00:01:38.000 I got to tell you, this is one of the biggest political stories in the country right now.
00:01:42.000 We have every major political reporter reaching out, asking for comments.
00:01:47.000 So let me tell you the update.
00:01:49.000 As you know, Nebraska, they send their electoral votes based on congressional district.
00:01:55.000 Essentially, Omaha, Nebraska, which has become more liberal in recent years, they get their own electoral vote.
00:02:02.000 Only Maine does something similar.
00:02:04.000 It gives a disproportionate amount of weight to a single city, one city, Omaha.
00:02:10.000 Nebraska, they need to fix this.
00:02:11.000 They know this.
00:02:12.000 They've known it for quite some time.
00:02:13.000 We sent out a tweet earlier this week.
00:02:15.000 We did a whole show on this, and it has caught fire.
00:02:18.000 Great credit to the governor.
00:02:20.000 Great credit now to Senator Ricketts.
00:02:24.000 Senator Ricketts is the former governor of Nebraska.
00:02:27.000 I've known the Ricketts family for quite some time.
00:02:29.000 We get along really well.
00:02:30.000 They also have done something that I think is heroes' work for civilization.
00:02:36.000 They brought a World Series to the Chicago Cubs.
00:02:38.000 So the Ricketts are awesome.
00:02:41.000 They bought the Cubs and they got that World Series.
00:02:44.000 I was able to see it with my grandma.
00:02:46.000 So the Ricketts are like top-level heroes in my mind.
00:02:50.000 Senator Ricketts is part of one of the sons of Joe Ricketts, and he was former governor of Nebraska.
00:02:58.000 A lot of political power, very influential in the state of Nebraska.
00:03:02.000 And yesterday, Senator Ricketts came out and voiced support for the winner-take-all bill.
00:03:09.000 This is a big deal.
00:03:10.000 This is a very big deal, everybody.
00:03:13.000 Senator Ricketts and the governor coming together.
00:03:15.000 This is a sign, a very good sign, that this thing will likely get sorted out.
00:03:22.000 I don't want to make any guarantees, but Senator Ricketts and Governor Pillen really run a lot of the inner workings of the state of Nebraska.
00:03:32.000 Yesterday, this is what Senator Ricketts said: the extreme new Democrats are pushing common sense officials and voters to our party.
00:03:40.000 I'm pleased to welcome Senator Mike McDonald to the Republican team.
00:03:42.000 We'll talk about that in a second.
00:03:43.000 The addition of Mike McDonald to the Republican roles in the legislature means for the first time in recent memory, there's a filler-buster-proof Republican majority in the unicameral.
00:03:51.000 This timing heading into a presidential election is an awesome opportunity to mobilize our Republican majority to a winner-take-all system and put one more electoral vote in the Republican column for 2024.
00:04:02.000 This is a huge deal, everybody.
00:04:04.000 Senator Ricketts is a former governor.
00:04:06.000 A lot of people say he runs the state of Nebraska.
00:04:08.000 He's very influential.
00:04:10.000 And him voicing support here is improving the chances of this.
00:04:14.000 Now, late last evening, there was an attempt, and it will be the first of many, to get this thing passed.
00:04:21.000 A member of the unicameral attached the bill to another bill, and it wasn't necessarily germane, and it failed on procedural grounds.
00:04:30.000 Now, the media is saying, oh, this thing has failed, but NBC News actually had the best headline.
00:04:35.000 The winner-take-all system fails for now.
00:04:40.000 There's another clear path forward, and there is one holdout that we know of that is blocking this from happening.
00:04:47.000 Now, without getting too deep into the weeds, there are two votes that need to happen.
00:04:52.000 We have the votes in the unicameral, but do we have the votes to prevent a filibuster?
00:04:59.000 And even if it filibusters, that's not the end of the world, okay?
00:05:04.000 We need to try to get members to vote for cloture.
00:05:09.000 Vote for cloture effectively ends debate, removes the filibuster, and allows a floor vote to happen.
