00:01:07.280 All right, let's kick it off with what's happening on Capitol Hill as Christopher Wray subjects himself

00:01:12.000 to questions from judiciary, the committee chaired by Jim Jordan. And in particular, he's being pressed

00:01:19.220 on whether the FBI is protecting the Biden family. Here's just a sampling of how it went when Matt Gaetz

00:01:24.740 got his shot at questioning the FBI director.

00:01:29.740 I'm sitting here with my father. I will make certain that between the man sitting next to me

00:01:35.120 and every person he knows and my ability to forever hold a grudge that you will regret

00:01:39.880 not following my direction. I am sitting here waiting for the call with my father.

00:01:45.940 Sounds like a shakedown, doesn't it, director?

00:01:51.560 I'm not going to get into commenting on that.

00:01:53.820 You seem deeply uncurious about it, don't you? Almost suspiciously uncurious. Are you protecting

00:02:00.080 the Bidens?

00:02:01.880 Absolutely not. The FBI does not.

00:02:04.940 You won't answer the question about whether or not that's a shakedown and everybody knows why you

00:02:09.500 won't answer it. Because to the millions of people who will see this, they know it is. And your

00:02:15.080 inability to acknowledge that is deeply revealing about you.

00:02:20.060 What do you make of that? Do you agree that it's deeply revealing that he won't say it outright?

00:02:24.820 Absolutely. And I'm glad to see them having these hearings. Look, the American people have lost

00:02:29.120 complete trust in our intelligence departments, in our intelligence agencies, and in the Department

00:02:34.220 of Justice. And the only thing is, I would ask Congress to go a step further. All of these questions

00:02:39.500 asking him, you know, he's saying, I'll get back to you. I'll get back to you. They need to ask,

00:02:43.420 when are you going to get back to us? When are you going to see it? Why aren't you letting us ask

00:02:46.900 these people? Why aren't you letting us do more? I mean, these are some serious questions and

00:02:51.540 allegations. And the American people want answers, and they deserve answers. And so, you know, I

00:02:56.940 appreciate and applaud Congress for having this oversight hearing. But be firm with Christopher Wray.

00:03:01.880 He owes us a lot of answers, and he needs to give it in a timely manner. We can't have this drag out

00:03:07.620 for another year or two years. These are serious issues that we need serious answers to.

00:03:12.900 What is the theory on Christopher Wray, lifelong Republican appointed by President Trump to run

00:03:18.320 this organization? A lot of its problems happened under Jim Comey, as we both know. But what is the

00:03:24.280 theory that he is anti-Republican? Why would Chris Wray run cover for Joe Biden? Are the problems

00:03:30.100 inside the FBI going to be solved by getting rid of Chris Wray, as you've said you would do if you

00:03:35.380 won the presidency? I don't think it's just Chris Wray that we have to get rid of. I mean,

00:03:40.940 I think you have to get rid of all of senior management. You have to go back to the mission.

00:03:44.660 You know, when I was governor in South Carolina, we replaced the heads of all the agencies. But we

00:03:49.000 also put people into each of those agencies to clean it out, pull down regulations, pull down

00:03:54.000 any bureaucracy, and get rid of problem children. And so, in some cases, we tweaked agencies. In other

00:03:59.820 cases, we gutted agencies. This is an agency that's going to need a serious overhaul, just because the

00:04:05.980 whole mission has been compromised. And so, we've got to make sure that they go back to understanding

00:04:10.700 politics should never be in our intelligence agencies. And I'll take it further. On our national

00:04:15.840 security, they have missed a lot of things that they should have had and been aware of. And they

00:04:22.200 haven't had that. And so, I also question really just the way they're going about gathering information

00:04:28.760 from our threats that are abroad. I don't think that they've been as strong on that. And I think

00:04:33.180 it's because they've been so distracted with everything going on politically in our own country.

00:04:38.460 What do you make of Christopher Wray? This is a guy recommended, I think, to the president by

00:04:41.960 Chris Christie, another guy running for president on the GOP side, who I believe was Chris Christie's

00:04:47.880 lawyer during Bridgegate. I don't know that that qualifies one to run the FBI. But who would you

00:04:56.140 replace him with? In other words, how do you find somebody who actually knows how to clean up the

00:04:59.500 organization to scrub the politics out of it the way, well, at least some of us were deluded into

00:05:04.660 believing it once was? You know, I had to basically gut my law enforcement division when I became governor.

