00:12:33.780 military assistance, not a prolonged military invasion, and therefore contending that it did

00:12:59.760 It's hard for us to conceive that an operation that lasted about four and a half hours and was
00:13:04.660 a law enforcement operation to capture someone we don't recognize as the head of state.
00:13:08.720 But would it be an act of war if someone did it to us?
00:13:11.320 Nobody dies, few casualties, they're in and out, boom, it's a perfect military operation.

00:13:20.160 So my next question would be, let's say it's not a war.

00:13:25.680 What if a foreign country indicts our president for violating a foreign law?
00:13:31.680 Should we extradite our president or should we be okay if they come in and get him by force?
00:13:35.980 Look, I think ultimately we're always going to act in our national interest.
00:13:39.060 And so if somebody comes after our national interest, like the case you've described,
00:13:42.500 the U.S. always has the right to act in its national interest and to protect itself.

00:13:52.320 Democrat Senator Chris Murphy of Connecticut questioning Secretary Rubio on whether the
00:13:56.740 administration would seek congressional authorization for any future use of military force in Venezuela.

00:14:08.960 In the future, if the Venezuelan government isn't complying with your requests,
00:14:15.700 do you concede that if you're using military action simply to try to compel cooperation from the government,
00:14:22.360 you absolutely need congressional authorization for that?
00:14:25.400 Look, the president never rules out his options as commander-in-chief to protect the national interest of the United States.
00:14:31.060 I can tell you right now with full certainty we are not postured to,
00:14:34.640 nor do we intend or expect to have to take any military action in Venezuela at any time.
00:14:39.760 The only military presence you'll see in Venezuela is our Marine Guards at an embassy.

00:14:48.960 That said, if an Iranian drone factory pops up and threatens our forces in the region,

00:14:59.600 pointed at the United States or threatening our forces or our presence in the region or our allies' presence in the region,
00:15:05.000 and they refuse to comply with that, the president does reserve the option in self-defense to eliminate that threat.
