00:03:03.340 I helped a lot of neighbors get trees out of their yards and trees that went through even parts of their roof.
00:03:09.420 You saw a ton of that as well.

00:03:12.240 I've spent the last two days traveling through the affected areas.
00:03:16.540 Look, this hurricane hit late Sunday night, early Monday morning,
00:03:21.680 and actually you and I recorded Monday's podcast as we were waiting for the hurricane to hit,
00:03:27.420 and we were both at our homes.
00:03:29.360 We knew it was coming, and, you know, let's actually walk people through what it's like.
00:03:36.000 Now, you're a Memphis boy, so this is your first hurricane.
00:03:39.680 This was the real deal for me.
00:03:41.760 I was like, okay, it's somewhat exciting and nerve-wracking,
00:03:45.900 and then there's like, hey, how much water do I need?
00:03:48.640 Like, I was asking the basic new greenie questions.
00:03:52.660 Yeah, look, as a lifelong Houstonian, we just have hurricanes.
00:03:56.480 That's part of the Gulf Coast.
00:03:58.060 We will have more in the future.
00:03:59.880 We've had a lot in the past.
00:04:01.720 But, you know, the way this one played out, so Sunday night I went to bed,
00:04:06.520 and when I went to bed, it was actually, it was a clear night.
00:04:11.400 It wasn't even raining, and then it started coming in late at night.
00:04:15.920 It started coming in at 2 and 3 in the morning,
00:04:18.000 and it was a night where you would hear the rain pouring down,
00:04:21.740 and then you'd hear cracks, loud cracks.
00:04:24.580 And in the morning, you discovered what those loud cracks were,
00:04:28.360 which were trees that were falling down.
00:04:30.220 And on my street, there are a whole bunch of trees that have fallen down.
00:04:34.540 There are branches that have fallen down.
00:04:36.000 There are huge oak trees and pine trees that were uprooted and thrown across the street,
00:04:42.100 in some cases thrown into houses.
00:04:45.400 Thankfully, my home did not have any trees hit the home,
00:04:48.780 but we did have a big branch in the backyard fall and rip some of the lighting down,
00:04:54.040 but it did not hit the house or the damage to the roof, so we're grateful for that.
00:04:57.540 And then Monday, as the rain cleared, I began going and meeting with local officials and first responders.
00:05:08.620 So one of the first things I did is I headed down to the Emergency Operations Center in Houston,
00:05:16.300 and Houston was hit very hard.
00:05:19.420 And so there I sat down with firefighters and the police department
00:05:25.780 and all of the city officials.
00:05:28.180 So the Emergency Operations Unit, whenever you have a disaster,
00:05:31.440 that's where everyone goes and coordinates out of.
00:05:34.920 It's where the mayor coordinates out of.
00:05:37.300 It's in northwest Houston.
00:05:39.200 It's actually the same location as the central 911 call center.
00:05:43.640 And so in the room next to it, there's a massive room filled with operators
00:05:47.920 that are dealing with thousands of 911 calls
00:05:51.100 and tasking whoever the relevant people are.
00:05:55.160 And listen, in the immediate aftermath of a hurricane,
00:05:58.220 there are a series of phases that occur in a disaster.
00:06:02.620 The first phase is just saving people's lives.
00:06:05.320 And people are in harm's way.
00:06:07.160 They need emergency responders.
00:06:10.300 This hurricane, Hurricane Beryl,
00:06:12.280 the number of confirmed fatalities now is seven.
00:06:15.800 There were multiple who were killed in Houston.
00:06:18.360 There was one who was a police department civilian employee.
00:06:22.940 He was driving in because for most people,
00:06:26.820 they were told shelter in place, stay at home,
00:06:28.560 don't go out on the roads, it's too dangerous to drive.
00:06:31.180 But for first responders and emergency personnel,
00:06:33.680 they were asked to come in to be there.
00:06:36.280 And this police department employee was driving in
00:06:39.120 and he drove into an underpass that was flooded
00:06:41.360 and unfortunately was deeper than he expected
00:06:44.260 and it flooded into his car and he drowned.
00:06:49.800 And I'll tell you that afternoon,
00:06:51.540 I met with the mayor who had spent the last two hours
00:06:54.920 at that underpass with the Houston Police Department
00:06:57.740 searching for that body
00:06:59.660 and they found the body of their co-worker.
00:07:01.820 And so it was, the mayor was shaken up.
00:07:04.380 I mean, and anytime you have a fatality,
00:07:10.080 it's difficult, but it's particularly difficult
00:07:12.040 when it's first responders who are searching
00:07:13.940 for one of their own.
00:07:17.480 In Houston, then we went through,
00:07:20.180 we went through all of the plans
00:07:22.020 for how to ensure that people
00:07:25.160 have the resources they need.
00:07:27.980 The biggest challenge statewide is power.
00:07:31.740 2.7 million Texans lost power.
00:07:35.740 You lost power.
00:07:36.680 I lost power.
00:07:38.360 Much of the city of Houston was dark
00:07:40.400 and that was true throughout much of the Gulf Coast
00:07:44.520 that the power lines went down.
00:07:47.460 And so when I was sitting
00:07:49.740 at the Emergency Operations Command Center,
00:07:53.560 two of the people who were there
00:07:55.420 were from Centerpoint, the power company,
00:07:57.120 and they described that they were bringing in
00:08:00.080 over 10,000 linemen,
00:08:01.820 linemen from around Texas,
00:08:04.600 from other states,
00:08:05.480 bringing them in to start restringing the power lines.
00:08:08.600 And before they turn a power line back on,
00:08:11.060 they have to walk the length of the power line
00:08:13.540 to make sure that it's not torn down
00:08:15.260 and that putting the power on
00:08:17.240 doesn't start a fire,
00:08:18.560 doesn't electrocute someone.
00:08:19.980 And so it can be a prolonged process.
00:08:23.320 But part of the challenge of that is in Houston
00:08:27.100 and in much of the affected areas,
00:08:29.220 the traffic lights were out.
00:08:30.700 And not out as in flashing,
00:08:33.260 but just dark.