00:05:12.860 And the way you do it is you put someone in that you know is going to be completely away from the

00:05:19.520 politics. Understand that this is about morale. This is about also making sure that you are at the top

00:05:25.420 of your game in terms of getting all of the intelligence that you need to have and that you

00:05:30.180 are prepared to clean house the way you want to. But more than that, you have to bring trust back to

00:05:35.540 the agency. That's why I think Christopher Wray has to go is the trust is gone. So you have to get rid of

00:05:40.220 him. And I also think that you have to look at anybody that's been a part of what has happened

00:05:45.440 with the Bidens, any of these other issues that have come about, whether it's, you know, investigating

00:05:50.240 or asking gun ownership or Catholic issues that have come across. We need to go and see anybody

00:05:56.540 that's been a part of any of this. You have to get rid of them because you can't have any bad eggs in

00:06:02.020 this. We've got to go build this agency back up to where it's trusted again. And that's, you know,

00:06:06.860 it can be daunting at times, but I do think it's necessary. And so Christopher Wray may be a

00:06:11.620 perfectly great guy and I've met him on occasion, but that's not what this is about. This is about

00:06:17.420 trust of the American people. And we just don't have that in that agency right now.

00:06:21.800 Yeah, that's for sure. It's bizarre listening to this, the cross examinations where all the

00:06:25.520 Republicans are running roughshod over him and all the Democrats are defending the FBI. I mean,

00:06:30.080 you go back 10 years, it would have been exactly the opposite. As you know, it's just a bizarre sort of

00:06:35.080 twist in the way we see our, not just the FBI. But don't you wonder why the Democrats are

00:06:39.360 supporting him so much? That only makes us think he's covering up more. So it's just a strange

00:06:45.140 dynamic when you look at the partisan play here, how he's played it, but also how the Democrats

00:06:51.000 have played it. And I think that that's added to more of the distrust and the belief that politics

00:06:55.700 is at play here. Well, I don't know about you, but whenever I hear Eric Swalwell say anything,

00:07:00.220 I know I'm on the opposite side. I did. That's exactly right. Right. If you don't know where

00:07:04.860 to stand, you listen to him talk. And then it's very clear where you need to land. All right,

00:07:09.980 let's talk about NATO. Let's talk about NATO and Ukraine, because this has become an issue. Should

00:07:14.700 should Ukraine join NATO? This is, of course, been the thing Vladimir Putin has been pushing against

00:07:19.740 now for decades. He doesn't want the expansion of NATO at all. And he certainly doesn't want Ukraine

00:07:24.300 in it. And Joe Biden said it's not time. Well, I mean, I think everybody agrees right now in the

00:07:28.540 midst of a war. It's not time. But Joe Biden was saying they're not ready. And I heard you on

00:07:32.800 Cavuto yesterday saying there's no reason Ukraine should not be part of NATO. And this, of course,

00:07:38.240 makes you more hawkish on this issue than some of your your competitors in the GOP race,

00:07:43.200 because the pushback on it, as you know, Ambassador, would be. World War three, right,

00:07:48.820 that it's extremely provocative to Vladimir Putin, even more so than we have been to actually make them

00:07:55.640 a part of Ukraine, made a part of NATO. We would have no obligation or no choice but to defend them

00:08:01.080 in further provocations down the line if they got into further skirmishes with Putin. And it could

00:08:07.120 literally lead to World War three with a nuclear power. Actually, I think it's the opposite. This

00:08:12.900 is about preventing war and the way you prevent. And this is also about ending this war quickly. We

00:08:18.120 don't need this to drag out. And the problem is, and I dealt with the Russians at the United Nations,

00:08:23.080 they love to intimidate, they love to scare, and they hope that that's helps them get what they

00:08:28.560 want. Let's be clear, Article five, if you were to allow Ukraine into NATO, we would not have to do

00:08:36.140 anything more than we're already doing. You don't have to put troops on the ground, you don't have

00:08:40.060 to give them cash. We are already working with our allies to give them equipment and ammunition.

