00:02:43.560 The Department of Transportation announcing yesterday an investigation into a deadly crash in Florida.

00:02:50.140 Three people killed by an alleged illegal immigrant truck driver making an illegal U-turn in an 80,000-pound semi-truck,

00:02:58.600 putting a spotlight on the Trump administration's crackdown on English-language proficiency in the trucking industry.

00:03:04.480 Preliminary investigation results finding the driver did not speak English.

00:03:09.480 The Federal Motor Carrier Safety Administration administering an English-language proficiency assessment,

00:03:14.840 which the alleged driver, 28-year-old Harjeinder Singh, failed,

00:03:19.820 correctly answering just two of 12 verbal questions and only accurately identifying one of four highway traffic signs.

00:03:27.700 On August 12th, Florida State Highway Patrol responding to an accident just north of West Palm Beach.

00:03:34.040 Investigators finding Singh, quote,

00:03:36.100 recklessly and without regard for the safety of others,

00:03:39.000 attempted to execute a U-turn utilizing an unauthorized location.

00:03:44.000 Video from inside Singh's truck showing a minivan T-boning the trailer of his truck,

00:03:50.020 becoming wedged underneath.

00:03:51.980 Singh and his passenger, who were uninjured, appear utterly unfazed.

00:03:55.700 Photos from the scene clearly show a no U-turn, official use only sign on the short connection pass

00:04:04.020 between the two lanes of the highway, the dangers of which should be obvious to any semi-driver.

00:04:10.860 Authorities say the man was blocking all lanes of traffic.

00:04:14.440 The two passengers in the van reportedly killed instantly.

00:04:17.720 The driver later died at the hospital.

00:04:19.300 The victims, a 37-year-old Pompano Beach woman, a 30-year-old Florida City man, and a 54-year-old Miami man.

00:04:28.060 Fox News confirming Singh is an Indian national who in 2018 crossed illegally into California

00:04:34.360 and was arrested by Border Patrol.

00:04:37.180 Singh was initially processed for expedited removal,

00:04:40.260 then in 2019 filed an asylum claim and was released into the country on bond.

00:04:45.740 He has remained in immigration limbo ever since.

00:04:49.860 Governor Ron DeSantis, who had no role in Singh's immigration status but in whose state this accident occurred,

00:04:56.520 posting on X, quote,

00:04:57.820 illegal alien issued commercial driver's license by California, doesn't even speak English.

00:05:03.600 Sanctuary policies are deadly.

00:05:06.260 California Governor Gavin Newsom's press office in an X post,

00:05:10.000 claiming the driver was given work authorization under Trump 1.0,

00:05:13.560 which it said would allow him to later obtain that commercial driver's license.

00:05:18.560 Department of Homeland Security official Tricia McLaughlin responding, however,

00:05:22.760 that the Trump administration actually denied Singh work authorization in 2020,

00:05:27.780 but the Biden administration then greenlit his work permit in 2021.

00:05:33.100 Singh is currently being held in San Joaquin County Jail in California without bail.

00:05:38.180 Governor DeSantis wants Singh to face justice in his state,

00:05:41.420 telling Fox News the governor is working with federal officials to extradite Singh back to Florida,

00:05:46.920 where he will be charged with three counts of vehicular homicide.

00:05:51.280 ICE also issuing a detainer for Singh,

00:05:53.900 and DHS is seeking to place him in removal proceedings,

00:05:57.260 pointing out in a statement that Singh showed no remorse upon realizing the carnage he caused.

00:06:02.860 This accident, now the latest flashpoint in the Trump administration's drive to crack down

00:06:07.480 on how commercial driver's licenses are issued.

00:06:10.500 Driver's licenses are handled state by state,

00:06:12.960 but when it comes to commercial drivers who cross state lines,

00:06:16.560 the federal government sets the minimum standards.

00:06:19.460 A 2016 memorandum issued under President Obama removed requirements to take drivers off the road

00:06:26.040 for English language proficiency violations and eased the enforcement standards.

00:06:30.740 This past April, President Trump signing an executive order reversing that memorandum.

00:06:35.920 The executive order reading in part,

00:06:38.560 quote, federal law requires that to operate a commercial vehicle,

00:06:42.420 a driver must read and speak the English language sufficiently to converse with the general public,

00:06:47.740 to understand highway traffic signs and signals in the English language.

