01:51:34.940 There is – being kicked around in the Senate, there is an idea to get rid of the zombie filibuster.
01:51:41.100 And that's what we have right now.
01:51:42.640 The Democrats say they just want to get rid of the filibuster, and that's a horrible, horrible idea.
01:51:47.740 And we cannot do that.
01:51:50.140 However, the filibuster we have now is – they call it the zombie filibuster because it doesn't require you to do anything.
01:51:58.440 You're just like, filibuster!
01:51:59.860 And then it's over.
01:52:04.240 Getting rid of the zombie filibuster and replacing it with the actual rules make a lot of sense.

01:52:14.520 You know, filibuster used to be you'd have to stand up in the Senate and you'd have to, you know, speak for a while.
01:52:18.860 And then you could pass the torch to somebody else and they could speak for a while.

01:52:24.840 As long as it's the same, quote, legislative day where you just don't call an end of session on that day, it can go on and on and on.

01:52:44.580 Well, the system is built for filibusters that in the Senate it's different than it is maybe in the House.
01:52:51.180 But in the Senate, you've only got, you know, 50 senators that are going to speak about a filibuster and speak on behalf, you know, assuming that you are split in half.
01:53:03.620 And so that means you can only have 100 speakers because let's just say half of the Senate wants to stop the bill and use the filibuster.
01:53:16.100 They can only speak twice on the same issue in the same legislative day.
01:53:19.580 So what happens is it might take a couple of weeks to get through all, you know, 50 of them, but it eventually – they eventually stop.
01:53:30.360 They're out and they can't do it anymore because they can't have a senator speak a third time.

01:53:36.840 And then all that has to happen is, let's say in this case, the Republicans stand up and say, just a vote on this, yes or no, takes 51 votes, shut it down, we move on.
