00:00:51.660 Could President Zelensky also join them?

00:00:53.800 We are talking about emergency measures to respond to what's happening in Texas,

00:00:58.800 and we will nullify what happens in Texas.

00:01:01.440 The redistricting battle that started in Texas grows into a massive national fight.

00:02:23.440 An historic summit set for later this week between President Donald Trump and Russian

00:02:31.000 President Vladimir Putin right here on U.S. soil.

00:02:34.780 President Trump breaking the news on Truth Social that he would be meeting in Alaska with

00:02:39.360 President Putin this Friday, exact timing and location yet to be announced.

00:02:44.220 This marks the first time Mr. Putin has stepped foot in the U.S. in nearly a decade, the last

00:02:49.160 one being a September 2015 session of the United Nations General Assembly, where he met with

00:02:54.360 then-President Barack Obama.

00:02:56.300 It comes after the Trump administration's envoy, Steve Witkoff, met with Mr. Putin for more than

00:03:01.120 three hours in Russia last Wednesday, reportedly receiving the framework of a ceasefire deal

00:03:07.000 the Russians say they would support.

00:03:09.820 Sunday morning on Fox, Vice President J.D. Vance praising the development and the potential

00:03:14.540 for peace in the region.

00:03:16.140 This is a major breakthrough for American diplomacy.

00:03:19.180 If you go back, this war has been going on for over three years at this point.

00:03:23.360 Well over a million Russians and Ukrainian dead soldiers.

00:03:26.400 We have been aggressively working, trying to break the logjam.

00:03:29.520 One of the most important logjams is that Vladimir Putin said that he would never sit down

00:03:34.840 with Zelensky, the head of Ukraine, and the president has now got that to change.

00:03:39.600 We're at a point now where we're now trying to figure out, frankly, scheduling and things

00:03:44.060 like that around when these three leaders could sit down and discuss an end to this conflict.

00:03:49.060 Now, I don't think you could actually sit down and have this negotiation absent the leadership

00:03:54.000 of Donald J. Trump.

00:03:54.980 This is something where the president needs to force President Putin and President Zelensky really

00:04:00.660 to sit down to figure out their differences.

00:04:03.040 We, of course, condemn the invasion that happened.

00:04:06.720 We don't like that this is where things are, but you've got to make peace here.

00:04:10.820 And the only way to make peace is to sit down and talk.

00:04:13.380 You can't finger point.

00:04:14.460 You can't, you know, wag your finger at somebody and say, you're wrong.

00:04:17.840 We're right.

00:04:18.680 The way to peace is to have a decisive leader sit down and force people to come together.

00:04:23.880 Before the announcement of the Alaskan summit, President Trump discussing the potential

00:04:27.660 deal from the White House on Friday with a nod to the difficult issue of Mr. Putin's land

00:04:33.340 grabs.

00:04:34.300 You know, a lot of Russians have died.

00:04:35.800 A lot of Ukrainians have died.

00:04:37.660 So we're looking at that.

00:04:39.100 But we're actually looking to get some back and some swapping.

00:04:44.340 It's complicated.

00:04:45.280 It's actually nothing easy.

00:04:47.220 It's very complicated.

00:04:48.080 But we're going to get some back.

00:04:50.380 We're going to get some switched.

00:04:54.160 There'll be some swapping of territories to the betterment of both.

00:04:57.960 It's unclear what specific land would be included in a swapping of territories.

00:05:02.420 But the issue has animated the Ukrainian side.

00:05:05.520 Ukraine's President Volodymyr Zelensky taking to X on Saturday with a response, writing,

00:05:09.820 quote, Ukraine is ready for real decisions that can bring peace.

00:05:13.720 Any decisions that are against us, any decisions that are without Ukraine,

00:05:17.220 are at the same time decisions against peace.

00:05:20.320 They will not achieve anything.

00:05:21.800 These are stillborn decisions.

00:05:23.580 They are unworkable.

00:05:25.280 Zelensky also posting a video where he said what translated to, quote,

00:05:29.280 Ukrainians will not gift their land to the occupier.

00:05:33.120 Several European leaders releasing a joint statement Sunday praising President Trump's,

00:05:37.600 quote, work to stop the killing in Ukraine, but in the next paragraph seeming to counter the

00:05:42.540 strategy of meeting with Mr. Putin now, writing, quote,

00:05:45.560 we are convinced that only an approach that combines active diplomacy, support to Ukraine,

00:05:50.780 and pressure on the Russian Federation to end their illegal war can succeed.