00:06:51.740 Yet this requirement has not been enforced in years,

00:06:54.640 and America's roadways have become less safe.

00:06:56.980 Transportation Secretary Sean Duffy at a June press conference

00:07:00.740 explaining how the feds will enforce this requirement.

00:07:03.960 We are issuing new guidance that ensures a driver who can't understand English

00:07:08.520 will not drive a commercial vehicle in this country, period, full stop.

00:07:15.060 We're changing the rule in regard to someone who is pulled over and can't speak the language.

00:07:21.160 They'll be put out of service,

00:07:22.240 where before they'd be given a slap on the wrist and allowed to continue on their way.

00:07:26.560 So the consequence of taking one of these vehicles out of service

00:07:30.500 and having the company come back and find another driver, it becomes very costly.

00:07:35.460 This is done by our partners in law enforcement,

00:07:37.880 whether it's at way stations or if it's just interactions that law enforcement have.

00:07:43.880 But when they see those drivers who, again, can't communicate,

00:07:47.060 they'll take them out of service.

00:07:48.060 So, again, there's not one umbrella in which this will fall under.

00:07:52.460 It's the whole spectrum of law enforcement on our roadways.

00:07:56.280 According to Secretary Duffy, in 2015,

00:07:58.780 nearly 100,000 drivers had language proficiency violations,

00:08:03.500 with 1,000 taken off the road.

00:08:05.840 In 2024, under the loosened enforcement requirements,

00:08:09.780 that number dropping to 10,000 violations, with none taken off the streets.

00:08:14.640 In late July, the Daily Signal reporting within the first 30 days of the new guidance taking effect,

00:08:21.040 more than 1,500 commercial drivers were placed out of service.

00:08:26.960 The House Oversight Committee officially kicking off its investigation

00:08:30.360 into the DOJ's handling of the Jeffrey Epstein case.

00:08:33.960 The committee issuing subpoenas for several former attorneys general

00:08:37.280 and Justice Department officials as part of a wide-ranging probe

00:08:40.640 into Epstein's prosecution and mysterious death in prison.

00:08:44.840 Former Attorney General Bill Barr on Monday deposed by lawmakers

00:08:48.140 for more than four hours behind closed doors.

00:08:51.500 Mr. Barr served as Attorney General under President Trump from February 2019

00:08:55.580 to December 2020, recusing himself from the Epstein case, however,

00:09:00.380 citing a conflict of interest as one of the law firms

00:09:03.800 that previously represented the disgraced financier

00:09:06.580 was part of a firm Mr. Barr later worked for.

00:09:09.580 Barr's father was headmaster at the prestigious Dalton School in New York City,

00:09:14.080 when Epstein taught there in the 1970s.

00:09:17.260 Epstein died in custody in August 2019.

00:09:20.800 Though Mr. Barr recused himself from the case,

00:09:22.920 he later said he was, quote,

00:09:24.720 appalled by Epstein's death, ordering the inspector general

00:09:27.880 to investigate the circumstances of Epstein's demise.

00:09:31.620 Democrats on the committee speaking to reporters on Monday,

00:09:34.260 criticizing Republicans' handling of the deposition,

00:09:37.440 saying they've been left with more questions than answers.

00:09:40.100 Here now, Democrat Congressman Suhas Subramaniam of Virginia

00:09:44.160 and Congresswoman Jasmine Crockett of Texas.

00:09:46.740 I think the Democratic side is doing most of the heavy lifting.

00:09:50.700 I don't think we're learning much from the questioning from the House Republicans.

00:09:54.820 It seems like they are going through the motions

00:09:56.880 and they want people to believe that they are digging in.

00:09:59.980 But at the end of the day,

00:10:00.940 I don't think that we've learned anything through the Republican questioning

00:10:03.980 that you couldn't find in one of the articles

00:10:07.300 that most likely your outlets have printed.

00:10:09.800 Head of the committee, Congressman James Comer,

00:10:11.720 sharply disagreeing with that assessment,

00:10:13.200 pointing to several newsy answers from the former AG.

00:10:16.980 What Attorney General Barr testified in there

00:10:20.560 was that he never had conversations with President Trump

00:10:24.700 pertaining to a client list.