00:08:44.940 And not only that, it sends a message to Putin. NATO is a 70 year success story in the fact that

00:08:51.660 Russia has never invaded a country that is a member of NATO. The only countries that Russia

00:08:58.020 has invaded, Georgia, Moldova, Ukraine, they are not members of NATO. He's not going to do that

00:09:05.140 because he doesn't want the wrath of NATO. Actually saying, yes, we're going to continue to defend

00:09:10.580 Ukraine. And yes, we're going to allow them in NATO would get him to see that he better figure out a way

00:09:16.400 out now and would get him to realize he's got to find an exit strategy. That's what we want for

00:09:21.720 Putin. Because keep in mind, this war is not about Ukraine. This is about the fact that Russia invaded

00:09:27.020 a free country. And so one, it's a win that we got Finland and Sweden in there. But look at Ukraine.

00:09:33.720 Ukraine has shown that they are a force when it comes to military, when it comes to will,

00:09:38.920 when it comes to might, and when it comes to strategy. And so you look back at where we are,

00:09:45.380 Russia had gained 27% of Ukraine's territory. Now Ukraine has got it back down to 12%.

00:09:53.000 We know Putin's hit rock bottom when he's getting drones from Iran and missiles from North Korea.

00:09:58.940 They've raised the draft age in Russia to 65. And then this monster of a military that he created

00:10:05.020 with the Wagner group, you know, now suddenly turned on the guy that thought he was invincible.

00:10:10.100 And now he realizes he's actually vulnerable. The strength of NATO and those countries to say,

00:10:16.560 you know what, we do want Ukraine to be a part of this would have sent a massive red flag to Putin

00:10:21.540 that, oh no, now they're going in there too. There's nothing he fears more than the alliance that

00:10:27.840 is NATO. And we have to, you know, I think that it was a missed opportunity altogether,

00:10:32.380 because we actually could have worked on ending this war quicker. Had they gone and been strong

00:10:36.960 on, yes, we're going to want Ukraine into NATO. They've shown that they deserve to be there and

00:10:41.460 that they have the will to defend freedom in this country, in their country.

00:10:46.500 Prior to that announcement by the Biden administration,

00:10:48.780 it sounds like you think they've been handling this war well.

00:10:53.600 That Ukraine has been handling it well.

00:10:55.880 Joe Biden has been that Joe Biden's been doing the making the right moves when it comes to Ukraine

00:11:01.040 from your own description that you just took off.

00:11:02.980 I don't think he's done it well. I actually don't think we would have gone to war had Biden done

00:11:07.540 what he was supposed to. Keep in mind, Russia surrounded Ukraine a whole year before they

00:11:13.460 invaded. That was the time he could have prevented war. That's what he could have done. Trump had

00:11:18.700 arranged for equipment and ammunition to go to Ukraine in March and then again in May of that year

00:11:25.720 before he invaded. Biden pulled that because he didn't want to provoke Putin. There again,

00:11:31.660 you missed the opportunity. What they should have done was shown that we were going to have the backs

00:11:36.620 of Ukraine so that it would prevent Putin from doing that. But the biggest mistake that Biden made

00:11:43.160 was none of this, whether it's Iran building a bomb, North Korea testing ballistic missiles,

00:11:48.320 whether it's Russia invading Ukraine, whether it's China on the march, none of that would have

00:11:53.320 happened had we not had that debacle in Afghanistan. My husband's a combat veteran. He deployed to

00:11:59.320 Afghanistan. The idea that he and his military brothers and sisters had to watch America leave

00:12:05.480 Bagram Air Force Base in the middle of the night without telling our allies who stood shoulder to

00:12:11.120 shoulder with us for decades because we asked them to be there. Think about what that told our friends,

00:12:16.440 but more importantly, think about what that told our enemies. It was after that that Russia went on

00:12:22.380 provocate aggression with Ukraine. It was after that that China started really getting aggressive

00:12:26.480 with Taiwan. It was after that. But I'm trying to get to what would you do differently if you became

00:12:31.900 president instead of Joe Biden? What would you do differently with respect to Ukraine? Because

00:12:35.560 all those rollbacks of the Russian, you know, advance and advancement in Ukraine happened under Biden's

00:12:41.820 watch. And so what kind of differences would we see toward Ukraine if you were to become president?

