 can you see this
01:13:20.800 it's our front cover of the magazine
01:13:24.460 the Libranos
01:13:25.800 it's about the ad scam
01:13:27.040 and you can see the characters there
01:13:29.040 Jean Chrétien, Paul Martin
01:13:30.400 Scott Bryson's there a lot younger
01:13:32.720 Alfonso Galliano
01:13:33.820 do you remember some of those characters
01:13:35.020 this was such a successful magazine
01:13:37.580 we made a poster out of it
01:13:38.600 I had it made into a wall hanging like that
01:13:41.180 and I've kept it
01:13:41.840 what's the date on that
01:13:43.360 May 16, 2005
01:13:45.880 that's 14 years ago
01:13:47.440 and this is what brought down the last
01:13:50.060 liberal government
01:13:51.520 shortly after this
01:13:54.440 Stephen Harper won election
01:13:56.600 in 2006
01:13:57.940 and again in 2008
01:13:59.260 you know what I got to tell you
01:14:01.560 I had a feeling in my bones
01:14:03.700 that the Libranos were back 0.99
01:14:05.040 and I said to our team here
01:14:06.740 I said you know that old poster we did
01:14:08.600 back in the Western Standard
01:14:10.420 can you freshen up
01:14:11.300 can you put in the new faces
01:14:12.460 and here's what our team came up with
01:14:14.560 what do you think of that
01:14:15.360 what do you think of that
01:14:16.720 what do you think of that

01:14:21.900 can you recognize him there
01:14:23.420 there's the precious
01:14:24.700 Justin Trudeau
01:14:26.420 there's Bill Morneau 0.93
01:14:27.320 crook
01:14:28.260 Chrystia Freeland
01:14:29.840 there's
01:14:30.640 Sheamus O'Regan
01:14:31.560 just sort of staring
01:14:32.740 oh there's
01:14:34.500 Gerald Butts
01:14:35.660 on the left
01:14:36.280 and Katie Telford
01:14:37.880 the Libranos
01:14:39.940 you know what
01:14:40.580 I had a feeling in my bones
01:14:42.880 this was going to happen
01:14:43.740 so I said to the team
01:14:45.120 can you print up some posters
01:14:46.720 and they say
01:14:48.160 yeah boss
01:14:48.720 and I said alright