00:05:56.080 On the American Sunday shows, NATO Secretary General Mark Rutte, who recently developed a

00:06:01.180 bit of a bromance with President Trump at the June NATO summit, sounding optimistic here

00:06:06.300 from CBS and ABC.

00:06:07.720 I think it is very good that President Trump will test him, and we'll see how far he can

00:06:13.100 get on Friday, starting this process.

00:06:15.560 He basically broke the deadlock, President Trump, in February, starting the dialogue with

00:06:19.900 Putin.

00:06:20.220 I think that was crucial.

00:06:21.680 We had a great NATO summit under his leadership, committing to 5% defense spending, so that

00:06:26.600 is a clear signal to our main threat, which is Russia, that we are serious. 0.82

00:06:30.820 And this is all clear evidence that President Trump is absolutely adamant to bring this war

00:06:36.640 to an end, but also to keep maximum pressure on Putin.

00:06:39.900 And next Friday will be important because it is testing Putin how serious he is in this

00:06:46.560 whole process, which will then have to continue after Friday with Ukraine involved, with others

00:06:51.080 involved, to bring this war to an end.

00:06:53.740 Former National Security Advisor under Trump 1.0, John Bolton, who never misses an opportunity

00:06:59.520 to criticize Trump, sounding less convinced during an interview with ABC Sunday.

00:07:05.160 I think Trump has made some mistakes already.

00:07:08.860 Number one, in holding this meeting on American soil, legitimizing a pariah leader of a rogue 0.98

00:07:15.180 state.

00:07:16.220 Second, he's allowed Putin to get first mover advantage by putting his peace plan on the table

00:07:23.380 first.

00:07:23.860 First, you can already see from Trump's own statements, he thinks that Zelensky has to

00:07:29.820 make constitutional modifications for Ukraine to cede territory.

00:07:33.820 Now, Zelensky has flatly rejected that.

00:07:36.700 But what Putin gets more than anything else is an opportunity one-on-one to try and get

00:07:41.680 his magic working again with Trump.

00:07:43.700 There remains an open question about whether this bilateral meeting could become trilateral,

00:07:48.640 with Ukrainian President Zelensky attending Friday's Alaska summit in some capacity.

00:07:54.280 NBC quoting one official in the Trump administration saying, it's being discussed.

00:07:59.020 And everyone is very hopeful that would happen.

00:08:02.160 On CNN Sunday, U.S. Ambassador to NATO Matt Whitaker weighing in.

00:08:06.480 I certainly think it's possible.

00:08:07.860 There can't be a deal that everybody that's involved in it doesn't agree to.

00:08:12.920 And, you know, I mean, obviously it's a high priority to get this war to end.

00:08:17.800 You know, the carnage and the dying is terrible.

00:08:21.180 I think this direct engagement by President Trump obviously is leading us closer to a

00:08:27.180 peace.

00:08:27.660 You know, the two sides have been communicating.

00:08:29.620 They've exchanged prisoners.

00:08:30.700 They've exchanged bodies of the fallen.

00:08:33.680 But, you know, this if we can get a deal done on terms that both sides agree, that will

00:08:38.600 save thousands of lives.

00:08:41.060 A Kremlin official previously dismissing the idea of Mr. Putin meeting with Mr. Zelensky directly.

00:08:45.940 However, the NBC report notes President Zelensky could be on site to meet with President Trump

00:08:51.880 and others without necessarily crossing paths or sitting in the same room with his Russian

00:08:56.840 foe. 0.61

00:08:57.860 Ukrainian ambassador to the U.S.

00:08:59.760 Oksana Markovrova was noncommittal, but not ruling it out on CBS Sunday.

00:09:05.320 He is ready to be anywhere to advance the agenda of peace.

00:09:10.940 So if needed, President Zelensky, of course, will be present at the meetings.

00:09:15.440 We have been very open about it.

00:09:17.560 But let's see how this will go.

00:09:19.660 But he's not planning to be in Alaska on Friday.

00:09:22.520 If he will be planning to do that, we'll be there.

00:09:26.700 This summit comes as support among Ukrainians for a prolonged war in Russia is fading and

00:09:32.600 fast.

00:09:33.660 According to a new Gallup poll conducted in July and released last week, 69 percent say

00:09:39.420 Ukraine should seek to negotiate an ending to this war as soon as possible, while just 0.66

00:09:44.920 24 percent say Ukraine should continue fighting until it wins the war.

00:09:49.220 Just two years earlier, those numbers were nearly reversed.