00:12:46.620 First, I wouldn't send any cash straight out to Ukraine. I don't think you should do that to any

00:12:51.940 country. We should know exactly how the money's being spent and do it accountability. That's the

00:12:57.300 first thing. The second thing is I would commit that we don't need to put troops on the ground.

00:13:01.840 And the third thing is I would work more closely with our allies to make sure we finish this. And that

00:13:07.960 is making sure they all step up. They give equipment, they give ammunition that we have strategy and that we

00:13:13.980 focus on more than just NATO. Keep in mind, Saudi Arabia just sent Ukraine money to defend themselves.

00:13:19.920 We need to bring in more allies than just NATO. And the biggest thing is we need to make sure that

00:13:25.080 through all of that, we never forget that China is watching every single ounce of this. And they said

00:13:33.080 before the Olympics, when they held hands with Putin, that they were unlimited partners. They showed up

00:13:38.840 after the Russian plane hit the US drone by showing back up in Russia. We need to remember a win for

00:13:45.420 Russia is a win for China. China has watched every company that left Russia. They've watched every

00:13:51.060 country that's helped Ukraine. They've watched what equipment and ammunition we've sent. It is strength,

00:13:56.060 Megan, that goes in there. And so I would make sure everybody is pulling their weight. Everybody's paying

00:14:01.440 their defense dues. And everybody understands this is a war that we have to finish. This is not the time to

00:14:06.860 take the foot off the gas. This is the time to keep the foot on the gas.

00:14:11.180 Republicans don't feel that way. In March of 2022, 51 percent of Republicans deemed Russians invasion

00:14:16.400 a major threat to U.S. interests. Today, it's only 28 percent of Republicans, according to a recent

00:14:22.060 pupil, who see this as a major threat to our interests. So the Republican Party is turning on

00:14:27.920 this war. This, as the Biden administration sends cluster munitions to Ukraine, which have been banned

00:14:34.140 by over 100 countries, including very close American allies like the UK, like Canada. They

00:14:39.720 don't like these cluster munitions that basically open up a bunch of grenades on a on a country that

00:14:44.420 could then explode later when children are playing in the field, children are playing in the field and

00:14:48.060 so on. Do you support cluster munitions despite the fact that Republicans are waning in their support

00:14:52.420 for this war? Well, first, I want to answer the first premise you said about Republicans.

00:14:57.380 You know, keep in mind that dictators always tell you exactly what they're going to do.

00:15:03.860 You know, China said they were going to invade Hong Kong and or China said they were going to take

00:15:08.440 Hong Kong. They did. Russia said they were going to invade Ukraine. We watched them. China said that

00:15:13.000 Taiwan is next. We better believe them. Russia said that after they take Ukraine, that Poland and

00:15:18.240 the Baltics are next. And that is World War Three. That is what we are trying to prevent. And so this is not

00:15:24.400 about what politics is saying. This is about the fact that that same mentality of us saying we

00:15:30.200 shouldn't defend Ukraine is the exact same mentality that you the Europeans had when they talked about

00:15:36.660 letting Nord Stream 2 go through when they allow when Germany got really close and and allowed

00:15:42.560 themselves to get close to Russia. You can never let an enemy advance at all, because if you're naive

00:15:48.800 and you think, oh, but we're going to provoke them, that's the wrong mentality, because they will go and

00:15:54.420 pull the rug out from under you. And we can't be so naive that this isn't going to happen later.

00:15:59.260 The biggest issue with Russia winning is China's aggression. And China has been preparing for war

00:16:05.400 with America forever. We see that in their infiltration. We see that with the threats that

00:16:10.280 they're doing to us from the outside. And we've got to make sure that a win for Ukraine sends the

00:16:15.240 biggest message to China as they go in and invade Taiwan. When it comes to the cluster munitions

00:16:20.460 that you were talking about, America has never banned cluster munitions. The reason that people

00:16:26.260 tend to be concerned about them is because cluster munitions can have like duds to them. And those can,

00:16:32.180 you know, if messed with can go and explode later. But Russia is using cluster munitions on Ukraine and

00:16:39.120 has been this entire time. If Ukraine says that they want cluster munitions, they have shown that they do

00:16:44.620 whatever they have to, to protect the Ukrainian people. And if they feel like that's going to

00:16:48.960 help them advance, then, you know, I have no problem with them getting cluster munitions.

