00:01:38.660 But now we have a president that's making sure
00:01:41.020 that certain things that changed our world forever

00:01:45.600 President Donald Trump issuing a very important executive order
00:01:50.040 restricting federal funding for research
00:01:53.760 that involves a controversial field of scientific study
00:01:57.380 known as gain-of-function research.
00:02:00.780 Now, the research, which is also known as, quote,
00:02:03.940 dual-use research,
00:02:05.460 involves experimenting with viruses and other pathogens
00:02:09.000 that have the potential to trigger a pandemic.
00:02:12.200 Those studies could discover how infectious agents
00:02:15.000 might become more transmissible
00:02:16.680 or make people even sicker.
00:02:19.380 This field has long been controversial
00:02:21.500 because of fears that scientists could make
00:02:24.280 a more dangerous pathogen in their lab
00:02:27.200 that could get out and cause a pandemic.
00:02:29.440 Well, those concerns became a reality with COVID-19,
00:02:33.740 and those concerns have led to many efforts over the years
00:02:37.440 to more tightly monitor and control
00:02:40.100 this type of gain-of-function research.
00:02:42.640 Now, many didn't even know about gain-of-function research
00:02:45.660 and what it actually meant until COVID-19 pandemic hit.
00:02:50.340 One theory for how the pandemic started
00:02:52.660 says that the SARS-CoV-2 virus,
00:02:55.560 which causes COVID-19,
00:02:57.460 spilled out of the Chinese Wuhan Institute of Virology.
00:03:00.940 Don't worry, our government at the time said,
00:03:03.080 no, no, no, that didn't happen.
00:03:04.600 And Dr. Fauci was one of those involved.
00:03:07.000 You may also remember that Dr. Fauci said
00:03:09.760 that he wasn't funding gain-of-function research technology,
00:03:14.100 when in fact, he absolutely was.
00:03:16.420 And when I say he was funding it,
00:03:18.120 it means your tax dollars were going exactly to that.
00:03:21.480 Quote, many people believe that gain-of-function research
00:03:24.240 was one of the key causes of the COVID pandemic
00:03:27.100 that struck us in the last decade.
00:03:29.340 That's what the White House Secretary Will Scarf said.
00:03:32.080 That is exactly what this executive order does first of all.
00:03:35.840 It provides powerful new tools to enforce the ban
00:03:38.800 on federal funding of gain-of-function research abroad.
00:03:42.240 It also strengthens other oversight mechanisms
00:03:45.160 related to that issue,
00:03:46.700 and creates an overarching strategy
00:03:49.580 to ensure that biomedical research in general
00:03:52.960 is being conducted safely.
00:03:55.300 Now, many scientists have said,
00:03:56.960 well, hold on a second.
00:03:58.340 We need to weigh the evidence
00:04:00.320 and understand that pandemics can happen
00:04:03.000 and that we can learn from them when they do happen.
00:04:06.160 When the reality is, is, well, we know where this started.
00:04:09.560 And it wasn't in China in a wet market.
00:04:11.680 It was in the Wuhan Institute of Virology,
00:04:14.040 where they were doing gain-of-function research.
00:04:18.100 Now, according to the White House,
00:04:19.740 the executive order would block any U.S. funding
00:04:22.880 of gain-of-function research in countries of concern,
00:04:26.220 such as China and Iran,
00:04:28.060 as well as other foreign nations,
00:04:29.980 deemed to have insufficient research oversight.
00:04:33.440 The order also prohibits U.S. tax dollars
00:04:36.060 from contributing to foreign research
00:04:38.160 likely to cause another pandemic,
00:04:40.440 and also U.S. dollars in general.
00:04:42.980 The order also, quote,
00:04:44.100 empowers American research agencies
00:04:46.640 to identify and end federal funding
00:04:49.440 of other biological research
00:04:51.880 that could pose a threat to American public health,
00:04:54.920 public safety, or national security.
00:04:57.120 That, according to the White House's own fact sheet
00:04:59.920 on this issue in executive order.
00:05:01.940 The order will, quote,
00:05:02.880 increase the safety and security of biological research
00:05:06.300 without impending U.S. innovation.
00:05:08.740 The White House also issued statements
00:05:10.900 from several top Trump administration officials
00:05:13.620 who argued the funding restriction is, quote,
00:05:16.300 necessary.
00:05:17.340 The Health and Human Services Secretary,
00:05:19.380 Robert F. Kennedy Jr.,
00:05:20.700 put it this way, saying, quote,
00:05:22.160 I commend President Trump for his courage and his vision.
