00:02:14.000 Rich Barris, a friend of this program, a friend of mine, is testifying right now, being cross-examined by someone in the Katie Hobbs defense, and she just sounds just so like a wonderful person.
00:02:25.000 But what is actually in this omnibus bill?
00:02:28.000 That is a question that we're trying to figure out.
00:02:31.000 There's 4,000 pages of garbage.
00:02:36.000 4,000 pages of nonsense, from millions of dollars to the Iditarod Trail to the Michelle Obama hiking trail to millions of dollars on gender-affirming care for the United States military.
00:02:51.000 So joining us now is Congressman Dan Bishop from North Carolina, who has actually read the bill and is doing the important and tough work of objecting to it.

00:03:05.000 Thank you, Charlie.
00:03:06.000 I'm happy to be with you.
00:03:08.000 Walk us through what is in this bill, 4,000 pages.
00:03:12.000 Do I understand correctly?
00:03:13.000 You guys barely had any time to read this?
00:03:15.000 Oh, yeah.
00:03:16.000 The text appeared at 2 a.m. morning before last.
00:03:20.000 And give credit to my small staff.
00:03:24.000 We decided to tackle it.
00:03:26.000 And, you know, even the things we're able to find is in a hurry to read through to identify the worst of the worst and its broad outlines.
00:03:36.000 But you've mentioned a number of them.
00:03:38.000 The FBI gets a big half-billion dollar increase to over $11 billion before we've had a crack at the first witness about the FBI's ongoing interference with Americans' First Amendment rights and targeting of American citizens and the like.
00:03:56.000 And 400 million dollars almost for a new headquarters, that there's a provision that the 1.5 billion dollars of operating funds appropriated to Customs AND Border Patrol cannot be used to enhance American border security.
00:04:11.000 I mean, it actually says that.
00:04:13.000 But we have 400 million dollars appropriated for uh, the border, to enhance border security in Egypt and Oman and a couple of other Middle Eastern Arab states.
00:04:26.000 Those are, those are, you know examples, and I could go on well.
00:04:30.000 I mean so just make sure I understand this correctly, the money cannot be used to secure our border.
00:04:34.000 Republicans are voting for this enthusiastically, right.
00:04:39.000 So we got uh, Tom Cotton, we got Lisa Murkowski, we got Boozman.
00:04:46.000 We have I mean, I got the whole list here Roy Blunt no shock there Rob Portman, we got Susan Collins.
00:04:53.000 Who needs Democrats when Republicans are duplicitous enough to sell out our entire country?
00:05:00.000 That's true Charlie, and you know, this is the thing I think for those of us and I haven't been here that long I certainly empathize with the people at home who are going.
00:05:08.000 How can these guys suck so bad?
00:05:10.000 But here's the the key thing that you have to learn, and I want to say this to you Charlie, because I it was in attending your event recently at unc and listening to you speak, I thought about how you you, your career is about doing something in a different way.
00:05:25.000 The status quo in Washington, this is the system.
00:05:29.000 It is very durable.
00:05:32.000 Just last night, about 12 hours ago, Mike Lee thought he had them hung up on a yep on an amendment he was offering to extend title 42 for the border.
00:05:41.000 And sure enough, the durable status quo is that the system has reestablished itself in the course of those 12 hours and the thing's still rolling forward, and the way the House operates is part of that durable system Charlie, that's the question is how many Republicans are really prepared to change the status quo in Washington?
00:06:05.000 And it is not many yeah, and so I think you're alluding to the speakers race, and I do want to get your your thoughts on that and to allow you to to speak about it.
00:06:15.000 But just one more thing on the omnibus bill.
00:06:17.000 Um, it does seem that this is going to pass, which I just.
00:06:22.000 What is their rationale?
00:06:24.000 Privately, when you are speaking to these senators, what is their argument?