00:10:27.880 He didn't know anything about a client list.

00:10:29.520 He said that he had never seen anything

00:10:32.740 that would implicate President Trump in any of this

00:10:35.800 and that he believed if there had been anything

00:10:38.680 pertaining to President Trump with respect to the Epstein list

00:10:41.880 that he felt like the Biden administration

00:10:44.080 would have probably leaked it out.

00:10:46.320 And I think that's pretty much conventional wisdom

00:10:49.360 among anyone that's practical in this.

00:10:52.120 So I think it's a good deposition

00:10:53.860 and obviously we're asking a lot of tough questions.

00:10:57.600 A reporter asking former AG Bill Barr

00:11:00.160 if he had a good conversation,

00:11:01.940 Mr. Barr responding, quote, absolutely.

00:11:04.560 The DOJ missing Tuesday's deadline

00:11:06.500 to turn over all Epstein-related files

00:11:08.680 to the Oversight Committee.

00:11:10.260 Congressman Comer revealing the committee

00:11:11.920 expects to begin receiving those documents by Friday.

00:11:15.340 You can imagine how many documents there are.

00:11:18.080 They're compiling everything together.

00:11:20.120 I think we're working together in a good faith effort

00:11:23.180 and everything's coming along.

00:11:24.900 Former U.S. Attorney General Alberto Gonzalez,

00:11:27.760 who headed the DOJ when Epstein first came

00:11:29.980 under investigation in 2007,

00:11:32.600 but who had stepped down before that case

00:11:34.800 was finally closed in 2008,

00:11:37.640 set to meet with lawmakers next week.

00:11:39.900 Several other big names like Bill and Hillary Clinton

00:11:42.380 could also be coming in the fall.

00:11:46.000 Coming up, investigators continue the search

00:11:48.740 for missing baby Emanuel Harrow

00:11:50.780 as disturbing new details about the baby's father emerge.

00:11:54.900 As President Trump is settling

00:12:00.140 into his new administration,

00:12:01.700 one of the top Democrats in Congress

00:12:03.060 aiming to undermine the Trump agenda

00:12:04.980 is Democrat Senator Dick Durbin of Illinois.

00:12:08.180 And according to our sponsor,

00:12:09.880 the Electronic Payments Coalition,

00:12:12.020 Senator Durbin has a new plan,

00:12:14.200 a government takeover of your credit card.

00:12:16.640 Today, Americans have thousands of choices

00:12:18.780 in credit cards, but they say

00:12:20.240 Senator Durbin's plan will result in less competition

00:12:22.900 and less security, which means more risk

00:12:25.860 for your credit and your identity.

00:12:28.140 You can learn more for yourself

00:12:29.280 at guardyourcard.com.

00:12:31.740 And you could consider telling your senators

00:12:33.960 to stop Dick Durbin's government takeover

00:12:36.140 of your credit card before it's too late.

00:12:38.900 The search for missing seven-month-old California baby

00:12:45.260 Emanuel Harrow continues as new details emerge

00:12:48.580 about the father, Jake Harrow's 2023 child cruelty conviction,

00:12:54.120 Harrow's lawyer speaking out for the first time.

00:12:57.080 A listener warning, this may be upsetting.

00:12:59.700 The Orange County Register reporting on an affidavit

00:13:02.960 tied to an investigation into a 10-week-old baby

00:13:06.380 admitted to Hemet Valley Hospital on October 13th, 2018

00:13:10.900 for treatment of broken bones.

00:13:14.100 Jake Harrow's previous wife, Vanessa Harrow,

00:13:17.240 telling authorities she had been out of the home

00:13:19.380 on October 12th, and when she returned

00:13:21.760 and tried to nurse the baby,

00:13:23.520 she claimed the child would not drink,

00:13:25.540 so she brought the baby to the hospital.

00:13:28.220 Doctors at the Loma Linda University Medical Center

00:13:31.020 reporting to authorities the baby had an acute fractured rib,

00:13:35.180 healing fractures of six ribs, a skull fracture,

00:13:39.600 and brain hemorrhage, along with swelling of the neck

00:13:42.360 and a healing fractured leg bone.

00:13:45.200 Again, the baby was 10 weeks old.