00:08:35.480 Well, I've never seen anything like it.

00:08:37.560 this is my first hurricane where I've been in it.
00:08:41.640 And one of the things that was the most shocking,

00:08:44.240 is just the number of people without power.
00:08:47.540 I've never seen so much darkness
00:08:50.020 as I saw last night
00:08:52.500 and seeing, like you said,
00:08:54.400 not even flashing lights,
00:08:56.240 just everything off.
00:08:58.600 Yeah, everything was out.
00:09:00.720 And I believe it is the record
00:09:02.220 for the most people who've lost power in Texas.
00:09:05.440 It is more people lost power from barrel
00:09:08.320 than did during Hurricane Harvey.
00:09:09.940 Now, Hurricane Harvey
00:09:10.740 was a much more massive disaster.
00:09:13.480 It still remains the second most costly
00:09:15.200 natural disaster in U.S. history
00:09:16.880 because you had enormous flooding.
00:09:18.960 But in this instance,
00:09:20.660 we just had a lot,
00:09:22.260 a lot of power lines go down
00:09:23.880 from trees,
00:09:25.440 from trees falling
00:09:26.480 and knocking the power lines down.
00:09:29.600 We also had...
00:09:30.940 You were in the command center,
00:09:31.800 and I wanted to ask you this.
00:09:33.740 So the winds,
00:09:35.660 and obviously,
00:09:36.580 like we mentioned,
00:09:37.200 there was a lot of trees down,
00:09:38.200 but this wasn't a Cat 5
00:09:40.000 that came through.
00:09:41.560 So did they say to you
00:09:43.200 or explain why so many trees came down?
00:09:45.600 Was it the total time
00:09:47.220 and it wasn't actually moving that fast?
00:09:49.200 So it was more time to weaken the trees?
00:09:50.640 Because when you look at the storm itself,
00:09:53.500 it didn't seem like it was going to be something
00:09:55.500 that was going to be this bad.
00:09:57.960 No, they didn't.
00:09:59.540 When barrel first made landfall,
00:10:01.580 it was initially a Category 1
00:10:03.320 and then a Category 2 hurricane.
00:10:05.540 It had been in the Caribbean.
00:10:06.900 It had been higher.
00:10:07.560 It had been as high as a Category 4 hurricane,
00:10:09.340 but then it had lost strength
00:10:10.880 and then it gained strength again
00:10:12.900 as it came back
00:10:13.820 and made landfall into Texas.
00:10:15.520 Category 1 hurricane
00:10:16.680 is 74 to 95 miles an hour of wind
00:10:19.720 and it's a dangerous hurricane.
00:10:22.120 Category 2 is 96 to 110 mile per hour wind.
00:10:25.480 So barrel had winds
00:10:26.900 of about 100 miles an hour,
00:10:28.200 a little bit more than that.
00:10:30.040 That's a lot,
00:10:31.140 but a Category 5 hurricane
00:10:33.100 is 157 miles an hour or faster.
00:10:36.220 So it was not in the order of hurricanes
00:10:40.120 among the strongest in wind.
00:10:42.500 But what happened,
00:10:43.460 it was interesting.
00:10:44.160 I think back to something
00:10:45.220 like Hurricane Harvey
00:10:46.220 where we saw a lot of trees
00:10:48.360 that had snapped,
00:10:49.360 a lot of telephone poles
00:10:50.480 that had snapped.
00:10:51.900 You know,
00:10:52.120 what happened with this
00:10:53.260 is a lot of trees were uprooted
00:10:54.800 and part of it is
00:10:55.700 there was so much rain
00:10:56.880 that the soil got very moist
00:10:59.440 and then the wind
00:11:00.280 would literally blow the tree over
00:11:01.820 and so the roots
00:11:02.480 would come straight out
00:11:03.580 and the entire tree would topple.
00:11:05.820 And so I saw as I was driving around
00:11:07.820 and I spent a lot of time
00:11:09.320 touring around
00:11:10.200 and seeing the damage,
00:11:12.140 I saw a lot of trees
00:11:13.320 that had been toppled altogether.
00:11:15.100 And that may be,
00:11:17.040 it may be the combination
00:11:18.620 of rain and wind,
00:11:19.780 but I don't know.
00:11:20.880 But for whatever reason,
00:11:22.700 the number of power lines

00:11:26.060 exceeded certainly any hurricane

00:12:11.300 not taking the threat
00:12:12.660 of this storm
00:12:13.600 coming to Houston

00:12:17.100 I was down in Galveston.
00:12:19.020 I was down in Jamaica Beach.