00:05:18.000 Now, I have no inside baseball here, but I imagine now that the eyes of the nation are on Nebraska, that Governor Pillen and Senator Ricketts, who deserve great credit for their leadership here, my guess is they're getting into the weeds of the weeds of the back-filled rooms of Lincoln to try to get a deal done.
00:05:37.000 That is my guess.
00:05:39.000 Because the whole country is now looking at Nebraska, and I can't imagine that Governor Pillen and Senator Ricketts want to say, hey, we support this thing, and then all of a sudden time expires as the eyes of the world are now looking at Nebraska.
00:05:55.000 I have confidence, in fact, that with the political power that Senator Ricketts and Governor Pillen have in Nebraska, that they'll be able to deliver this thing home and that you, the grassroots, will be able to help.
00:06:07.000 And I'm going to tell you who we need to contact in a second.
00:06:11.000 There is one holdout that we know of in Nebraska who's a great man.
00:06:15.000 He's a patriot.
00:06:16.000 He's a rancher.
00:06:16.000 He's a farmer.
00:06:18.000 And we need to just try to encourage him to say, hey, let's get this thing done.
00:06:23.000 And by the way, I have full sympathy for a lot of these members of the unicameral that are all of a sudden like, what is this?
00:06:28.000 A week ago, this thing wasn't even being debated.
00:06:31.000 And Nebraska, you know, in states like Nebraska, no one wants to be told what to do.
00:06:34.000 I get that.
00:06:35.000 And so I totally understand it takes a little time, a little process.
00:06:39.000 We just got to get that sorted out.
00:06:41.000 This is cut 87.
00:06:44.000 This is former Democrat, now Republican play cut 87.
00:06:49.000 It's never easy for someone to make this kind of decision, but what makes it easier is the people standing behind me.
00:06:59.000 We had great discussions about what the Republican Party is doing, where they're trying to go, how I potentially could fit in there.
00:07:07.000 But the greatest thing about it is now I can participate again.
00:07:10.000 When something's taken away from you as potentially being able to attend a meeting, they say, well, we don't want you here.
00:07:16.000 We're not going to share our resources with you.
00:07:17.000 That hits you pretty hard.
00:07:18.000 But it also makes you appreciate something about our democracy.
00:07:21.000 The idea of being able to participate.
00:07:24.000 Today I'm announcing I am now going to be a registered Republican in the state of Nebraska.
00:07:32.000 That is Mike McDonnell.
00:07:35.000 This is all happening simultaneously, by the way.
00:07:37.000 He's switching parties.
00:07:39.000 We got the governor on board.
00:07:40.000 We got the senator on board.
00:07:41.000 This thing's all happening.
00:07:42.000 Now, Mike McDonnell is a no on the bill to switch Nebraska to winner take all.
00:07:51.000 I just hope everyone understands.
00:07:51.000 But understand this.
00:07:53.000 This is not a question of whether or not there's majority support.
00:07:56.000 There's overwhelming majority support.
00:07:57.000 The question is, can we get past the filibuster?
00:08:01.000 And the filibuster is a tactic that the Democrats are going to try to use to run out the clock.
00:08:06.000 But even if they run out the clock, my guess is Governor Pillen will call a special session.
00:08:13.000 And if he calls a special session, he could do it the day after.
00:08:16.000 If the legislative session ends, he can say, hey, special session on Wednesday, if the session, if everything ended on Tuesday, special session Wednesday for one subject to try to get this thing sorted out.
00:08:28.000 So there are many paths and many avenues here, everybody.
00:08:32.000 This is a live ball.
00:08:33.000 It's happening in real time.
00:08:34.000 So the one individual that if you are in Nebraska, especially, please contact.
00:08:40.000 His name is Senator Tom Brandt.
00:08:43.000 I'm told he's a terrific man.
00:08:44.000 He cares deeply about the state of Nebraska.

