00:18:42.580 from nearly 20 delegations at a tense meeting on wednesday night the bylaw which purports to
00:18:48.000 protect people from harassment based on protected grounds like race religion gender identity and
00:18:52.760 sexual orientation was opposed by some residents who claim it would violate their freedom of speech
00:18:58.080 and yes they are absolutely correct one of the key concerns was that the way the bylaw was written 1.00
00:19:06.580 was open to subjective interpretation as to what constituted being harassed well sure what is being