00:06:29.000 I mean, this is so wildly unpopular with even moderates and Democrats.
00:06:34.000 This adds a trillion dollars to the debt and the deficit.
00:06:38.000 It sends tens of billions of dollars to that punk Zelensky.
00:06:42.000 So what?
00:06:43.000 What exactly is going on here?
00:06:46.000 And and that's a detour worth having even before I answer your question directly that the because you teased it up pretty, pretty nicely in some of the video you played 47 billion dollars more for Ukraine, taking the number in the course of the past year over a hundred billion dollars.
00:07:02.000 And Mitch Mcconnell says it is the top priority for Republicans.
00:07:05.000 I can't even comprehend that.
00:07:07.000 I mean, is he Talking about Republican employees at Lockheed Martin?
00:07:12.000 Well, I think that's exactly the question.
00:07:15.000 They're not Republicans that I know.
00:07:16.000 I haven't had any, I mean, one or two who have a particular idiosyncratic connection, but otherwise I never get that request that this be put at the top of the list.
00:07:25.000 People are worried about other things.
00:07:27.000 And that is another indicator that we're not talking about ordinary sensibilities of Americans and just having a division of opinion.
00:07:34.000 I'll be honest with you, I haven't had occasion to speak to senators.
00:07:37.000 I'm talking to Chip Roy, who talks a lot to Mike Lee, and Mike's been the guy trying to figure out a way to get this off track.
00:07:44.000 The only thing that I have heard secondhand through leadership in the House is that they believe that the House is going to be rambunctious with a close majority in the Republicans, and therefore they don't think you can get business done as usual next year.
00:07:57.000 And I would say they're correct.
00:07:58.000 You're not going to get business done as usual.
00:08:01.000 That's what people think.
00:08:02.000 That's what the American people said they wanted.
00:08:04.000 This is so, I'm going to be honest, like you cannot sustain a government this way.
00:08:09.000 People are going to just disengage and be so cynical.
00:08:13.000 There's such an unbelievable disconnect.
00:08:15.000 And so to kind of transition back to your point that you wanted to make, and I want to give you an opportunity to do that, to read between the lines, what you're saying is you were basically saying that on one three, we need a change in leadership.
00:08:26.000 Is that a fair kind of.
00:08:28.000 Well, it's a conundrum.
00:08:30.000 I haven't finally resolved myself to it, Charlie, because I've heard the arguments that have been made, including by you, that you don't know what you get.
00:08:39.000 And the struggle is I know what we get.
00:08:43.000 I don't care how many vetoes or how many protections or stopping mechanisms we put into place.
00:08:51.000 The absence of commitment to a legislative policy strategy, the unwillingness to go to the mat to fight essential fights at leverage points across will foreordain what happens.
00:09:08.000 It will be the same as it has been.
00:09:10.000 Mitch McConnell and his ill will will call all of the shots.
00:09:14.000 In fact, this Omni puts us on ice for nine months.
00:09:19.000 And so it is a conundrum.
00:09:20.000 I haven't finally resolved in my opinion.
00:09:22.000 I agree.
00:09:23.000 And Kevin McCarthy, to his credit, is against this omnibus.
00:09:26.000 Now, the counter argument, the counter argument would be, but he's able to do that because they don't need the House votes because it's simple majoritarian bodies.
00:09:36.000 So there's a cynical interpretation.
00:09:38.000 There is also a, you know, a more optimistic one in Kevin's regard.
00:09:44.000 Meanwhile, Zelensky gets a standing ovation.
00:09:46.000 Board of Patrol doesn't get a standing ovation.
00:09:48.000 They don't get a special session of Congress.
00:09:50.000 Our country gets invaded, but I have to be lectured to by Zelensky that he needs more money.
00:09:56.000 He literally said in front of Congress, you haven't been giving me enough money.

