00:00:30.000 Good morning, everyone. I'm Megyn Kelly.
00:00:34.900 It's Monday, October 27th, 2025, and this is your AM Update.
00:00:39.360 I believe we've reached a very substantial framework.
00:00:42.880 President Trump prepares to meet China's President Xi Jinping later this week,
00:00:46.520 as Treasury Secretary Scott Bessent announces a major step forward in reaching a trade deal with China.
00:00:52.800 I support the Democratic nominee, as I indicated, and we're in alignment in terms of the issue related to affordability.
00:01:00.000 House Minority Leader Hakeem Jeffries tosses New York City mayoral candidate Zoran Mamdani a last-minute endorsement.
00:01:07.020 Transportation Secretary Sean Duffy threatens to revoke more California federal funding in the wake of another semi-truck accident allegedly caused by a foreign national driver.
00:01:16.980 And two suspects arrested in connection with that wild Louvre heist.
00:01:21.660 All that and more coming up in just a moment on your AM Update.
00:01:25.360 As President Trump is settling into his new administration, one of the top Democrats in Congress aiming to undermine the Trump agenda is Democrat Senator Dick Durbin of Illinois.
00:01:38.780 And according to our sponsor, the Electronic Payments Coalition, Senator Durbin has a new plan, a government takeover of your credit card.
00:01:46.720 Today, Americans have thousands of choices in credit cards, but they say Senator Durbin's plan will result in less competition and less security, which means more risk for your credit and your identity.
00:01:58.200 You can learn more for yourself at guardyourcard.com.
00:02:02.320 And you could consider telling your senators to stop Dick Durbin's government takeover of your credit card before it's too late.
00:02:09.480 President Trump in Asia for a six-day three-country swing, including a highly anticipated meeting with Chinese President Xi Jinping later this week in South Korea amid the threat of a renewed trade war.
00:02:26.820 On Sunday, President Trump arriving in Malaysia to much fanfare, a crowd of people waving U.S. and Malaysian flags dancing on the tarmac.
00:02:34.980 President Trump joining in on the fun, dancing along with the group with his signature bald fists, pumping in the air one after the other, having a good time.
00:02:44.600 At the Association of Southeast Asian Nations Summit, Mr. Trump inking new trade agreements with Cambodia, Thailand, and Malaysia, and presiding over the signing of a peace agreement between Cambodia and Thailand.
00:02:57.360 Meantime, Treasury Secretary Scott Besant yesterday also announcing a trade framework between the U.S. and China.
00:03:05.680 President Trump previously set a November 1st timeline for China to reach an agreement with America or face 100% tariffs on imports into the U.S.
00:03:15.600 China, for its part, threatening to impose export controls on critical rare earth minerals used to manufacture electronics and advanced technologies.
00:03:24.700 Secretary Besant describing the details of the framework on NBC.
00:03:28.900 President Trump gave me a great deal of negotiating leverage with the threat of the 100% tariffs on November 1st.
00:03:38.000 And I believe we've reached a very substantial framework that will avoid that and allow us to discuss many other things with the Chinese.
00:03:47.420 I believe that we have the framework for the two leaders to have a very productive meeting for both sides.
00:03:55.060 And I think it will be fantastic for U.S. citizens, for U.S. farmers, and for our country in general.
00:04:02.760 But you're not anticipating the 100% tariffs?
00:04:05.260 No, I'm not, and I'm also anticipating that we will get some kind of a deferral on the rare earth export controls that the Chinese had discussed.
00:04:18.740 Presidents Trump and Xi expected to meet on Thursday, their first face-to-face meeting since 2019.
00:04:24.300 Mr. Trump arriving today in Japan, where he is expected to meet with Emperor Naruto ahead of tomorrow's bilateral meeting with the newly elected first-ever female prime minister of Japan.
00:04:38.440 House Minority Leader Hakeem Jeffries on Friday tossing a muted last-minute endorsement to New York City Democrat mayoral candidate Zoram Mamdani.
00:04:47.480 In a statement to the New York Times, Jeffries is saying he and Mamdani hold, quote, areas of principled disagreement, but Mamdani won a, quote, free and fair Democrat primary campaign.
00:04:59.120 More from the statement, quote,
00:05:00.620 Zoram Mamdani has relentlessly focused on addressing the affordability crisis and explicitly committed to being a mayor for all New Yorkers, including those who do not support his candidacy.
00:05:12.520 In that spirit, I support him and the entire citywide Democratic ticket in the general election.
00:05:18.760 Jeffries issuing the endorsement just one day before the start of early voting, after months of demurring.
00:05:24.840 So what's holding you back from endorsing him right now?