00:13:48.300 Jake Harrow telling investigators that while Vanessa

00:13:51.160 was out of the house, he found the baby had a fever.

00:13:54.380 As he was bathing the baby, he claimed he accidentally

00:13:58.020 dropped the child chest first on the divider

00:14:00.900 of the sink basin, but could not detect any injuries.

00:14:05.000 The man reportedly telling investigators later that night,

00:14:08.040 Vanessa asked him to feel the baby's back,

00:14:10.820 and he felt something crackle.

00:14:13.320 The affidavit quoting the doctor, saying,

00:14:15.460 quote, the combination of the above findings

00:14:17.580 in a pre-mobile infant in the absence of a plausible history

00:14:21.600 of significant trauma to explain the injuries

00:14:24.160 is indicative of abuse, head trauma,

00:14:27.740 child physical abuse, and nutritional neglect.

00:14:31.300 Mr. Harrow telling authorities he found a search on his iPad

00:14:34.580 for how to feed a baby with broken ribs,

00:14:38.420 later blaming his wife, Vanessa, for those injuries.

00:14:42.260 Jake Harrow filing for a domestic violence restraining order

00:14:45.420 shortly after the baby was admitted to the hospital,

00:14:48.300 a motion that was eventually dismissed.

00:14:50.340 On October 5th, 2021, Jake and Vanessa Harrow

00:14:54.580 were charged with willful child cruelty,

00:14:57.560 both pleading guilty in June 2023.

00:15:01.120 Jake Harrow was sentenced to 180 days

00:15:03.300 in a work release program

00:15:04.780 and given a suspended four-year sentence,

00:15:07.500 as well as ordered to attend

00:15:08.760 a child abuser treatment program.

00:15:11.920 Vanessa Harrow was sentenced to 120 days

00:15:14.540 in the work release program

00:15:15.680 and also ordered to attend

00:15:17.920 the child abuser treatment program.

00:15:20.340 Defense attorney Vincent Hughes,

00:15:22.260 who represented Jake Harrow

00:15:23.980 in the first child abuse charge,

00:15:26.020 and is representing him again,

00:15:28.360 speaking out for the first time

00:15:29.780 to Fox 11 Los Angeles on Tuesday.

00:15:33.120 He reached that deal through a plea agreement,

00:15:35.700 so he did plead guilty.

00:15:37.000 He acknowledged his role in that situation,

00:15:39.060 and there was more than one person convicted.

00:15:41.100 None of that has been relayed

00:15:42.300 through the media whatsoever.

00:15:43.720 Because no one cares, sir,

00:15:46.060 that the ex-wife was equally terrible.

00:15:48.440 The question is whether Jake Harrow hurt baby Emanuel,

00:15:52.240 and his history as a baby beater is highly relevant.

00:15:56.740 This is infuriating.

00:15:58.600 Jake Harrow is set to appear again in court

00:16:01.080 on September 2nd in relation to a probation violation

00:16:04.080 for his earlier abuse case.

00:16:07.860 The San Bernardino Sheriff's Department

00:16:09.420 releasing a statement on Saturday

00:16:11.080 in which they accuse Jake

00:16:13.300 and Emanuel's mother, Rebecca,

00:16:15.820 of not cooperating with their investigation,

00:16:18.880 a claim later publicly corroborated

00:16:21.020 by Rebecca's own mother.

00:16:23.300 Jake's attorney says that's not true,

00:16:25.600 that the parents have turned over

00:16:26.960 their phones, laptops, and passwords.

00:16:30.340 KTLA reporting, however,

00:16:32.040 that was in response to a search warrant.

00:16:35.080 Jake's attorney says the sheriffs here

00:16:37.000 are the ones who should be doing more.

00:16:38.680 It doesn't seem law enforcement

00:16:40.080 is doing anything to find this child.

00:16:41.720 He's holed up in his house with his family

00:16:44.300 because they are not getting the support that they need.

00:16:47.440 They have people trampling on their property.

00:16:49.100 They have death threats being made.

00:16:50.560 All of the reports I'm seeing on social media

00:16:52.120 that Jake and his wife are running,

00:16:54.320 have fled the country,

00:16:55.120 have fled the jurisdiction,

00:16:56.260 they're at their home.