00:11:41.000 I got to tell you, I was up late last night texting with Senator Lee.
00:11:44.000 He is doing everything he can to obliterate this omnibus bill through Title 42 amendments, through everything.
00:11:51.000 I have so much respect for him.
00:11:52.000 Senator, what is the latest?
00:11:54.000 What is it going to take for us to stop this omnibus monstrosity?
00:12:00.000 Charlie, just moments ago on the Senate floor, we voted on my amendment, my amendment to preserve Title 42 authority, which, of course, is the last thing that provides any protection to the American people along our southern border.
00:12:13.000 And moments ago, we had won the amendment.
00:12:17.000 When the time had expired, we were ahead by one vote.
00:12:21.000 Every Republican president had voted for it, and we picked up Mansion and Cinema.
00:12:25.000 Then at the last minute, they delayed the vote when they realized they were about to lose.
00:12:31.000 The rule of the day under our agreement was supposed to be that you go over 10 minutes, the vote ends, but they were losing.
00:12:38.000 So Chuck Schumer halted everything, pulled them off the floor.
00:12:41.000 Moments later, they re-emerged.
00:12:43.000 They changed their votes, and we lost.
00:12:46.000 This is the moment when we pull the fire alarm.
00:12:48.000 This is the moment when we need to send the signal.
00:12:50.000 It's no longer, I don't think it was appropriate to vote for the omnibus before that.
00:12:56.000 But no Republican should even consider voting for the omnibus now.
00:12:59.000 We need to stop this thing.
00:13:01.000 We've only got maybe another hour or two to do it, but this bill is bad and it will preserve the border crisis by failing to preserve Title 42.
00:13:11.000 Yeah, and so the Senator, I'm just curious, your colleagues that are voting for this bill that sends all this money straight to the Ukrainian Treasury, Michelle Obama trail, gender-affirming care, $400,000 for at-risk youth for green energy jobs.
00:13:26.000 And I'm barely even touching the surface, $400 million for a new headquarters for the FBI after what they've done.
00:13:32.000 What in private can you share, Senator, that your Republican colleagues, what rationale are they giving you besides, I want to get home for Christmas?
00:13:42.000 Well, okay, as they put it, they think it's really important for us to pass an omnibus rather than a continuing resolution.
00:13:49.000 They think it's better for the troops.
00:13:50.000 They can get more money for the military through this mechanism.
00:13:54.000 And they think it might be difficult for the Republican House to get something through next week because it'll be difficult.
00:14:00.000 In my view, none of those arguments come even remotely close to justifying a bill that's going to end up costing about $1.8 trillion and the spillover consequences over the next decade, which are going to cost an additional $2 trillion.
00:14:17.000 A bill that does nothing to protect our border, in fact, weakens our ability to defend our southern border and provides all sorts of special interest giveaways, like 3,200 earmarks.
00:14:30.000 This is a terrible process.
00:14:31.000 It's a terrible outcome.
00:14:33.000 And we should be giving the spending authority to the new Republican-controlled House of Representatives that will be sworn in in a matter of weeks.
00:14:43.000 It is just unbelievable to me.
00:14:44.000 So, Senator, what can be done at this point?
00:14:46.000 I mean, it looks like Republicans, I mean, you've done a wonderful job, Rand Paul, Ron Johnson, Josh Hawley, you deserve credit, but it seems as if Republicans are enthusiastic to add another trillion dollars to the deficit, send more money to Ukraine unnecessarily.
00:15:01.000 What can possibly be done?
00:15:03.000 Look, in the short time we have remaining, just make phone calls to their offices and send out tweets, send out talk on social media.
00:15:16.000 And it's not just for this moment, although I would do it now while there's still in theory time to influence senators.
00:15:23.000 I think the record needs to be laid, even in the coming days.
00:15:27.000 It's still got to go through the House of Representatives.
00:15:30.000 And I think the record needs to be set that people didn't like this.
00:15:33.000 They don't like this.
00:15:35.000 And what they would much prefer is for Congress to not do things like this and pass bills that they've never read.
00:15:42.000 You know, we saw this for the first time Tuesday morning, 4,155 pages of it.
00:15:49.000 It had been written by four or five people in Congress and kept secret from literally everyone else.
00:15:53.000 So every member of Congress, even the press.
00:15:56.000 Can it be filibustered?
00:15:57.000 Can you read it from the Senate floor?
00:15:59.000 You were texting me that.
00:16:00.000 Unfortunately, those are not options.
00:16:01.000 Is that correct?
00:16:03.000 Yes, they are not options at this stage of this procedural stage.
00:16:08.000 We are at the end of the rope on this one, and that's why little time remains.
00:16:12.000 But like I say, it's still important to communicate your thoughts on this.
00:16:15.000 If nothing else, we set the record so that people will be less inclined to do this next time.
00:16:20.000 We've given this everything we've got, and there's still overwhelming, mystifyingly to me, there's still overwhelming support for it.
00:16:28.000 But no Republican should vote for this, especially now that this change happened.
00:16:33.000 And that's the big change.
00:16:34.000 That's what you can communicate.
00:16:35.000 Now that the Democrats have proven disingenuous on border security, those who previously thought they were going to vote for it should change their minds.

00:21:52.000 He's just making that up in every single survey.

00:21:57.000 Now, if you listen carefully, though, because I've had to listen to that clip about 20 times, what he is saying is that that's how we view it.

00:23:28.000 Humanitarian aid, $12 billion.
00:23:31.000 Government aid, $18 billion.
00:23:33.000 And there is expected to be another $1.8 billion on the way soon just for Patriot missiles.
00:23:39.000 Then you got the $45 billion additional tucked into the omnibus spending bill that is yet to be approved.
00:23:47.000 So I'm curious: is there a single member of this audience?

00:24:47.000 Zelensky says, your money is not charity.
00:24:49.000 It's an investment in global security and democracy.
00:24:52.000 Oh, you mean the Ukrainian democracy that has banned entire Christian churches?

00:24:59.000 Maybe you should contact your senator and say, hey, why are you supporting a country that has banned Orthodox Christianity?