00:05:27.420 Well, we don't really know each other.
00:05:28.920 As a New Yorker, what does he need to do to secure your endorsement?
00:05:34.380 Well, we had a very candid and constructive and community-centered conversation a few weeks ago before he went off to Africa.
00:05:43.260 I've, of course, been on the road for the last several weeks.
00:05:46.580 Why are you not endorsing the guy that won the Democratic primary in a contested election in your backyard?
00:05:52.080 Well, I look forward to sitting down and talking to him.
00:05:54.400 I didn't get involved in that primary election, and I don't know him well.
00:05:57.720 As of Sunday afternoon, Jeffries' endorsement had not yet been listed on Mamdani's website.
00:06:04.000 Hmm.
00:06:04.960 Yesterday on CBS, Jeffries questioned on the holdup.
00:06:08.280 You waited until this Friday, the day before early voting began, to endorse the Democratic Socialist candidate, Zoran Mamdani.
00:06:16.780 Why did you wait so long?
00:06:19.860 Well, as I indicated, last several weeks, we've been immersed in the intensity around the government shutdown and the run-up to that in advance of September 30th and the expiration of the fiscal year.
00:06:31.200 But I support the Democratic nominee, as I indicated, and we're in alignment in terms of the issue related to affordability and the need to address it decisively for the city of New York.
00:06:43.080 And, of course, affordability is an issue for people all across the country.
00:06:46.280 And in terms of the moment that we find ourselves in, Donald Trump represents an existential threat to the city of New York and beyond because of the extreme assault that has taken place throughout this year on the economy, on health care, on farmers, on veterans, on law-abiding immigrant communities, on due process, on the rule of law, and, of course, on the American way of life itself.
00:07:08.620 Mamdani's Muslim identity and close ties to very controversial New York Muslims also taking center stage in the final days of the campaign.
00:07:18.500 Many Jewish voters raising concerns about Mamdani's candidacy, citing his failure to sign on to a resolution condemning the Holocaust, and refusal to denounce the phrase globalize the Intifada as evidence of anti-Semitism.
00:07:31.620 At the candidate's first debate, Mamdani demanding to know which New York City mosques Andrew Cuomo had visited in a city that is less than 10% Muslim, he also embraced a controversial imam who defended the blind sheikh who bombed the World Trade Center in 1993, Mamdani recently calling this imam a pillar of the community.
00:07:52.400 Mamdani on Friday holding a press conference, at times appearing to hold back tears after independent candidate Andrew Cuomo laughed in a radio interview at the suggestion that Mamdani might cheer for another 9-11 attack.
00:08:05.740 I want to use this moment to speak to the Muslims of New York City. I want to speak to the memory of my aunt, who stopped taking the subway after September 11th because she did not feel safe in her hijab.
00:08:18.140 Vice President J.D. Vance posting on X, quote, according to Zoran, the real victim of 9-11 was his auntie who got some allegedly bad looks.
00:08:27.960 Conservative analyst Scott Jennings responding on CNN.
00:08:31.260 Is the implication here that he has to answer for the terrorists who attacked 9-11?
00:08:37.460 No, I think if you're going to have a press, if you're going to run for mayor of New York City or have any position in New York City and you're going to talk about 9-11 or invoke 9-11, you darn sure better start with the people who died in the Twin Towers.
00:08:49.640 That's what I think. And he didn't do that. And he kind of, you know, he made it about his experience and his aunt.
00:08:55.040 Coming up, a semi-truck driver who came into this country illegally arrested in California last week after allegedly causing a crash that killed three people, escalating a battle between the Department of Transportation and California Governor Gavin Newsom.
00:09:11.300 And Paris authorities announced the arrest of two of the suspects believed to be involved in that Louvre jewelry heist.

00:10:30.600 A new Department of Transportation report blaming California Governor Gavin Newsom and state officials for allowing an asylum seeker to upgrade his commercial driver's license just one week before allegedly causing a crash that killed three people while driving under the influence of drugs.
00:10:51.540 21-year-old Jashanpreet Singh, an Indian national, plowing his semi-truck into multiple vehicles on a California highway last week, reportedly killing three and injuring at least four.
00:11:03.840 Dash cam footage capturing the horrific moment, Singh's red, big rig barrels down the highway, slamming into a white SUV, shoving it through two more vehicles before crashing into the rear of another 18-wheeler.
00:11:16.980 It then veers off the road, striking several more vehicles, including at least one that burst into flames.
00:11:22.660 Local authorities arresting Singh on charges of vehicular manslaughter while intoxicated and driving under the influence.
00:11:30.040 ICE then lodging an immigration detainer against Singh, requesting that local officials hold him for federal custody following his release from state jail.