00:16:57.020 They're at their home,

00:16:58.340 holed up, scared for their own safety,

00:17:00.580 grieving for their son.

00:17:02.540 I have personally spent time with Jake

00:17:04.800 and have seen the emotions in his face.

00:17:07.100 He is not in any way running, hiding,

00:17:11.240 or doing anything to exhibit any behaviors

00:17:13.580 of somebody that is trying to be deceptive in this case.

00:17:17.220 Many are skeptical.

00:17:19.460 Online speculation is exploding about this couple.

00:17:23.040 Never a truer word podcast host, Jack Fox,

00:17:26.620 who regularly delves into forensic statement analysis,

00:17:30.060 finding Rebecca's recounting of the abduction problematic.

00:17:33.320 Here's Rebecca's version of events

00:17:35.680 as told to ABC7 on Friday.

00:17:38.600 I got him out of the car seat

00:17:40.540 and I laid him down

00:17:42.900 so I could get his diapers ready.

00:17:45.200 And somebody said,

00:17:46.440 hola, and that's all I remember.

00:17:49.020 And I saw, I saw why.

00:17:50.960 And the hearing sound,

00:17:52.160 I fell on the floor

00:17:53.620 and I said as I got up,

00:17:57.960 I couldn't find my son.

00:17:59.880 Mr. Fox highlighting Rebecca's choice of words,

00:18:02.940 saying the way she describes the event

00:18:04.540 implies the baby was already missing.

00:18:07.360 She wants to persuade us of the urgency

00:18:09.300 and immediacy of this.

00:18:10.820 And then I couldn't find my son.

00:18:14.060 Not, my son was gone.

00:18:16.120 Not, my son was missing.

00:18:18.140 My son wasn't where he was.

00:18:19.640 Suggested to me wording of something

00:18:21.480 that is already missing

00:18:23.140 because she's gone from her son being there

00:18:25.220 to not being able to find him.

00:18:26.920 She's no realization there

00:18:28.580 that her son was missing.

00:18:30.620 It's, I couldn't find my son

00:18:31.960 so he was already missing in these words.

00:18:35.220 Fox, along with many others tracking the story,

00:18:37.620 also noting both parents describing their son

00:18:40.340 in the past tense.

00:18:42.220 More from the Parents Friday interview.

00:18:44.340 He was a happy boy.

00:18:46.620 He smiled.

00:18:47.880 Mackenzie loved to kiss him.

00:18:50.640 He was a healthy baby.

00:18:51.860 He was, uh, he was crawling.

00:18:53.860 He was kicking and he was playing with his toys.

00:18:56.800 Back to Jack Fox.

00:18:58.400 This is the mother of a seven month old baby boy.

00:19:01.840 There is a big bond between them.

00:19:04.260 Right now, she thinks that the child

00:19:06.320 has been snatched, in her words, from her truck.

00:19:10.120 As she's talking, she should be in present tense

00:19:12.400 because the child is still with us.

00:19:14.520 So she should be saying he is a happy boy.

00:19:17.180 He's a smiley boy.

00:19:18.640 He is a smiley boy or something like that.

00:19:20.940 For her to go into past tense,

00:19:22.600 which is what we use when people are no more.

00:19:24.940 He was a happy boy.

00:19:27.260 He smiled.

00:19:28.760 That suggests to me that she knows

00:19:31.440 that this boy is in the past,

00:19:33.740 which is why she's referring to him in the past tense.

00:19:36.000 Despite some reporting that investigators

00:19:38.180 are now targeting Jake and Rebecca,

00:19:41.260 the Sheriff's Department telling AM update on Tuesday,

00:19:43.760 no one has been ruled out.

00:19:46.300 KTLA reporting that investigators

00:19:48.400 have seized the vehicle of Jake Harrow,

00:19:51.480 though it is unclear whether that is a separate car

00:19:54.060 from the truck Rebecca was driving 1.00

00:19:55.800 when baby Emanuel allegedly went missing.

00:19:59.600 Anyone with information about Emanuel's disappearance

00:20:02.040 is asked to call 911

00:20:03.480 or the San Bernardino Sheriff's Department

00:20:05.740 at 909-890-4904.

00:20:09.380 And that'll do it for your AM update.