00:09:52.200 Meanwhile, more than 70 percent of Ukrainians say the U.S., U.K., and E.U. can play a significant

00:09:58.340 role in peace negotiations between Ukraine and Russia.

00:10:03.480 Coming up, the left and right amplify the redistricting and gerrymandering fight with

00:10:08.620 political leaders across the country, promising Texas is just the beginning.

00:10:13.200 And President Trump set to unveil his plan to make Washington, D.C. great again.

00:10:22.200 Have you ever heard of Karaluma?

00:10:24.100 It's an edible cactus.

00:10:26.040 Yes, edible cactus that grows in India, and it can be a natural appetite suppressant.

00:10:31.360 Now you're paying attention.

00:10:32.960 Karaluma is just one of the natural ingredients doctors added to a weight loss supplement called

00:10:37.780 Lean.

00:10:38.980 If you have a bold summer weight loss goal, but injections are not for you, here's what

00:10:43.420 the doctors who formulated Lean have to say.

00:10:46.960 They say this supplement is close to the benefits of those popular injections.

00:10:51.120 Like injections, Lean was created to help maintain healthy blood sugar and help control appetite

00:10:56.620 and cravings.

00:10:57.600 But those who created Lean say the rare ingredients in Lean are also designed to help burn fat by

00:11:03.300 converting fat into energy, and of course, no needles.

00:11:08.600 They say it's a healthier way to lose weight by capturing the power of natural ingredients.

00:11:13.500 Give it a try with 20 percent off by using the code MK20 at TakeLean.com.

00:11:19.400 That's code MK20 at TakeLean.com.

00:11:22.740 These statements have not been evaluated by the FDA.

00:11:25.440 This product is not intended to diagnose, treat, cure, or prevent any disease, and is

00:11:29.380 not a substitute or alternative for care from a health care provider.

00:11:32.660 The issue of gerrymandering and redistricting at the forefront of American politics, as the

00:11:41.200 Texas Democrats who ran away from their state remain at large, camped out in blue states

00:11:46.380 like Illinois and New York in an effort to stop Texas from adding five new House seats 1.00

00:11:51.160 in predominantly red districts.

00:11:53.760 California Governor Gavin Newsom promising to fight fire with fire and match the five seats

00:11:58.180 with five new ones in his largely blue state during a press conference Friday.

00:12:03.060 We are moving forward.

00:12:04.400 Make no mistake.

00:12:06.800 California is moving forward as a state that's larger than 21 state populations combined.

00:12:12.680 We are talking about emergency measures to respond to what's happening in Texas, and we will nullify

00:12:18.780 what happens in Texas.

00:12:20.240 We will pick up five seats with the consent of the people.

00:12:23.400 And that's the difference between the approach we're taking and the approach they're taking.

00:12:28.100 White House Communications Director Steve Chung firing back in a comment to the LA Times,

00:12:32.640 quote, Gavin Newsom is a loser of the highest order, and he will never be president, no matter 0.96

00:12:37.360 how hard he prostitutes himself to the press. 0.98

00:12:40.520 Perpetual political loser Beto O'Rourke urging for more rule-breaking during a rally Saturday 0.74

00:12:45.960 in Fort Worth, Texas. 0.98

00:12:47.560 We don't await the punch thrown by these would-be fascists to land. 0.98

00:12:52.560 We punch first, and we punch harder. 0.72

00:12:55.680 We want California and New Jersey and Illinois and Maryland and every other state where the

00:13:01.220 Democrats hold the governor's mansion, the assembly, and the state senate to redraw their

00:13:06.400 congressional districts now, not wait for Texas to move first, to maximize Democratic

00:13:11.900 party advantage.

00:13:13.420 Listen, you may say to yourself, well, those aren't the rules.

00:13:17.280 There are no refs in this game. 1.00

00:13:18.940 Fuck the rules. 1.00

00:13:19.720 We are going to win whatever it takes. 0.99

00:13:21.680 On Fox yesterday, Vice President J.D. Vance signaling that the redistricting battle will

00:13:27.000 continue, fresh off a trip to Indiana to strategize similar efforts there.

