00:03:22.000I don't want to make any guarantees, but Senator Ricketts and Governor Pillen really run a lot of the inner workings of the state of Nebraska.
00:03:32.000Yesterday, this is what Senator Ricketts said: the extreme new Democrats are pushing common sense officials and voters to our party.
00:03:40.000I'm pleased to welcome Senator Mike McDonald to the Republican team.
00:03:43.000The addition of Mike McDonald to the Republican roles in the legislature means for the first time in recent memory, there's a filler-buster-proof Republican majority in the unicameral.
00:03:51.000This timing heading into a presidential election is an awesome opportunity to mobilize our Republican majority to a winner-take-all system and put one more electoral vote in the Republican column for 2024.
00:04:10.000And him voicing support here is improving the chances of this.
00:04:14.000Now, late last evening, there was an attempt, and it will be the first of many, to get this thing passed.
00:04:21.000A member of the unicameral attached the bill to another bill, and it wasn't necessarily germane, and it failed on procedural grounds.
00:04:30.000Now, the media is saying, oh, this thing has failed, but NBC News actually had the best headline.
00:04:35.000The winner-take-all system fails for now.
00:04:40.000There's another clear path forward, and there is one holdout that we know of that is blocking this from happening.
00:04:47.000Now, without getting too deep into the weeds, there are two votes that need to happen.
00:04:52.000We have the votes in the unicameral, but do we have the votes to prevent a filibuster?
00:04:59.000And even if it filibusters, that's not the end of the world, okay?
00:05:04.000We need to try to get members to vote for cloture.
00:05:09.000Vote for cloture effectively ends debate, removes the filibuster, and allows a floor vote to happen.
00:05:18.000Now, I have no inside baseball here, but I imagine now that the eyes of the nation are on Nebraska, that Governor Pillen and Senator Ricketts, who deserve great credit for their leadership here, my guess is they're getting into the weeds of the weeds of the back-filled rooms of Lincoln to try to get a deal done.
00:05:39.000Because the whole country is now looking at Nebraska, and I can't imagine that Governor Pillen and Senator Ricketts want to say, hey, we support this thing, and then all of a sudden time expires as the eyes of the world are now looking at Nebraska.
00:05:55.000I have confidence, in fact, that with the political power that Senator Ricketts and Governor Pillen have in Nebraska, that they'll be able to deliver this thing home and that you, the grassroots, will be able to help.
00:06:07.000And I'm going to tell you who we need to contact in a second.
00:06:11.000There is one holdout that we know of in Nebraska who's a great man.
00:07:57.000The question is, can we get past the filibuster?
00:08:01.000And the filibuster is a tactic that the Democrats are going to try to use to run out the clock.
00:08:06.000But even if they run out the clock, my guess is Governor Pillen will call a special session.
00:08:13.000And if he calls a special session, he could do it the day after.
00:08:16.000If the legislative session ends, he can say, hey, special session on Wednesday, if the session, if everything ended on Tuesday, special session Wednesday for one subject to try to get this thing sorted out.
00:08:28.000So there are many paths and many avenues here, everybody.
00:09:34.000And I cannot implore you enough, if you are going to contact, be kind and respectful.
00:09:40.000These people are now all of a sudden, you have to understand.
00:09:43.000Nebraska was not in the national news a week ago.
00:09:46.000All of a sudden, they've been thrown into this thing where they're getting phone calls from every single part of the country and people are talking about it.
00:11:12.000It's all configured to a T. What you, the Charlie Kirk Show audience, did this week was the closest thing to a political ambush and a surprise attack that the Democrats have seen in a decade.
00:11:26.000Since the election of Donald Trump, I don't know if they've been taken so surprised, taken by surprise.
00:13:41.000Yeah, it just so happens because of the census, the census every 10 years, the electoral math, it just so ends up that that one little pesky electoral vote in Omaha can determine the whole presidential election.

00:18:11.000As I'm sure you know, Charlie, there are only two states, Nebraska and Maine, that are states like what Nebraska has.
00:18:20.000Nebraska has, I call it a composite system, or some people call it a district system.
00:18:26.000And what that means, Charlie, is that we have five total electoral votes.
00:18:32.000Two of them are assigned to the U.S. Senator, and then three with our three congressional districts.
00:18:41.000And the bill that we have right now would eliminate or it would bring us back into the fold where all the electoral votes would all go for the winners, winner-take-all.
00:18:54.000And the main reason for that, Charlie, as I'm sure you're aware, is the same argument that people have for the Electoral College.
00:19:02.000It prevents votes from just being focused on population centers.
00:19:09.000And here in Nebraska, of course, we've got Omaha and Lincoln on the east side of the state.
00:19:14.000And those states then would have a lot more.
00:19:17.000They would overshadow the rest of this state of Western Nebraska.
00:19:21.000So what we want is we want to return to winner-take-all.
00:19:25.000And a lot of the people will make the argument to maintain the current district plan or composite plan.
00:19:36.000If it was so good, then why doesn't California and New York and Illinois and other states like that?
00:19:43.000Why would they not switch over to the plan that we have right now?
00:19:47.000They don't because they don't want to take any of the votes away from their blue districts.
00:19:52.000So, I totally agree that creating the winner-take-all system is the right move for Nebraska.
00:19:59.000They also pour in a lot of out-of-state money into Omaha.
00:20:45.000It doesn't just simply pass with a majority of votes in the legislature.
00:20:51.000Here in Nebraska, we just have one House.
00:20:53.000It's a Senate, and we've got 49 state senators, supposedly nonpartisan.
00:20:59.000However, every person is either registered Republican or Democrat.
00:21:04.000And right now, we've got 32 Republicans.
00:21:08.000Actually, one person just became a Republican yesterday, but we only have about 30 votes, and we need 33 votes in order to overcome a filibuster.
00:21:20.000So, what happens is people will start filibustering for round one, and we'll fill up eight hours of talk with filibustering.
00:21:30.000Round number two, four hours, round number three, two hours.
00:21:35.000So, in order to end the filibuster, you have to have enough votes, a two-thirds majority, 33 votes, to end the filibuster.
00:21:45.000And then, at that point, once that happens, then all you need is a simple majority, 25.
00:21:50.000But right now, unfortunately, we have milked the cows and the cows dry, and we just simply have not enough votes to overcome a filibuster on this.
00:22:03.000Okay, so, but are you a vote short or how many votes?
00:22:07.000I mean, I'm not going to take no for an answer.
00:26:59.000And a lot of guys that, you know, look, you guys got thrown into the eyes of the nation here, but sometimes you don't get to choose when you get thrown into the front lines of combat.
