01:11:27.900 after you go in and meet with the inspector general to see if it's credible and of urgent concern
01:11:35.280 now the urgent concern language is really important an intelligence community urgent concern is defined

01:11:55.460 you can't just go to a member of congress you can't just go in and uh and and circumvent these things
01:12:06.060 you have to go to the ig because even if you have a top secret clearance doesn't mean you have clearance
01:12:13.980 to see everything that's top secret it's top secret do you have a clearance yes what's your need to know
01:12:21.060 so members of congress don't have a need to know things if they do they then can ask for those top
01:12:29.820 secret documents and say i have top secret clearance but it's very important not everybody has any secret
01:12:37.020 not everybody can just go to area 51 and find the alien bodies do you have a need to know
01:12:42.600 all right the information step three if the information is deemed credible and urgent then the ig is
01:12:52.280 required required to forward it to the national the director of national intelligence then the director
01:12:59.160 of national intelligence the dni has seven days to submit that report to congress however if the
01:13:06.940 information is deemed not credible or no action is taken the whistleblower then can go directly to congress
01:13:15.660 but capitalized but he is required to tell the ig and work with the dni to ensure that he isn't exposing
01:13:26.080 classified information that he is not supposed to okay that last step is incredible you can go to congress
01:13:33.720 congress but you have to inform the ig and the dni because they have to look at that and say wait wait
01:13:40.300 wait wait wait wait you can't tell them that because they don't have the clearance to know these things
01:13:47.900 now that's the way it is and we've seen this in every movie jack bauer or any tom clancy character

01:14:24.720 trump and ukrainian president occurred on july 25th and then there's this weird 18-day gap
01:14:31.860 18 days the guy didn't file any kind of complaint well he probably had to hear it from the water cooler
01:14:38.760 did it take him 18 days to do it here's what happened you follow the usual official process the
01:14:48.860 complaint should have gone directly to the ig but the new york times broke the story that the whistleblower
01:14:55.400 went straight to the house intelligence committee this whistleblower skipped steps one through four
01:15:02.220 he only used half of uh of number five he went directly to congress that's that's only one one line
01:15:12.220 in step number five he didn't inform the ig he didn't inform the dni no one he went right directly
01:15:19.500 to the senate intelligence committee now why is that why is that what kind of responsible whistleblower

01:37:06.400 first two camps uh you can work um in in one of those factory complexes it's it's essentially a
01:37:14.020 modern-day gulag and and to have up to three million people out of a population of 11 million
01:37:19.600 in that province it lets you know the scale and in those camps we do know that there is ideological
01:37:26.340 training um you know treating adults like they're four-year-olds and uh making them cite um you know
01:37:34.460 gibberish from mao and xi jinping and uh you know claim uh proclaim allegiance to marxism and maoism
01:37:42.440 and we know that there is a low-skill uh labor intense um you know uh products being made in in those

01:40:56.340 their gamers uh in support of hong kong but why is hong kong so important because it proves to the world