00:13:31.920 One of the things that you see in a lot of red states is blue states have really aggressively

00:13:37.620 gerrymandered such that they've actually made it harder for the majority of the state of Indiana to

00:13:42.760 have their voice heard in their federal elections. Because if California has crazy gerrymanders,

00:13:48.520 Illinois has crazy gerrymanders, New York has crazy gerrymanders, what it does is it actually

00:13:53.000 suppresses the will of the people in states like Indiana. California has way more house seats than

00:13:58.680 it should because they have such a high population of illegal aliens. So they get rewarded for welcoming 1.00

00:14:04.240 illegal aliens into their state, giving them federal benefits, actually asking the taxpayers of states 0.99

00:14:09.120 like Ohio to subsidize them. And then those same taxpayers in Ohio and Indiana and elsewhere,

00:14:14.400 they have fewer congressional representatives because of what California has allowed to happen.

00:14:20.060 That's ridiculously unfair. And the only real way to fight back against it is for us to redistrict in

00:14:25.940 some ways as aggressively as these hard blue states have done.

00:14:28.880 The governor of one of those states, Democrat J.B. Pritzker of Illinois, pressed by NBC host Kristen

00:14:35.320 Welker Sunday over the obvious hypocrisy when it comes to attacking Texas Republicans for something

00:14:41.160 his state has done for years. What do you say to those who argue that it's hypocritical for you to 0.51

00:14:46.940 criticize Texas for partisanship when your state also drew maps to boost your party's standing?

00:14:53.800 Well, remember that what Texas is trying to do is, again, violate the Voting Rights Act.

00:15:00.380 We didn't. This is it's cheating. Donald Trump is a cheater. He cheats on his wives. He cheats at

00:15:05.160 golf. And now he's trying to cheat the American people out of their votes.

00:15:08.860 Well, look, sticking on your state's map, every major group that grades the fairness of

00:15:14.040 congressional maps gives your state an F. Common cause and nonpartisan government watchdog

00:15:20.100 even says your map, and I'm going to quote, represents a nearly perfect model for everything

00:15:25.580 that can go wrong with redistricting. And I guess the question is, you talk about preserving

00:15:29.800 democracy. How do you preserve democracy if you're using the same tactics that you've

00:15:34.380 criticized Texas Republicans for? But as I say, what they're talking about is a distraction.

00:15:40.480 The reality is that the violation of people's voting rights is what Texas is attempting to do.

00:15:46.380 What? President Trump teasing a major announcement coming later today, which he will make during a

00:15:53.900 press conference this morning at the White House tied to helping Washington, D.C. clean up its act.

00:15:59.300 This after the president directed a surge in federal law enforcement agencies, including the FBI,

00:16:05.120 U.S. Marshals Service, DEA and others, to increase police presence in the capital city beginning this

00:16:11.060 past Friday for what is expected to be at least a week, following the news that a 19-year-old former

00:16:16.800 Doge staffer was viciously assaulted by approximately 10 juveniles in a late-night carjacking.

00:16:23.700 Mr. Trump taking to Truth Social Sunday to preview his announcement, writing, quote,

00:16:27.460 I'm going to make our capital safer and more beautiful than it ever was before.

00:16:31.620 The homeless have to move out immediately. We will give you places to stay, but far from the 1.00

00:16:37.160 capital. The criminals, you don't have to move out. We're going to put you in jail where you belong.

00:16:42.300 It's all going to happen very fast, just like the border. Be prepared. There will be no Mr. Nice Guy.

00:16:48.340 We want our capital back. Vice President Vance weighing in over the weekend on X, quote,

00:16:54.220 Our nation's capital has become ridden with out-of-control violent crime thanks to

00:16:58.840 misguided local leadership. President Trump is putting a stop to this lawlessness.

00:17:03.540 According to USAFacts.org, Steve Ballmer's organization, citing CDC data, Washington,

00:17:10.380 D.C. had the fourth highest homicide rate of any metropolitan area in the country in 2023,

00:17:16.560 the most recent stats available. Mr. Trump has previously floated the idea of a federal

00:17:21.640 takeover of the nation's capital, which would require congressional approval.

00:17:26.880 President Trump also reportedly directing the Pentagon to draw up plans to use

00:17:31.160 military force against Latin American drug cartels, which the Trump administration has

00:17:36.700 declared as terrorist organizations. According to the New York Times, that includes the possibility

00:17:41.620 of direct military operations by American troops in international waters and on foreign soil to

00:17:47.960 target the cartels. While the military actions are still in the planning phase, a White House

00:17:53.040 spokesperson appearing to confirm the directive to the Times saying, quote,

00:17:57.120 President Trump's top priority is protecting the homeland, which is why he took the bold step to

00:18:02.400 designate several cartels and gangs as foreign terrorist organizations.

00:18:07.920 And that'll do it for your AM update. I'm Megyn Kelly. Join me back here for The Megyn Kelly Show,