00:16:53.960 On the subject of naivete, President Trump said he would settle the Ukraine-Russia conflict in 24 hours.

00:16:59.420 Is he being naive?

00:17:01.580 Oh, I just don't think it's being realistic. I mean, the only way you settle it in 24 hours is if

00:17:05.920 you give Putin something that he wants. And it's not realistic even to do that. Let's be clear.

00:17:10.640 This war, if we wanted to end it today, all you have to do is Russia has to get out.

00:17:16.440 Russia has to get out. Ukraine didn't do anything. Russia went into this freedom-loving country.

00:17:21.600 So, no, I don't think it's realistic to say that you can settle this in 24 hours. But I will tell you

00:17:27.600 what would have settled this really quickly is if the U.S. and Biden and NATO would have been stronger

00:17:34.300 on the fact that, yes, they are going to let Ukraine into NATO, because one, that would have

00:17:39.520 encouraged Zelensky to start being able to say to his people, look, we're going to be able to defend

00:17:44.860 ourselves going forward. And he would start looking at an exit strategy. And Putin would have started

00:17:49.500 looking at an exit strategy. We are trying to end this quickly.

00:17:52.640 And we're trying to prevent further war. That's the focus.

00:17:56.440 Let's talk about China for one second. Our Treasury Secretary, Janet Yellen, was over there

00:18:00.180 meeting with senior Chinese officials, and she bowed repeatedly. She bowed repeatedly.

00:18:05.340 Independent protocol experts, I mean, the Democratic university professors who studied this for a living,

00:18:10.700 said, we don't do that. What does she do? What is she doing, Ambassador? And what did you make

00:18:15.020 of the bowing?

00:18:17.600 It was just, again, we look weak. I mean, you look, Blinken went hat in hand to China. They said it was

00:18:24.840 a great meeting, which means China got something out of it. You've got, you know, Janet Yellen goes

00:18:29.560 and says, oh, we should get closer to China. So they roll out the red carpet. And then they go and say,

00:18:34.300 oh, but we scolded China, because she said, this shouldn't be a winner-take-all scenario.

00:18:39.380 This should be a situation where we can play by fair rules. This should be a situation where we see

00:18:45.860 each other as competitors. That right there shows that you don't understand China. China lives by

00:18:51.520 winner-take-all scenario. They've never played by fair rules. They don't see us as a competitor.

00:18:57.580 They see us as an enemy. And if you want to know how, look at how they have already infiltrated our

00:19:02.980 country and how the lack of any sort of response to this has been. They have bought up

00:19:08.940 400,000 acres of U.S. soil, most recently near Grand Forks Air Force Base, where our most sensitive

00:19:14.640 drone technology is. They have continued to send fentanyl to the cartel. They know exactly what

00:19:20.540 they're doing as Americans get killed. They are infiltrating our universities by sending millions

00:19:25.440 of dollars as they go through that. They have Chinese front companies lobbying our Congress on

00:19:32.340 behalf of the Chinese Communist Party. There are items, sensitive technology items,

00:19:38.140 that we should not be sending China because it helps them build up their military. But instead,

00:19:43.620 Commerce Department has that list. But Biden approved 70 percent of those requests to go to

00:19:49.160 China last year. Then you go and you look at their military. Here's the question. Should she have bowed?

00:19:55.040 And do you think it's indicative of the Biden administration's approach towards China writ large?

00:20:00.620 No. And I don't think Biden has handled China at all well. No, she shouldn't have bowed.

