00:01:00.780 the Senate voted on my legislation
00:01:02.520 to impose sanctions on the Nord Stream 2 pipeline,
00:01:06.220 and it did so before Russia had invaded Ukraine.
00:01:11.420 When the Senate voted on those sanctions,
00:01:13.780 President Zelensky publicly urged,
00:01:16.540 even begged, the United States Senate
00:01:18.700 to pass those sanctions.
00:01:19.740 And President Zelensky said passing those sanctions then
00:01:25.040 were the last chance to prevent Russia from invading Ukraine,
00:01:31.140 the last chance to prevent Russian tanks rolling into Ukraine.
00:01:37.940 Was President Zelensky wrong?
00:01:45.260 Senator Cruz, like you, I am,
00:01:49.600 and I think the administration is very gratified to know
00:01:52.140 that Nord Stream 2 is now, as you like to say,
00:01:54.580 a hunk of metal at the bottom of the sea.
00:01:56.680 I personally, having been involved,
00:01:59.480 along with my boss, Secretary Blinken,
00:02:01.340 in all of those negotiations with Russia
00:02:03.580 to try to prevent this war in December,
00:02:07.260 do not believe that had that Nord Stream 2
00:02:10.960 been cut off in January,
00:02:12.080 that would have been decisive for Putin.
00:02:14.380 It was important that the day the war began,
00:02:17.060 the Germans cut the pipeline,
00:02:18.400 as did the rest of the Europeans,
00:02:19.860 but he was bound and determined to go into Ukraine,

00:02:23.220 So you believe Zelensky was wrong

00:03:13.840 that we're seeing the biggest land war in Europe

00:03:18.560 And in particular, what I was asking,
00:03:21.540 that was a hearing in the Senate Foreign Relations Committee
00:03:23.620 that happened yesterday.
00:03:24.600 And that is the Undersecretary of State,
00:03:27.520 Victoria Nuland, who was testifying.
00:03:30.000 And this administration now
00:03:32.960 has elevated President Zelensky
00:03:34.980 to the status of a modern-day saint.
00:03:37.220 He's been canonized already.
00:03:40.140 And the Democrats have taken
00:03:41.680 to singing his praises nonstop.
00:03:45.340 And the point I was making here is,

00:04:03.540 He wanted to invade when Trump was president.

00:04:07.140 Well, and one of the big reasons he didn't.
00:04:11.100 You look at, in 2014,
00:04:13.340 Putin invaded Ukraine.
00:04:14.620 He invaded Crimea,
00:04:15.520 the southern portion of Ukraine.
00:04:17.240 But he stopped short.
00:04:18.460 Why?
00:04:18.900 Because going into all of Ukraine
00:04:21.720 risks the natural gas pipelines
00:04:24.760 that run right through Ukraine.
00:04:27.060 And Russia gets a huge portion
00:04:30.500 of its revenue from selling
00:04:32.220 natural gas and oil.
00:04:33.940 And it needs to be able to get
00:04:35.100 that natural gas to Europe
00:04:36.460 through Ukraine.
00:04:37.860 The next year, in 2015,
00:04:39.940 Putin began what's called Nord Stream 2.
00:04:42.400 It's an undersea pipeline
00:04:43.700 that goes from Russia to Germany.
00:04:45.260 The entire purpose of it
00:04:46.980 is to circumvent Ukraine
00:04:48.860 so that he could invade Ukraine
00:04:50.480 and not have to worry
00:04:51.660 about getting gas to market.

00:04:58.680 to sanction the Nord Stream 2 pipeline,
00:05:01.040 to shut it down before it was built.