00:11:38.700 According to the Department of Homeland Security, Singh entered the country illegally in 2022 during the Biden administration.
00:11:46.840 He was given a future court date and then a work permit.
00:11:50.460 Governor Newsom's office telling Fox News, quote,
00:11:52.520 This is a tragic situation, and as with every tragedy over the last 10 months, Secretary Noem has ordered Secretary Duffy to look for every opportunity to manipulate the facts to score cheap political points.
00:12:05.020 But the federal government needs to look within before they cast the blame outside.
00:12:10.060 The federal government approved and renewed this individual's federal employment authorization multiple times, which allowed him to obtain a commercial driver's license in accordance with federal law.
00:12:21.180 However, Secretary Duffy's report finding California officials upgraded Singh's license to permit interstate driving after the Transportation Department set new emergency guidelines restricting who is eligible for a commercial driver's license, or CDL.
00:12:37.260 The new guidance making it illegal for non-citizens to obtain CDLs unless they satisfy a more rigorous set of requirements.
00:12:45.460 DOT finding Singh's license had been upgraded on October 15th, his 21st birthday, without applying the stricter standards that would have prevented the license from being renewed.
00:12:57.520 Secretary Duffy yesterday on Fox saying the department is prepared to respond if California does not comply with the emergency regulations.
00:13:05.420 Gavin Newsom has thumbed his nose at us.
00:13:07.980 He's refused to comply with the rules that have come from DOT, which is stop issuing these licenses, number one.
00:13:13.940 And number two, go back and review all the licenses that you have issued and make sure it's been done legally.
00:13:19.700 Gavin Newsom has said no.
00:13:21.020 So, one, I'm about to pull $160 million from California.
00:13:24.920 And as we pull more money, we also have the option of pulling California's ability to issue commercial driver's licenses.
00:13:31.080 Gavin Newsom cares more about illegals, getting commercial driver's licenses, than he does the citizens of his own state and the safety of Americans.
00:13:39.460 It's shameful.
00:13:40.340 He's been lying about what he's been doing.
00:13:42.520 And again, we're going to fight tooth and nail under President Trump's administration to make sure that we hold states like California accountable.
00:13:50.220 The incident coming just two months after a separate crash killed three people in Florida while the driver was attempting an illegal U-turn.
00:13:58.200 That driver later found to be in the country illegally and unable to pass an English proficiency exam.
00:14:06.860 French authorities arresting two suspects connected to the shocking jewelry heist last week at the Louvre.
00:14:13.540 A crew of four, using a truck-mounted ladder to enter through a window,
00:14:18.120 swipe eight pieces worth about $102 million from two display cases, Napoleon Jewels and French Crown Jewels,
00:14:25.820 then escape on motor scooters within minutes.
00:14:28.720 The search continuing for two more suspects still, and the jewels.
00:14:32.780 Paris prosecutor Laura Baku, overseeing the case, telling a French paper,
00:14:37.480 quote, the amount of media coverage this organized robbery has received gives me a glimmer of hope
00:14:42.460 that the perpetrators won't dare to move the jewelry too far.
00:14:46.620 On Saturday evening, French station BFMTV reporting two suspects in their 30s had been detained.
00:14:53.240 Le Monde reporting one is a French national with dual citizenship in Mali, West Africa, too.
00:15:00.160 The other holds dual citizenship between France and Algeria.
00:15:04.920 The latter reportedly arrested at Charles de Gaulle Airport, preparing to catch a flight to Algeria.
00:15:09.840 The French national nabbed as police say he was about to travel to Mali, per ABC News.
00:15:14.780 The New York Post reporting the two men detained are from, quote,
00:15:18.220 a rough suburb of North Paris, currently detained at police headquarters in connection with an
00:15:23.420 investigation into organized gang robbery and conspiracy to commit a crime.
00:15:28.880 They can be held for up to 96 hours without charges actually being filed.
00:15:33.760 Around 100 investigators on this case, collecting nearly 150 traces of DNA, fingerprints,
00:15:39.500 hair samples as well from the scene, reports the Post.
00:15:43.300 ABC News adding that investigators say they matched trace DNA evidence recovered from a helmet
00:15:49.440 left at the crime scene to one of the suspects, which led to phone and physical surveillance.
00:15:55.640 Investigators still determining whether the thieves may have had inside help at the museum.
00:16:01.820 Le Parisien newspaper reporting the suspects, already known to police for previous robberies,
00:16:06.920 are believed to have carried out the heist on commission.
00:16:10.640 Mmm, the plot thickens.
00:16:14.480 And that'll do it for your AM Update.