00:20:05.420 No, you go at a position of strength. She should have asked about all the infiltration they're doing

00:20:10.840 in our country and asking them what they're going to do about it and made them answer for that. But

00:20:15.180 none of the Biden administration has made them accountable for anything from COVID to fentanyl,

00:20:20.720 to stealing our intellectual property, to a spy center going off the coast of Florida,

00:20:25.100 where they will soon send military troops. We can't have this happen. And they have not handled

00:20:30.760 as well at all. Yes. The spy balloon was just one of the most prominent, visible examples of all of that.

00:20:37.220 All right. Let's talk. It was embarrassing. And some GOP politics. This jumped out at me. You were being

00:20:44.200 asked about Ron DeSantis's approach to the indoctrination of children in schools with sexual talk and gender

00:20:51.540 talk and so on. And he's basically said with the misnamed don't say gay bill. We're not having that.

00:20:57.080 We're not going to talk about sexuality. We're not going to talk about gender ideology at the young

00:21:02.600 grades. It was originally till third grade. And then the lawmakers down there expanded it through

00:21:07.400 12. You said before that you would go further than DeSantis. What would you have done?

00:21:12.340 So I was saying prior to when it was only at third grade that I didn't think it went far enough.

00:21:17.820 You know, we should not be talking to our children. You should not have school bureaucrats talking to

00:21:23.320 our children about gender, period. You know, when I was in school, you didn't have sex ed until seventh

00:21:29.680 grade. And even when you had it, you had to have a parent's permission for them to even be able to talk

00:21:35.200 to you about that. And my parents wouldn't sign it. So I was the uncool kid in the classroom next door.

00:21:40.980 This is not the job of schools to educate our kids on gender. That is what the parents should do.

00:21:47.160 So what I was saying is he didn't go far enough when they did it in third grade.

00:21:50.120 They shouldn't be talking about gender at all in schools. Let the parents handle that.

00:21:56.240 Education should be about math, science, history, civics, those types of things. I mean, you can look

00:22:01.120 at how our terrible education scores and realize the last thing we need to be talking about gender

00:22:07.360 when you've got 67 percent of eighth graders prior to COVID that were not proficient in reading or math.

00:22:14.580 You had 80 plus percent two weeks ago that said they're not proficient in history or civics.

00:22:19.280 And now last week, they say our 13 year olds are at the lowest levels of reading and math that we've

00:22:24.700 seen in decades. And you want to talk to them about gender. I mean, that's just not what American

00:22:30.400 parents want. We have one job. That's not the job we want schools to do.

00:22:34.200 What can we do? What could be done about that from the White House?

00:22:37.160 First of all, I think that, you know, as as president, what I will do is governors should

00:22:44.820 have more control. And the best way to deal with it is presidents typically meet with their

00:22:49.460 governors once a year. I will meet with our governors once a quarter, Republican and Democrat,

00:22:54.520 with the sole goal of sending as much as we can down to the states when it comes to education,

00:23:02.300 when it comes to health care, when it comes to benefits. I know as a governor that what I needed

00:23:06.940 in South Carolina was different than what someone needed in Florida or New Hampshire or anything else.

00:23:12.820 When we go and we allow the people to have better control, let the states decide these things. That

00:23:18.140 way you reduce the size of the Department of Education. You reduce the size of the federal

00:23:23.040 government as a whole and you empower the people. And, you know, that's what we should be doing.

00:23:28.240 What everybody doesn't realize is we still have 90 percent of our kids undergoing critical race

00:23:32.620 theory, which if a little girl goes into kindergarten, if she's white, you're telling

00:23:36.360 her she's bad. If she's brown or black, you're telling her she's never going to be good enough.

00:23:40.620 She's always going to be a victim. These governors need to know you don't have to take that money.

00:23:44.940 What the Department of Education says is if you teach this, we'll give you this much money.

00:23:49.220 You teach critical race theory, we'll give you this much money. We will empower the governors to know

00:29:23.740 underestimated in everything I've ever done. And it's a blessing because it makes me scrappy. No one's

00:29:31.660 going to outwork me in this. No one's going to outsmart me in this. So people can look at those

00:29:36.360 polls all they want. I will tell you, debates start in August. I can't wait. I will tell you

00:29:41.820 that things are going to move past Labor Day. And it doesn't matter to me what anybody says. I know

00:29:47.280 that we've got a country to save and I'm going to do everything I can to go and show everybody that