00:13:35.000 And I think that the members in the Nebraska House are starting to realize the Senate to say, what is this?

00:13:41.000 Yeah, it just so happens because of the census, the census every 10 years, the electoral math, it just so ends up that that one little pesky electoral vote in Omaha can determine the whole presidential election.

00:14:01.000 Well, you're going to have to be filibustering for quite some time.
00:14:04.000 And hey, if you filibuster, we'll try it again.
00:14:07.000 If it fails on this next bill, we're going to do it again.

00:14:17.000 And I got to be honest, some of these people nationally, they say, Charlie, you know, this looks really tough.

00:14:32.000 We need a morale boost in the Republican Party.
00:14:35.000 I think if we get this done, this should be just an amazing shot in the arm that goes to show the power of the grassroots.

00:14:48.000 And you know that for this liberal woman, you're going to lose even more sleep if there's a special session.

00:17:43.000 Give us the latest from the state of Nebraska.

00:17:50.000 I actually walked on the University of Nebraska my freshman year in college, Tom Osborne's first year as a head coach.
00:17:56.000 So I'm a die-hard, big red guy.
00:18:01.000 Go big red.
00:18:02.000 Good.
00:18:03.000 Yep.
00:18:04.000 Our LB764 bill, the winner-take-all, which would return us back to the other 48 states.
00:18:11.000 As I'm sure you know, Charlie, there are only two states, Nebraska and Maine, that are states like what Nebraska has.
00:18:20.000 Nebraska has, I call it a composite system, or some people call it a district system.
00:18:26.000 And what that means, Charlie, is that we have five total electoral votes.
00:18:32.000 Two of them are assigned to the U.S. Senator, and then three with our three congressional districts.
00:18:41.000 And the bill that we have right now would eliminate or it would bring us back into the fold where all the electoral votes would all go for the winners, winner-take-all.
00:18:54.000 And the main reason for that, Charlie, as I'm sure you're aware, is the same argument that people have for the Electoral College.
00:19:02.000 It prevents votes from just being focused on population centers.
00:19:09.000 And here in Nebraska, of course, we've got Omaha and Lincoln on the east side of the state.
00:19:14.000 And those states then would have a lot more.
00:19:17.000 They would overshadow the rest of this state of Western Nebraska.
00:19:21.000 So what we want is we want to return to winner-take-all.
00:19:25.000 And a lot of the people will make the argument to maintain the current district plan or composite plan.
00:19:36.000 If it was so good, then why doesn't California and New York and Illinois and other states like that?
00:19:43.000 Why would they not switch over to the plan that we have right now?
00:19:47.000 They don't because they don't want to take any of the votes away from their blue districts.
00:19:52.000 So, I totally agree that creating the winner-take-all system is the right move for Nebraska.
00:19:59.000 They also pour in a lot of out-of-state money into Omaha.
00:20:02.000 There's a lot of reasons to do this.
00:20:04.000 So, this has what was the status of the bill a week ago, and why has that changed?
00:20:11.000 This thing has come to life.
00:20:12.000 The governor's behind it, the senators behind it, Senator Ricketts, President Trump.
00:20:18.000 Your bill has come to life.
00:20:20.000 It has come to life.
00:20:21.000 And one reason is because there was a guy by the name of Charlie Kirk who's kind of shed the light on it, which we really appreciate that.
00:20:29.000 This bill has stayed in committee.
00:20:33.000 And here in Nebraska, we have a unicameral.
00:20:39.000 And the problem we have is we just simply do not have enough votes.
00:20:42.000 What happens, Charlie, is this.
00:20:45.000 It doesn't just simply pass with a majority of votes in the legislature.
00:20:51.000 Here in Nebraska, we just have one House.
00:20:53.000 It's a Senate, and we've got 49 state senators, supposedly nonpartisan.
00:20:59.000 However, every person is either registered Republican or Democrat.
00:21:04.000 And right now, we've got 32 Republicans.
00:21:08.000 Actually, one person just became a Republican yesterday, but we only have about 30 votes, and we need 33 votes in order to overcome a filibuster.
00:21:20.000 So, what happens is people will start filibustering for round one, and we'll fill up eight hours of talk with filibustering.
00:21:30.000 Round number two, four hours, round number three, two hours.
00:21:35.000 So, in order to end the filibuster, you have to have enough votes, a two-thirds majority, 33 votes, to end the filibuster.
00:21:44.000 It's called cloture.
00:21:45.000 And then, at that point, once that happens, then all you need is a simple majority, 25.
00:21:50.000 But right now, unfortunately, we have milked the cows and the cows dry, and we just simply have not enough votes to overcome a filibuster on this.
00:22:03.000 Okay, so, but are you a vote short or how many votes?
00:22:07.000 I mean, I'm not going to take no for an answer.
00:22:07.000 And who are the names?
00:22:10.000 This is too important.
00:22:11.000 The entire country is at stake.
00:22:13.000 I know that, you know, there's a lot of factors here.
00:22:16.000 Who are your colleagues that are the ones that are opposing this?
00:22:20.000 Well, we have talked to them, and we think we, in fact, I just met with the governor just a short time ago, half hour ago or so.
00:22:30.000 And our game plan is to redouble our efforts.
00:22:34.000 Hopefully, we're going to pick up some more Republican seats this next year.
00:22:39.000 Charlie.
00:22:39.000 No, no, no, that's not going to work.
00:22:41.000 No, Senator, I'm sorry.
00:22:41.000 I got to interrupt you.
00:22:42.000 No, no, no, that's not going to work.
00:22:43.000 So, I got to interrupt you.
00:22:45.000 The country's not going to tolerate that.
00:22:46.000 I'm not going to.
00:22:47.000 What is the plan today to get your colleagues' names?

00:22:53.000 The eyes of the country are on you guys.
00:22:55.000 Milk the cows, none of that stuff.
00:22:57.000 You guys are Nebraskans.
00:22:58.000 You guys are the best patriots we have.
00:23:00.000 You got to snap out of this, okay?
00:23:02.000 Who are your colleagues that are getting in the way?
00:23:05.000 Well, there's a couple individuals, and I can guarantee I'm an aggressive kind of guy.
